Cases where driver's license cannot be exchanged
For cases where a driver's license cannot be exchanged, Clause 6, Article 37 of Circular 12/2017/TT-BGTVT (amended by Circular 01/2021/TT-BGTVT) stipulates as follows:
- Temporary foreign driving licenses; international driving licenses; foreign, military , or police driving licenses that have expired, are altered, torn, or no longer contain the necessary elements for exchange, or have discrepancies in identification; foreign driving licenses not issued by competent authorities;
- A driver's license issued by the Ministry of Transport but not listed in the driver's license information system or the list of issued driver's licenses (management register);
- Individuals who do not meet the required health standards.
- Vietnamese citizens holding foreign driver's licenses who have stayed abroad for less than 3 months and whose stay does not match the driver training period of the country that issued the license.
Who is eligible to exchange their driver's license?
In addition, Clause 5, Article 37 of Circular 12/2017/TT-BGTVT (amended by Circular 01/2021/TT-BGTVT) stipulates that the subjects eligible to exchange their driver's licenses include:
- Vietnamese citizens and foreigners who receive training, take tests, and are issued driver's licenses in Vietnam;
- A person whose driver's license issued by the transportation department is damaged;
- Vietnamese citizens and foreigners residing permanently in Vietnam who have obtained a Vietnamese driver's license by converting it from a foreign driver's license may renew their driver's license upon expiration if needed.
- Individuals holding a valid military driver's license who cease military service (demobilization, discharge, transfer to another sector, retirement, termination of employment contract in defense enterprises, etc.) may exchange it for a driver's license if they so wish.
- Individuals holding a driver's license issued by the Public Security sector after July 31, 1995, that is still valid, may exchange their driver's license for a new one if they wish, upon ceasing service in the Public Security sector (discharge from service, transfer to another sector, retirement, termination of employment contract in the People's Public Security).
- Individuals holding a motorcycle driving license issued by the Public Security sector before August 1, 1995, whose license is damaged and who wish to renew it, and whose names are listed in the register, will be considered for a new driving license.
- Foreigners residing, working, or studying in Vietnam who possess a diplomatic identity card, official identity card, temporary residence card, residence card, stay card, or permanent residence card valid for 3 months or more, and who have a valid national driver's license, may be considered for conversion to a corresponding Vietnamese driver's license if they wish to drive in Vietnam;
- Foreign tourists driving vehicles registered abroad who enter Vietnam and possess a valid national driver's license may, if they wish to drive in Vietnam, be considered for an exchange for a corresponding Vietnamese driver's license;
- Vietnamese citizens (holding Vietnamese nationality) who, while residing, studying, or working abroad, are issued a valid national driver's license by a foreign country, may apply to exchange it for a corresponding Vietnamese driver's license if they wish to drive in Vietnam.
How to check if a driver's license is real or fake.
You can check if a driver's license is real or fake in 3 ways:
Check the website of the Vietnam Road Administration.
Step 1: Access the lookup link: https://gplx.gov.vn/
This is the official website of the Vietnam Road Administration for driver's license lookup, under the strict supervision of the Ministry of Transport, ensuring the most authentic and accurate information.
Other driver's license lookup websites do not guarantee accuracy. There are even fake websites created by those who forge driver's licenses to trick people into applying for a driver's license without taking the exam.
Step 2: Enter the following information: Driver's license type; driver's license number; date of birth; security code. Finally, select "Search driver's license".
Step 3: View the results
If the system does not display complete information (including: full name, date of birth, driver's license number, driver's license card number, driver's license issuing authority, driver's license issuance date, driver's license expiration date, driver's license class, and passing date) or the information does not match the information on the driver's license, then it is fake.
Look up your driver's license information via text message.
The method of checking driver's license status via text message only applies to the new type of driver's license made of PET material.
To look up your driver's license, compose a text message in the following format: TC [space] [Driver's License Number] and send it to 0936.083.578 or 0936.081.778
SMS charges: Approximately 500 - 2000 VND per message.
After sending the message, the system will automatically send the driver's license information you want to look up to your phone, including: license class, serial number, expiration date, violation status, etc.
Verify using the QR code on your driver's license.
According to Article 47 of Circular 12/2017/TT-BGTVT dated April 15, 2017, regulating the training, examination, and issuance of driver's licenses for road motor vehicles; as amended by Clause 28, Article 1 of Circular 38/2019/TT-BGTVT on driver's licenses, driver's licenses issued after June 1, 2020, without a QR code on the back may be counterfeit.
Accordingly, with a driver's license that has a QR code, you can scan the QR code using a QR code scanning application. After scanning, the following information will appear: Driver's license number; full name, date of birth; driver's license class; and place of issuance.
If scanning the QR code doesn't display the above information, or if the information doesn't match the information on your driver's license, it may be fake.
However, aside from cases where the driver's license is fake, the search may also yield no results for several reasons, such as the user entering incorrect information or the driver's license information not yet being updated in the database. Therefore, when searching for driver's license information, you need to carefully check the information you enter.
