Follow up on target programs
The three national target programs, including new rural construction, sustainable poverty reduction, and socio -economic development in ethnic minority and mountainous areas, are considered the three pillars supporting the development journey in Hue. To make these three pillars strong, there must be close monitoring and timely removal of bottlenecks from policy to implementation.
Since 2024, the City People's Council has established a specialized monitoring team to directly conduct field surveys and work with departments and local authorities on the progress and effectiveness of program implementation.
The numbers are clearly reported: Nearly 28,400 billion VND mobilized, 346 infrastructure projects invested, hundreds of OCOP products launched, more than 1,800 poor households built solid houses, thousands of households received livelihood support...
But along with that are the remaining problems, typically by May 2025, there is still more than 856 billion VND of budget capital that has not been disbursed. Many projects are slow to implement, even "stagnant" due to lack of land, procedural problems, or... no longer have beneficiaries. Those things, if only contained in documents, are very easy to ignore.
According to the monitoring delegation led by Mr. Ha Van Tuan, Vice Chairman of the People's Council of Hue City, in some localities, there is a situation where support plans are not updated with the actual situation; some grassroots officials are still confused because of the lack of instructions and complicated regulations, leading to slow progress...
The report on monitoring voters' recommendations at the 10th Session of the 8th City People's Council shows that issues such as slow compensation for the Huong Phong - Huong Vinh dike or the unfinished Tam Giang lagoon road have been reported many times through meetings, but up to now, the progress of handling is still slow, without a specific roadmap.
The City People's Council requests the City People's Committee to report specific progress on each recommendation, clearly assign responsibilities and deadlines for completion. Systemic recommendations will be included in thematic resolutions for implementation.
At the 10th session of the 8th City People's Council on the morning of July 16, summarizing the report on the results of monitoring the settlement of voters' petitions at the 9th session, Vice Chairman of the City People's Council Ha Van Tuan emphasized: Voters' petitions need to be handled thoroughly, not allowing the situation of being recorded but not clearly responsible or the implementation deadline.
The monitoring process of the City People's Council clearly shows that some projects such as the Hoi Cong Bac embankment in An Dong ward (old), infrastructure items in Binh Tien commune (old) or ethnic minority projects in A Luoi district (old) have been delayed for many years due to lack of capital or regulations. Including these contents in the thematic monitoring program helps clarify the causes and promote implementation progress.

Resolution close to the people
The most obvious highlight of the monitoring activities is the transformation into policies. The issued resolutions are no longer rigid and far from reality but are increasingly closer and more practical.
Resolution 20/2023/NQ-HDND on sustainable poverty reduction support is an example. After a survey, the City People's Council found that a segment of the population, although having escaped poverty, still had unstable incomes and had difficulty accessing health insurance and credit. From there, the resolution was born, supporting the purchase of health insurance for more than 15,000 people, subsidizing hundreds of poor households unable to work, supporting the elimination of temporary housing, loan interest rates, etc.
Not only in social security, the City People's Council also clearly demonstrates its role in promoting public investment, administrative reform, digital transformation and high-tech agricultural development. The resolution on the mechanism of integrating resources between programs is also a product of actual monitoring, helping to resolve the situation of "overlapping but not invested" areas.
Hue is operating a two-tier local government model. This sets new requirements for the City People’s Council, which must not only represent the voice of the people but also be a “companion” of the government in development.
Without an intermediate level, the supervision work must go straight from the city to the grassroots. Each voter contact, each survey, each delegation must be proactive, thorough, able to see the problem and guide policy.
In the spirit expressed in the monitoring reports of the City People's Council, Vice Chairman of the Hue City People's Council, Mr. Ha Van Tuan, said that monitoring is not just an inspection activity, but must aim at practical action. From the results of monitoring, the People's Council can issue resolutions that are close to life.
Supervision is no longer an “internal matter” of the People’s Council. Voters are clearly seeing changes from this work: Roads are upgraded, livelihood models are supported, the disadvantaged have more protection policies. And more than that, they see themselves being more concerned in the flow of development.
The positive results of national target programs in Hue, from high poverty reduction rates, synchronous new rural construction, sustainable development of ethnic minority areas, all bear the mark of monitoring work. And each monitoring, if done properly, can open up resolutions that bring real change to the people.
At the 10th session, the City People's Council will pass a resolution on the results of monitoring the settlement of voters' petitions at the 9th session; the results of monitoring the implementation of 3 national target programs in Hue city for the 2021-2025 period.
