PROMOTING THE STRENGTH OF NATIONAL UNITY, BUILDING SON LA PROVINCE TO DEVELOP GREEN, FAST, AND SUSTAINABLE

The 16th Congress of the Vietnam Fatherland Front of Son La province, term 2025-2030 took place in a joyful and exciting atmosphere of the entire political system, Party Committee, government and people of all ethnic groups in the province actively competing, working creatively, achieving achievements, striving to successfully implement the Resolution of the Party Congresses at all levels and deploying the Resolution of the 16th Provincial Party Congress, term 2025-2030.

During the past term, the Vietnam Fatherland Front at all levels continued to affirm its core role in building the great national unity bloc, and together with its member organizations, it innovated propaganda work, mobilizing people to implement the Party's guidelines and policies and the State's laws, in many forms. Studying and following Uncle Ho's example was concretized through many models, with the emergence of many exemplary collectives and individuals. The provincial Fatherland Front organized 1,441 conferences to disseminate documents; published 16,100 copies of the Newsletter, posted more than 3,000 news and articles on digital platforms; commended and rewarded 2,633 collectives and 33,998 exemplary individuals and families. The province currently has over 2,000 prestigious people, contributing to strengthening trust and great unity in the community.

The Vietnam Fatherland Front Committees at all levels have innovated the content of social supervision and criticism, focusing on issues of public concern. From 2024 to present, the whole province has organized more than 50 dialogues between leaders and people; synthesized more than 1,000 opinions and recommendations, with a resolution rate of 85%; nearly 5,000 comments and suggestions for draft documents of Party Congresses at all levels. The work of receiving citizens and handling petitions has been strengthened, with more than 200 citizen reception sessions, about 80% of petitions were resolved. The activities of the People's Inspectorate and the Community Investment Supervision Board have been promoted, with more than 240 direct supervisions, implementing the motto "People know, people discuss, people do, people inspect, people supervise, people benefit".

Major campaigns and patriotic emulation movements have been widely deployed and effectively implemented. Notably, the emulation movement "Eliminate temporary and dilapidated houses" has spread strongly, associated with the campaign "For the poor, leave no one behind". The whole province has received more than 61.5 billion VND; from 2024 to present, supporting the construction and repair of 3,353 houses for poor and disadvantaged households, 169 days ahead of the Government's deadline, making Son La one of 19 localities awarded the Third Class Labor Medal for implementing the emulation movement to eliminate temporary and dilapidated houses. Activities to help the poor and social security activities, disaster relief, epidemics, humanitarian charity were coordinated by the Fatherland Front at all levels with the authorities, organizations and individuals to take care of 3,755 poor people, support 143 households to develop production, provide medical examination and treatment for 1,401 people, and award scholarships to 2,123 poor students. In the third quarter of 2025 alone, the province received more than 73 billion 676 million VND, along with essential goods, distributed promptly, publicly and transparently to households affected by natural disasters. The Fatherland Front at all levels coordinated with the authorities and organizations to synchronously deploy the Campaign "All people unite to build new rural areas and civilized urban areas", linking new rural construction with sustainable poverty reduction. From 2024 to August 2025, people contributed over 250 billion VND, more than 3.5 million working days, and donated tens of thousands of square meters of land to build infrastructure and welfare works. The campaign "Vietnamese people prioritize using Vietnamese goods" has been widely deployed, innovating propaganda towards digital transformation associated with e-commerce platforms, supporting product promotion and consumption; bringing local agricultural products to online trading platforms, contributing to the development of new models, cooperatives and the OCOP program.

Socio -political organizations have effectively implemented emulation movements and campaigns: The Provincial Women's Union has implemented the movement "Building Vietnamese women of the new era" with the participation of 254,000 members, 387 women were awarded the title "Outstanding Women" and hundreds of individuals and collectives were commended; implemented over 400 projects/parts of work to build new rural areas and civilized urban areas through the campaign "Building families of 5 no, 3 clean"; supported over 12,000 poor households headed by women to escape poverty, through capital, livelihood, vocational training and job referrals. The Provincial Youth Union has implemented the movements "Youth start-ups, career building", "Creative youth", "Youth volunteers for the community", with over 2,250 startup ideas and initiatives introduced, of which over 500 projects were supported with capital and put into practical application; Organized thousands of volunteer activities, mobilized over 300,000 union members and youths to participate, contributing over 2,500 working days to build new rural areas, protect the environment, plant trees, and donate blood voluntarily. The Provincial Farmers' Association effectively implemented the movement "Farmers compete in production and good business", with 18,367 households achieving the title; established and maintained 121 branches and 233 professional associations; the Farmers' Support Fund reached over 82 billion VND, supporting 229 projects; at the same time, coordinated with banks to help 43,822 households borrow with a total outstanding debt of over 3,039 billion VND, promoting production linkages. The Provincial Labor Federation launched the emulation movement "Good workers, creative workers" and "Green - clean - beautiful, ensuring occupational safety and hygiene", associated with building a modern working class; The work of caring for union members and workers has been carried out effectively, with nearly 80,000 times receiving support in cash and in kind of over 28 billion VND, and 68 "Union Shelters" worth 2.6 billion VND. The Provincial Veterans Association launched the "Exemplary Veterans" movement, associated with the construction of new rural areas and civilized urban areas; members have donated over 38,278 m² of land, contributed hundreds of thousands of working days, tens of billions of VND to build rural infrastructure, helping each other develop the economy and reduce poverty sustainably. Other member organizations such as the Red Cross, the Association of the Elderly, the Association for Promotion of Education... have launched many campaigns and movements for humanitarianism, education promotion, health care, environmental protection, and assistance to the disadvantaged in society, contributing to strengthening trust and promoting the strength of the great national solidarity bloc.

