1. Diseases eligible for one-time social insurance benefits
Pursuant to the provisions of Article 4 of Circular 56/2017/TT-BYT, amended by Clause 1, Article 1 of Circular 18/2022/TT-BYT, it is stipulated as follows:
In addition to the case of being suffering from one of the life-threatening diseases such as cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS as prescribed in Point c, Clause 1, Article 60 of the Law on Social Insurance, people with diseases and disabilities that have a labor capacity reduction of 81% or more and cannot control themselves or cannot perform activities to serve their daily personal needs and need someone to monitor, assist, and care for them are fully entitled to one-time social insurance.
Thus, according to the above regulations, employees suffering from the following diseases will receive one-time social insurance benefits:
- Life-threatening diseases such as cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS as prescribed in Point c, Clause 1, Article 60 of the Law on Social Insurance 2014.
- Illnesses and disabilities that reduce working capacity by 81% or more and cannot self-control or perform daily personal activities and require someone to monitor, assist, and care for them are fully entitled to one-time social insurance.
2. Other cases eligible for one-time social insurance benefits
Pursuant to Article 60 of the Law on Social Insurance 2014, in addition to the cases of diseases mentioned in Section 1 above, employees who are subject to compulsory social insurance and have a request are also entitled to receive one-time social insurance if they fall into one of the following cases:
- Reaching retirement age according to regulations but not having paid social insurance for 20 years;
Or female workers who are full-time or part-time workers in communes, wards and towns participating in social insurance and are of retirement age according to regulations but have not paid social insurance for 15 years and do not continue to participate in voluntary social insurance.
- Settling abroad;
- Employees in one of the following cases when demobilized, discharged, or quit their job without meeting the conditions to receive pension:
+ Officers and professional soldiers of the people's army; professional officers and non-commissioned officers; officers and technical non-commissioned officers of the people's police; people doing cryptographic work receiving salaries as soldiers;
+ Non-commissioned officers and soldiers of the people's army; non-commissioned officers and soldiers of the people's police serving for a limited period of time; military, police and cryptographic students currently studying are entitled to living expenses.
3. What documents are required to receive one-time social insurance benefits?
Employees submit a set of documents requesting one-time social insurance benefits to the social insurance agency (district or provincial level) where they reside to have their benefits resolved according to regulations. The documents include:
- Social insurance book.
- Application for one-time social insurance benefit of employee.
- For those who go abroad to settle, they must submit a copy of the certificate from the competent authority on the renunciation of Vietnamese nationality or a certified or notarized Vietnamese translation of one of the following documents:
+ Passport issued by foreign country;
+ Visa issued by a competent foreign authority confirming permission to enter for the reason of settling abroad;
+ Documents confirming the application for foreign nationality; confirmation documents or permanent residence cards or residence cards with a validity of 05 years or more issued by a competent foreign authority.
- Copy of medical records in case of suffering from one of the life-threatening diseases such as cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS and other diseases as prescribed by the Ministry of Health ;

4. One-time social insurance benefit level
The one-time social insurance benefit is calculated based on the number of years of social insurance contributions, each year is calculated as follows:
- 1.5 months of average monthly salary for social insurance contributions for years before 2014;
- 02 months of average monthly salary for social insurance contributions for years from 2014 onwards.
- In case the social insurance payment period is less than one year, the social insurance benefit is calculated at 22% of the monthly salary for which social insurance has been paid, the maximum level is equal to 02 months of the average monthly salary for which social insurance has been paid.
Note: When calculating the one-time social insurance benefit in case the social insurance payment period has odd months, from 01 month to 06 months is counted as half a year, from 07 months to 11 months is counted as one year.
