Decentralization and ensuring autonomy and self-responsibility of local governments in Vietnam

(PLVN) - To meet the needs of readers for research and study, the Justice Publishing House publishes the book "Decentralization and ensuring autonomy and self-responsibility of local governments in Vietnam" by Dr. Nguyen Thi Hanh, Director of the Department of Criminal and Administrative Law, Ministry of Justice.

Previously, in Vietnam, the relationship between local governments and the Central Government was formed according to the principle of "democratic centralism", according to which the State plays the role of general management and administration throughout the territory, and local governments have the duty to obey and execute the orders of the Central Government to ensure the common interests of the country and ensure national sovereignty . However, after the 2013 Constitution was enacted, the relationship between governments at all levels has been changing. Article 52 of the 2013 Constitution stipulates: "The State... implements the assignment, decentralization, and delegation of powers in state management...", accordingly, in addition to the goal of ensuring the concentration and unity of state power, the relationship between local governments and the Central Government must also ensure democracy, initiative, and creativity of localities in implementing tasks and deciding on issues related to socio-economic development in their localities.

These are the author's initial studies on decentralization and ensuring autonomy and self-responsibility of local governments.

On that basis, regulations on decentralization and delegation of power are being gradually adjusted according to the requirements of administrative reform, ensuring centralized and unified management, promoting autonomy and self-responsibility of the government, exploiting the potential, advantages and resources of localities to improve the effectiveness and efficiency of state management in sectors and fields.

To meet the needs of readers for research and study, the Justice Publishing House publishes the book "Decentralization and ensuring autonomy and self-responsibility of local governments in Vietnam" by Dr. Nguyen Thi Hanh, Director of the Department of Criminal and Administrative Law, Ministry of Justice . These are the author's initial studies on decentralization and ensuring autonomy and self-responsibility of local governments, identifying some legal shortcomings and limitations, thereby proposing some suggestive solutions that need to be further studied to remove legal obstacles and shortcomings, contributing to ensuring autonomy and self-responsibility of local governments in Vietnam. The publisher retains some of the author's opinions in the book, which may have different views for readers to refer to.

Although the author has devoted his heart and effort in the compilation process, the book is inevitably limited. The publisher and author look forward to receiving readers' comments to improve the book in the next edition.
