Strive for over 95% of the population to participate in health insurance

That is one of the goals set by the Social Insurance (SI) sector in 2025, at the online conference of the whole sector to deploy social insurance and health insurance (HI) work in 2025. The conference had the participation of representatives of provinces, cities and related departments and branches, on the morning of January 3.

The Board of Directors of Ca Mau Provincial Social Insurance and leaders of departments and offices attended the conference at the provincial Social Insurance bridge point.

Identifying 2024 as a year of acceleration and breakthrough with important significance in completing the development goals of social insurance and health insurance by 2025 according to the Resolutions of the Party, the Vietnam Social Insurance sector is always proactive, closely following the Resolutions of the Party, the National Assembly , the direction of the Government, the Prime Minister; closely coordinating with ministries, central agencies, Party committees, and local authorities in developing, deploying, and organizing the implementation of social insurance and health insurance policies. Clearly defining the consistent guiding viewpoint of "taking people and enterprises as the subject and center of service", with the motto of action throughout the sector "Solidarity, discipline, flexibility, creativity, professionalism, efficiency, innovation, development, and achieving outstanding achievements towards the 30th anniversary of the establishment of Vietnam Social Insurance (February 16, 1995 - February 16, 2025)".

The settlement of social insurance, unemployment insurance and health insurance regimes has been carried out promptly and fully, helping to protect the rights of participants.

According to the report, the number of people participating in social insurance reached about 20.11 million people, an increase of 9.2% compared to 2023, reaching 42.71% compared to the working-age labor force. In particular, the number of people participating in voluntary social insurance was nearly 2.3 million people, an increase of 10.2 times compared to 2017.

Regarding health insurance, the number of participants is 95.523 million people, reaching 94.2% of the population, an increase of 2% compared to 2023. Of which, nearly 48 million people participate in self-paid health insurance, accounting for 47.5% of the population, 1.9 times higher than in 2016.

Regarding Unemployment Insurance (UI), there are about 16.093 million participants, an increase of 8.8% compared to 2023, reaching about 34.18% of the working-age workforce.
Total revenue from social insurance, health insurance, and unemployment insurance in 2024 will reach VND526,687 billion, an increase of 10.1% compared to 2023. The settlement of social insurance, health insurance, and unemployment insurance regimes has been implemented promptly and fully, helping to protect the rights of participants. In the past year, Vietnam Social Security paid pensions and monthly social insurance benefits to more than 3.3 million people and settled regimes for millions of workers.

Communication work on social insurance and health insurance policies has also been focused on and is increasingly effective. The Vietnam Social Insurance sector has stepped up coordination with ministries, sectors, and socio-political organizations, using diverse and flexible forms of communication, aiming to raise people's awareness of their rights and obligations when participating in social insurance and health insurance.

The provincial Social Insurance sector promotes the dissemination of pensions to people via ATM cards.

At the conference, many opinions and discussions from representatives of provincial and municipal social insurance agencies and functional agencies contributed to the implementation of social insurance, health insurance and unemployment insurance policies in the coming time.

By 2025, Vietnam Social Security aims to increase the rate of workers participating in social insurance to about 45.1%, the rate of unemployment insurance participation to 35.1% and the rate of population participating in health insurance to 95.16%.

Speaking at the conference, General Director of Vietnam Social Security Nguyen The Manh acknowledged, commended and highly appreciated the efforts of civil servants and public employees of the entire social security sector in 2024. 2025 is the decisive year to complete the targets of the Party's resolution. The General Director of Vietnam Social Security requested that local social security agencies develop a 2025 operational scenario with early and remote assessment of the situation, especially being flexible with external impacts to have appropriate and effective solutions. Continue to perfect, closely follow, exploit and effectively use the industry's database in developing participants, reforming administrative procedures, inspections, and examinations... to achieve the highest efficiency; improve the effectiveness of financial management, collateral assets to ensure publicity, transparency, and anti-waste; manage increasingly growing funds; seriously and resolutely implement Resolution 18 on streamlining the apparatus. Along with that, continue to enhance the role and responsibility of leaders; Assign work to ensure the "5 clear" principle (clear work, clear people, clear progress, clear efficiency, clear responsibility) to bring about comprehensive results in all aspects of work.
