According to the report, Bac Giang province currently has 9 established industrial parks (IPs) including: Dinh Tram, Quang Chau, Van Trung, Viet Han; Song Khe - Noi Hoang, Yen Lu, Tan Hung, Hoa Phu, Phuc Son.
Up to now, only Dinh Tram Industrial Park (operating since 2003) and Tan Hung Industrial Park (operating since 2021) have completed site clearance. Dinh Tram Industrial Park has been put into stable operation; Tan Hung Industrial Park is constructing technical infrastructure items.
However, there are many industrial parks in Bac Giang province that have been established for a long time, but have not yet completed 100% of the allocated land area. Specifically, Quang Chau Industrial Park (operated in 2006), for the area of 426 hectares, has only changed the land use purpose to 97%; the remaining 12 hectares have not been cleared. For the 90-hectare expansion, the area has changed the land use purpose to more than 97%, with 2.3 hectares not yet cleared.
Song Khe - Noi Hoang Industrial Park (Southern part; operated in 2006), up to now, there are still 2.19 ha out of a total of 42.7 ha that have not completed site clearance. Van Trung Industrial Park (area 237.01 ha; operated in 2007) site clearance has reached 99.86%, with 0.33 ha still not completed.
Hoa Phu Industrial Park (existing phase 207.45 ha; operational in 2015), up to now, there are still more than 5.1 ha that have not been cleared. For the expanded area (85 ha), compensation for clearance has only been paid for 77.6 ha, the area with changed land use purpose is 56.24 ha.
Yen Lu Industrial Park (area 377 ha; operational in 2021), site clearance reached 95%. The investor is implementing infrastructure items: phase 1 wastewater treatment plant, industrial leveling, internal traffic roads, and has completed the construction of pole erection and installation of medium voltage power line beams on the land area of phase 1 of the project.
Phuc Son Industrial Park (area 123.93 hectares; operational in 2024) made payments for a total area of over 30 hectares, more than 3 months behind schedule...
The main reason for the above situation is that some areas of land are difficult to transfer ownership (such as in Hoa Phu Industrial Park in the expansion phase); many households do not agree to receive compensation for site clearance (in Van Trung Industrial Park, there is only 0.33 ha left, but for many years, 16 related households have not received the money).
From August 1, 2024, the Land Law takes effect (5 months earlier than expected), so many localities have to wait for the province to issue a decision on the level of compensation and resettlement support costs before approving the compensation plan...
To accelerate the progress of site clearance for industrial parks, complete technical infrastructure, and attract secondary investors to operate, Bac Giang has established a Working Group to implement industrial parks established in the period of 2022-2025 (Working Group). In its role, the Working Group has requested localities and units to accelerate the implementation of work related to site clearance, infrastructure investment, ensuring completion within the time frames specified in the plans of the Chairman of the Provincial People's Committee and Notice No. 165/TB-UBND dated April 26, 2024, announcing the conclusion of Vice Chairman of the Provincial People's Committee Phan The Tuan at the working session on the implementation of investment projects on construction and business of industrial park infrastructure in the province, quarter I/2024.
Specifically, the investor of Quang Chau Industrial Park, Quang Chau Industrial Park expansion and Viet Yen town is requested to complete the procedures for site clearance in the third quarter of 2024; the People's Committee of Yen Dung district is requested to complete site clearance and lease land to the investor for the remaining area of about 2.19 hectares of Song Khe - Noi Hoang Industrial Park in the third quarter of 2024; the People's Committee of Hiep Hoa district is requested to complete site clearance for the remaining area (existing Hoa Phu Industrial Park is about 1.7 hectares; expanded Hoa Phu Industrial Park is about 8.05 hectares) in August 2024...
For the remaining industrial parks, the Provincial People's Committee and the Working Group request the People's Committees of localities and the Department of Natural Resources and Environment to focus on supporting investors to complete procedures for converting land use purposes and paying compensation to people in accordance with the decisions and plans set out. Thereby, ensuring the progress of project implementation, avoiding waste of investment resources and land, and continuing to promote investment attraction in the coming time.
