According to the Department of Finance, the Phan Dinh Phung Sports Center project - a project that was expected to start construction before April 30, 2025 to celebrate the 50th anniversary of national reunification - has yet to begin.
The project is currently being implemented with public investment capital. The Ho Chi Minh City People's Committee has assigned relevant departments to prepare a pre-feasibility study report, propose investment policies and collect opinions from relevant units.

The Phan Dinh Phung Sports Center construction project has been "shelved" for many years, and is expected to start construction in 2027 and be completed in 2029.
However, because the architectural planning criteria are not consistent with the approved zoning plan, the Ho Chi Minh City People's Committee has directed consultants to locally adjust the 1/2000 scale zoning plan at the project site.
The Department of Culture and Sports is coordinating with the Department of Construction and the People's Committee of Xuan Hoa Ward to review and agree on the project scale and planning criteria, to propose an adjustment plan. Once completed, the dossier will be sent to the Department of Finance for appraisal and report to the competent authority to decide on the investment policy.
According to the new plan, from now until April 2026, the city will complete the planning adjustment. By May 2026, the project will be appraised and the investment policy will be decided; construction is expected to start in the third quarter of 2027 and be completed in the first quarter of 2029.
Previously, the Phan Dinh Phung Stadium project was approved by the Prime Minister for Ho Chi Minh City to implement under the BT contract form since 2010. In 2018, the Ho Chi Minh City People's Committee approved the joint venture of the Compensation and Clearance Joint Stock Corporation and Phat Dat Real Estate Development Joint Stock Company as investors. However, many years later, the project still cannot be implemented.
At the end of 2024, the Ho Chi Minh City People's Committee issued a decision to cancel the feasibility study report approved in 2016, stop implementing the project under the BT contract and switch to public investment. The Department of Culture and Sports was assigned to prepare for investment under this method.
The Chairman of the Ho Chi Minh City People's Committee at that time requested to urgently prepare a dossier proposing the investment policy to submit to the City People's Council for approval before July 2024, striving to start construction before April 30, 2025. However, the progress so far has not met the target, causing this key project to continue to miss the deadline.