In addition, the emulation movement of labor, study and creativity was effectively implemented; the "Repaying gratitude" Fund was built and effectively used; many practical activities were implemented to protect the environment and respond to climate change. The movement "All people participate in protecting territorial sovereignty and border security", the movement "All people protect national security" was widely deployed, contributing to maintaining political and social stability. The movement "All people build a cultural life" associated with new rural areas and civilized urban areas was deployed synchronously. 100% of residential areas maintained the organization of the National Great Unity Day, creating an atmosphere of solidarity, joy and excitement. People's foreign affairs activities and work with overseas Vietnamese were focused on; strengthening the connection of friendly cooperation between Son La province and the provinces of Northern Laos...

Implementing Resolution No. 18-NQ/TW, the Provincial Vietnam Fatherland Front Committee has proactively innovated and rearranged the organizational structure in a streamlined and effective manner, ensuring consistency with the political system; streamlined the apparatus according to Regulation 301-QD/TW of the Central Committee, clearly defined functions to overcome overlaps, and at the same time innovated the method of operation towards being close to the people and the grassroots. Consultation work with member organizations has been innovated; focusing on perfecting the Committee members (ensuring representativeness), consolidating the Advisory Council/Board. In particular, staff training has been enhanced and the application of information technology and digital transformation has been promoted, contributing to improving the capacity of the staff, meeting the requirements of the tasks.

In the 2025-2030 period, the Fatherland Front at all levels and its member organizations will continue to perform well the following key tasks:

Firstly, promote the widespread dissemination of the Party's guidelines and policies, the State's policies and laws, the Action Program of the Fatherland Front at all levels, especially the Resolution of the 14th National Party Congress, the Resolution of the 16th Son La Provincial Party Congress, the Resolution of the Fatherland Front Congress at all levels for the 2025-2030 term. Gather and unite people from all walks of life to implement the Party's guidelines and policies, the State's policies and laws, and respond to the action programs of the Vietnam Fatherland Front; implement economic, cultural and social development goals, ensure national defense and security; build and consolidate the great solidarity bloc of ethnic groups.

Second, protect the legitimate and legal rights and interests of the people; act as a solid bridge between the people and the Party and the State. Strengthen innovation in the content and methods of social supervision and criticism. Effectively carry out the work of receiving citizens and handling and resolving complaints and denunciations; promote the implementation of the Law on Democracy at the Grassroots Level, promote the people's mastery according to the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". Take the people as the center, subject, goal and driving force of innovation.

Third, effectively carry out major campaigns, patriotic emulation movements, economic development, and social security programs. Improve the quality of the Campaign "All people unite to build new rural areas and civilized urban areas". Innovate and improve the quality of the Campaign "Vietnamese people prioritize using Vietnamese goods". Well implement the movement "For the poor - no one is left behind"; well organize activities to care for the poor. Compete in creative labor, develop production and business, help each other sustainably reduce poverty.

Fourth, promote democracy at the grassroots level, create conditions for people to participate in discussing, deciding, and supervising important issues directly related to community life; show mutual love and support, help each other develop the economy, and reduce poverty sustainably. Promote self-management models, inter-family groups, clans, villages, and cultural sub-regions, associated with maintaining security and order, protecting and preserving the landscape and environment, building a civilized lifestyle and cultural life. Develop patriotic emulation movements in residential areas, focusing on the Campaign "All people unite to build new rural areas and civilized urban areas".

Fifth, the Fatherland Front and socio-political organizations of the province promote their role in consolidating and developing the special friendship between Vietnam and Laos; at the same time, improve the effectiveness of information and foreign propaganda work, promote the image of Son La land and people to international friends. Mobilize, gather, and unite overseas Vietnamese to preserve and promote the identity and fine traditions of the nation; actively participate in contributing to and building the homeland and the Fatherland.

Sixth, continue to arrange and perfect the organizational apparatus of the Vietnam Fatherland Front Committee and socio-political organizations, mass organizations assigned by the Party and the State to be streamlined, synchronous, and operate effectively and efficiently, in conjunction with administrative reform. Innovate the content and methods of operation in a practical, effective, and grassroots-oriented direction; apply information technology, carry out digital transformation in the work of directing, operating, managing, supervising, and organizing movements. Improve the quality of the Front's staff at all levels with strong political will, people-mobilizing skills, professional proficiency, and the ability to apply digital technology.

With the spirit of "Solidarity - Democracy - Innovation - Development", the 16th Provincial Congress of the Vietnam Fatherland Front, term 2025 - 2030, continues to promote the tradition of solidarity, determined to make efforts with the Party Committee, government and people of all ethnic groups in Son La to realize the aspiration of building Son La into a green, fast and sustainable developing province, together with the whole country entering a new era, the era of national growth, for the goal of "rich people, strong country, democracy, fairness, civilization".
