In the early period of its establishment (October 10, 1949), despite many difficulties, the work of building and developing the Party was given attention. In particular, on August 1, 1950, the Party Committee issued a Resolution on the establishment of Party branches in districts and agencies. The Party Committee decided to split the old Lai Chau Party branch into four branches: Agency, Quynh Nhai, Dien Bien , and Tuan Giao, and appointed branch secretaries. During the period 1953-1954, under the leadership of the Party Committee, the cadres and Party members effectively fulfilled their responsibilities, staying close to the people and grassroots, propagating and mobilizing the people of all ethnic groups to actively participate in labor and production, contributing food and supplies, and participating in the fight against French colonialism. Together with the army and people of the whole country, they achieved the glorious Dien Bien Phu victory, which shook the world and brought the resistance war against France to a successful conclusion.

In 2004, following the separation and establishment of the province, amidst numerous difficulties and challenges, the Dien Bien Provincial Party Committee focused on building a strong Party and political system. Over 75 years and 14 congresses, the Provincial Party Committee has become increasingly strong in politics, ideology, and organization. To build a strong Party and political system from the grassroots level, the Provincial Party Committee issued Resolution No. 04-NQ/TU on “Improving the leadership capacity and fighting strength of grassroots Party organizations, contributing to consolidating the political system at the grassroots level, 2021-2025”.

From 614 grassroots Party organizations with 41,775 Party members (in 2020), the Provincial Party Committee now has 14 subordinate Party committees and 617 grassroots Party organizations (236 grassroots Party committees and 381 grassroots Party branches) with nearly 48,000 Party members. The Party Committee continues to focus on consolidating and building grassroots Party organizations, improving the quality of Party branch activities; reviewing, identifying, educating, assisting, and removing Party members who no longer meet the qualifications from the Party; effectively implementing the policy of assigning regular police officers to assume positions in commune police forces; introducing border guard commanders to participate in Party committees and hold the position of deputy secretary of the commune Party committee; and introducing border guard officers and soldiers to participate in activities at village and hamlet Party branches.

The provincial Party Committee focused on consolidating and reorganizing the political system's organizational structure and staffing, building a team of cadres according to job title standards, and gradually better meeting the requirements of the tasks. During the period 2020-2023, the entire province arranged, assigned, rotated, appointed, and nominated 382 cadres; successfully organized two pilot rounds of competitive examinations for deputy leadership and management positions in provincial departments and agencies. Attention was paid to planning, training, and fostering cadres for immediate tasks and creating a pool of cadres for the next term. Policies and regulations were fully and promptly implemented for 1,428 cadres. The review, evaluation, and classification of cadres and Party members became more systematic and improved in quality.

Focus on leading and directing the implementation of Resolution No. 06-NQ/TU, dated May 7, 2021, of the Provincial Party Committee on continuing to innovate and improve the effectiveness of Party inspection and supervision work in the new situation; and the resolutions, directives, decisions, conclusions, regulations, and guidelines of the Central Committee on Party inspection, supervision, and discipline. Consolidate, strengthen, and improve the quality of inspection cadres at all levels; supervision activities are carried out comprehensively, systematically, and effectively; inspection work is implemented with focus and priorities, contributing to improving the leadership capacity and fighting strength of Party organizations and Party members, and maintaining Party discipline. Timely establish the Provincial Steering Committee for preventing and combating corruption and negative phenomena; thoroughly understand and strictly implement the directives and conclusions of the Central Committee on preventing and combating corruption and negative phenomena. Improve the quality of inspections and audits; Timely review and implementation of inspection conclusions and recommendations of the State Audit Office, recovery of lost assets, and consideration of disciplinary action against relevant collectives and individuals. The role and responsibility of elected bodies and the entire society in preventing and combating corruption and negative practices have been enhanced.

To commemorate the 75th anniversary of the establishment of the Provincial Party Committee (October 10, 1949 - October 10, 2024), the people of all ethnic groups in the province are determined to work together, upholding the spirit of self-reliance and self-improvement, striving to successfully implement the Resolution of the 14th Provincial Party Congress, and gradually realizing the goal of making Dien Bien a province with relatively developed socio-economic conditions in the northern mountainous midland region.
