On the afternoon of December 12, a state-level welcoming ceremony for General Secretary and President of China Xi Jinping took place solemnly at the Presidential Palace under the chairmanship of General Secretary Nguyen Phu Trong. A 21-gun salute was heard to welcome the Chinese leader in the national anthems of both countries.
The cannon salute ceremony was performed by the Artillery Command at Thang Long Imperial Citadel, not far from the Presidential Palace.
Firing 21 cannons is the most solemn welcoming ceremony in Vietnam's foreign relations, and is based on the principle of reciprocity or according to the approved plan to welcome the delegation.
Mr. Xi Jinping is the General Secretary and President of China, and is currently on a state visit to Vietnam at the invitation of General Secretary Nguyen Phu Trong and President Vo Van Thuong.
The visit also took place on the occasion of the two countries celebrating the 15th anniversary of the establishment of the Comprehensive Strategic Cooperative Partnership.

Sharing before the visit, Vietnamese Ambassador to China Pham Sao Mai said: "Inheriting the tradition of friendship and practices between the two sides, the Party, State and people of Vietnam attach great importance to the visit and will give General Secretary and President of China Xi Jinping a special welcome, full of friendship and brotherhood."
In October 2022, General Secretary Nguyen Phu Trong made a historic visit to China, right after the 20th National Congress of the Communist Party of China closed.
The General Secretary is the first foreign leader to be invited and officially received by the Chinese leadership immediately after the new leadership of the Communist Party of China.
Because of that special significance, China reserved the highest level of reception for the head of the Communist Party of Vietnam .
The Chinese side performed a 21-gun salute to welcome the Vietnamese General Secretary at Tiananmen Square.
General Secretary and President of China Xi Jinping hosted the welcoming ceremony and held talks with General Secretary Nguyen Phu Trong. The two leaders also had tea and discussed many issues in an atmosphere of friendship and sincerity.
Also during this time, the Chinese leader personally awarded the Friendship Medal of the People's Republic of China to General Secretary Nguyen Phu Trong.
