In the early period of its establishment (October 10, 1949), despite many difficulties, the work of building and developing the Party received attention. In particular, on August 1, 1950, the Party Executive Committee issued a Resolution on establishing Party cells in districts and agency cells. The Party Executive Committee decided to separate the old Lai Chau Party Cell into 4 cells: Agency, Quynh Nhai, Dien Bien , Tuan Giao and appointed cell secretaries. In the period of 1953 - 1954, under the leadership of the Party Executive Committee, the team of cadres and party members promoted their role and responsibility to stay close to the people, stay close to the base, propagate and mobilize people of all ethnic groups to actively participate in labor production, contribute food and participate in the fight against French colonialism, together with the army and people of the whole country to create the Dien Bien Phu victory "resounding throughout the world", ending the victorious resistance war against France.

In 2004, when the province was split and established, in the context of many difficulties and challenges, the Dien Bien Provincial Party Committee focused on building the Party and a strong political system. After 75 years with 14 congresses, the Provincial Party Committee has become increasingly strong in politics, ideology and organization. To build a strong Party and political system from the grassroots, the Provincial Party Committee issued Resolution No. 04-NQ/TU on "Improving the leadership capacity and fighting strength of grassroots party organizations, contributing to strengthening the political system at the grassroots level, period 2021 - 2025".

From 614 grassroots party organizations, with 41,775 party members (in 2020), up to now, the Provincial Party Committee has had 14 subordinate party committees, 617 grassroots party organizations (236 grassroots party committees, 381 grassroots party cells) with nearly 48,000 party members. Continue to pay attention to consolidating and building grassroots party organizations, improving the quality of party cell activities; review, detect, educate, help, screen, and remove unqualified party members from the Party; effectively implement the policy of arranging regular police officers to take up commune police positions, introduce border guard station commanders to join the Party Committee, hold the position of deputy party secretary of the commune party committee, and introduce border guard officers and soldiers to participate in activities at village and hamlet party cells.

The Provincial Party Committee focused on perfecting the organization and staffing of the political system, building a team of cadres according to title standards, gradually better meeting the requirements of the tasks. In the period of 2020 - 2023, the whole province arranged, assigned, rotated, appointed, and introduced 382 candidates; successfully organized 2 pilot rounds of recruitment exams for leadership and deputy management positions of provincial departments and branches. Paying attention to the work of planning, training, and fostering cadres for the immediate tasks and creating a source of cadres for the next term. Fully and promptly implementing the regime and policies for 1,428 cadres. The work of reviewing, evaluating, and classifying cadres and party members has become routine, and the quality has improved.

Focus on leading and directing the implementation of Resolution No. 06-NQ/TU, dated May 7, 2021 of the Provincial Party Committee on continuing to innovate and improve the effectiveness of the Party's inspection and supervision work in the new situation; resolutions, directives, decisions, conclusions, regulations and instructions of the Central Committee on inspection, supervision and discipline work of the Party. Consolidate, improve and improve the quality of inspection staff at all levels; supervision activities are carried out comprehensively, systematically and effectively; inspection work is deployed with focus and key points, contributing to improving the leadership capacity and fighting strength of the Party organization and Party members, maintaining Party discipline and discipline. Timely establish the Provincial Steering Committee for anti-corruption and negativity; thoroughly grasp and strictly implement the Central Committee's directives and conclusions on anti-corruption and negativity. Improve the quality of inspections and audits; timely review and implement the inspection conclusions and recommendations of the State Audit, recover lost assets, consider and handle the responsibilities of relevant collectives and individuals. The role and responsibility of elected bodies and the whole society in preventing and combating corruption and negativity are enhanced.

Celebrating the 75th anniversary of the founding of the Provincial Party Committee (October 10, 1949 - October 10, 2024), the people of all ethnic groups in the province are determined to join hands and unite, uphold the spirit of self-reliance, self-improvement, and the aspiration to rise up, striving to successfully implement the Resolution of the 14th Provincial Party Congress, gradually realizing the goal of making Dien Bien a province with a fairly developed socio-economic situation in the Northern midland and mountainous region.
