Strive to exceed the 2025 targets

In the first 9 months of 2025, Dong Nai province has achieved outstanding results in all fields, from economy, culture, society, national defense, security to Party building and political system work.

In particular, in the first 9 months of 2025, the province's GRDP growth reached 8.86%. In particular, in the third quarter alone, after many years, the province achieved double-digit growth, with an increase of 10.18%, bringing Dong Nai to the 3rd position in the country in terms of GRDP growth.

To maintain the growth momentum and achieve the target of double-digit growth this year, Dong Nai's GRDP must increase by over 12% in the fourth quarter. Therefore, the entire political system needs to continue to have effective solutions to grow as expected.

Many solutions to promote double-digit growth

Provincial Party Committee member and Director of the Department of Finance Truong Thi Huong Binh said: Dong Nai's GRDP growth rate in the first 9 months of 2025 reached 8.86% compared to the same period in 2024, ranking 10th out of 34 provinces and cities and higher than the national average growth rate (7.85%). This result demonstrates the efforts of the entire Dong Nai province to achieve the economic growth target of 10% in 2025.

The Provincial People's Committee has identified the fourth quarter of 2025 as a period of strong acceleration, drastic and synchronous action in all areas to achieve and exceed the targets and tasks set for 2025. In particular, the province will accelerate the disbursement of public investment capital, considering this a key task to promote growth. The goal is to disburse 100% of the public investment capital plan for 2025, prioritizing strategic infrastructure projects, key national and inter-regional projects such as: Long Thanh International Airport, Gia Nghia - Chon Thanh, Dau Giay - Tan Phu, Bien Hoa - Vung Tau expressways, Ring Road 3, Ring Road 4 - Ho Chi Minh City, Ma Da Bridge...

The province will apply the "green channel" mechanism in appraisal, shorten administrative procedures; create detailed progress diagrams for each project; resolutely handle slow-progressing projects, transfer capital to projects with good disbursement; link the results of public investment capital disbursement with the evaluation and classification of officials and leaders at the end of the year.

The province will also promote industrial production, construction, services and high-tech agriculture, which are the three pillars of growth of the province. In particular, the industry - construction sector strives to increase by over 22.6%, focusing on processing - manufacturing, energy, new materials and supporting industries; the service sector increases by over 9% with a focus on logistics, tourism, e-commerce; agriculture increases by nearly 4%, in the direction of organic, applying high technology associated with processing industry and agricultural value chain.

Promote the attraction of high-quality domestic investment and foreign direct investment (FDI). In the first 9 months of 2025, Dong Nai province attracted more than VND 124 trillion in domestic investment capital and USD 2.4 billion in FDI capital. In the coming time, the province will continue to improve the investment environment, shorten administrative procedures, prepare clean land funds and synchronous infrastructure in new industrial parks such as Long Duc 3, Phuoc Binh 2, Bau Can - Tan Hiep, Xuan Que - Song Nhan. At the same time, the province will speed up the auction of land use rights, striving to collect VND 21 trillion as planned to increase investment resources for development.

The province strives to collect over 100 trillion VND in budget revenue in 2025; at the same time, control regular expenditures, save budget, focus capital on development investment, social housing... Continue to start and build social housing projects, striving to complete 4,208 units in 2025. At the same time, effectively implement poverty reduction programs, vocational training and job creation.

Pay more attention to the activities of communes and wards

After nearly 4 months of implementing the 2-level local government model, the Party Committees of communes and wards in the province have immediately started to lead the stabilization of the organizational apparatus, develop the socio-economy, care for people's lives, and make important contributions to the results of implementing the common targets and tasks of the Provincial Party Committee in the past 9 months.

However, besides the achieved results, the organizational model and many problems at the commune level still have difficulties and problems that need to be promptly resolved so that the apparatus can operate smoothly and effectively from the province to the commune and ward levels.

According to Long Binh Ward Party Secretary Nguyen Thi Thu Hien, currently, 80% of the ward's civil servants are from the wards before the merger. Therefore, when operating under the 2-level local government model, they have to perform the tasks of the district and commune levels, so they are still confused, do not grasp the work and do not have enough time to study.

The Secretary of the Party Committee of Long Binh Ward proposed: To overcome the above difficulties, the ward will continue to review and rearrange the apparatus in accordance with the job position and working capacity of each civil servant. The ward's leadership team regularly studies the Party's guidelines and policies, legal documents, and guidance documents of ministries, branches, and provincial levels to promptly direct, guide, and implement in accordance with regulations.

On the provincial side, direct specialized agencies and localities to review inappropriate and overlapping regulations to propose the Central Government to promulgate and amend them accordingly. Send department-level officials and civil servants to help localities resolve some difficulties in the process of operating the 2-level local government model. Develop specialized training and education programs with high applicability, close to the actual tasks of the commune level, especially in the fields of finance, law, information technology and planning.

Secretary of the Dak O Commune Party Committee, Phung Hiep Quoc, shared: Dak O is a remote, border commune; 40.9% of the commune's population is ethnic minorities. After implementing the 2-level local government model, the commune's organizational structure basically meets the work requirements. However, Dak O is one of 7 communes in Dong Nai province that have not merged, the old headquarters of the commune was built a long time ago and is now degraded. Therefore, it is proposed that the province soon create conditions for the commune to have a new, spacious, scientific and modern office to better serve the needs of the people. At the same time, the province is interested in raising the allowance level for non-professional positions in villages and hamlets in Dak O commune to help this team feel secure in their work, enthusiastic, and long-term attached to the grassroots.

Secretary of the Trang Bom Commune Party Committee Dang Doan Thanh said: Since the establishment of the commune, the implementation of works and projects under its authority has not been proactive. Previously, the district had the initiative in budgeting, but now the commune's funding source is very limited. When making investments, it is necessary to report to the provincial level for consideration, which takes time and affects progress and service quality.

In addition, the Project Management Board and the Land Fund Development Center are currently under the provincial level; if there is a budget, the commune level is the coordinating agency, contracting the task of site clearance and project management for implementation. Therefore, Trang Bom commune recommends that the province soon implement the policy of establishing the Project Management Board and the Land Fund Development Center under the management of the commune level.

To achieve the goals of 2025, the entire political system needs to focus on key groups of tasks such as: boosting budget collection and disbursing 100% of the 2025 public investment capital plan; promoting production and attracting investment; completing cultural and social security targets. Including effectively implementing poverty reduction programs, vocational training and job creation; taking care of the upcoming Binh Ngo Lunar New Year thoughtfully, leaving no one behind and ensuring national defense - security, administrative discipline.
