Comrade Pham Hong Quang: In the 2020 - 2025 term, Nghe An province pays special attention to urban planning and development, considering this an important foundation for sustainable and synchronous socio -economic development.
The province has completed and submitted to the Prime Minister for approval the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050 in Decision No. 1059/QD-TTg dated September 14, 2023. In particular, the urban system of the whole province is planned methodically, with a clear long-term strategy, linked to the growth poles and economic corridors of the province, forming a unified whole. At the same time, the approval of the Urban Development Program of the whole province to 2030, with a vision to 2050 with a system of 40 - 45 urban areas of all types, and the approval of a number of urban development programs for a number of major urban areas, has been completed.

All levels, sectors and localities focus on building and completing recognition for 7 expanded urban areas including Vinh (type I), Dien Thanh, Dung, Cau Giat, Tra Lan, Kim Nhan, Hoa Thanh (type V) according to the plan to arrange urban administrative units in the province.
Proactively review, adjust, and establish new regional construction plans, urban plans, and functional area plans in the South Thanh Hoa - North Nghe An region, linked to the space of Hoang Mai and Dong Hoi Industrial Parks (Nghe An) with Nghi Son Economic Zone (Thanh Hoa).

During the process of provincial planning, the Construction sector and localities proactively reviewed, adjusted, and simultaneously established new regional construction plans, urban plans, and functional area plans to integrate into provincial planning, shortening the time for planning. Especially, in key and important areas such as Vinh City, Cua Lo Town, Thai Hoa Town, Hoang Mai Town, Dien Chau, Do Luong (formerly), Dong Nam Economic Zone, etc., contributing to the early creation of clean land funds, attracting investment and having enough basis for managing and building urban and rural infrastructure.
Reporter: So what is the impact of urban planning work in the area on some socio-economic development indicators of the province (growth rate, urbanization rate) after 5 years of implementing the Resolution of the Provincial Party Congress, comrade?
Comrade Pham Hong Quang: Based on good orientation in urban planning, after 5 years of implementing the Resolution of the 19th Provincial Party Congress, Nghe An has contributed to achieving a number of important results. The average GRDP growth rate in the 2020 - 2024 period of the whole province is estimated at about 8.5%/year, among the good groups in the country.

Along with the expansion of urban administrative units, the urbanization rate of the whole province by the end of the term reached about 34 - 35%, an increase of nearly 20% compared to the period 2015 - 2020 (more than 15%). Urban infrastructure and industrial parks have been strongly invested with a series of large urban areas and large industrial zones formed such as VSIP Nghe An Industrial, Urban and Service Park, WHA, Ecopark Urban Area, Lotte Mart Vinh Commercial Center; VinWonders Cua Hoi Hotel, Entertainment Complex; urban connection infrastructure system has been invested and built such as Vinh - Cua Lo Boulevard, coastal road, N2 - Southeast Economic Zone; water supply, drainage, lighting, green parks have been renovated and invested in synchronously, improving the quality of life, intelligence and culture of urban residents.
Attracting FDI and domestic investment has increased in well-planned areas, continuously ranking in the top 10 nationwide, creating jobs for tens of thousands of workers and forming key industries such as technology, electronics, and energy.
Thanks to that, in the past term, Nghe An has gradually shaped the urban system in the direction of "green - clean - modern - smart - regional connectivity", creating a solid foundation to become the economic - cultural center of the North Central region by 2030 in the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province by 2030, with a vision to 2045.

PV: Can you share about the urban development orientation of Nghe An in the next term, what specific goals are prioritized?
Comrade Pham Hong Quang: The planning of Nghe An province for the period 2021 - 2030, with a vision to 2050, determines that by 2030, the whole province will strive to form about 40 - 45 areas meeting urban criteria (an increase of 20 to 25 areas meeting urban criteria compared to the current status). In particular, priority will be given to investing in the development of 6 main urban centers in areas such as Vinh, Hoang Mai, Thai Hoa, Dien Chau, Do Luong, and Con Cuong to form a backbone, playing a core role, leading the development of the province's key growth poles.
At the same time, speed up and improve the quality of urbanization, develop areas that meet sustainable urban criteria according to the network, form a number of smart urban areas connected to the region; accelerate the construction of urban infrastructure, link urban development with traffic, water supply and drainage, waste treatment; develop modern, green, and unique urban architecture associated with cultural elements typical of Nghe An.
Strongly attract FDI investment and socialization, especially in urban infrastructure, industrial and service zones. Focus on sustainability, heritage conservation, green space development, and improving resilience to climate change.
PV: To achieve the goal of sustainable urban development, what key solutions need to be implemented in the 2025 - 2030 term, sir?
Comrade Pham Hong Quang: To achieve the goal of sustainable urban development, the next term will focus on synchronously implementing provincial planning and approved and valid planning; reviewing and implementing all types of planning.
Perfecting mechanisms and policies, including priority and specific policies for the development model of key, dynamic urban areas; supporting urban development in mountainous areas in the West, areas of national defense and security importance.

Develop and implement investment programs for urban infrastructure development. Focus on attracting internal and external resources for urban development, in which, prioritize planning, construction of regional transport systems, urban connections, urban main axes to ensure smoothness and connectivity, creating momentum for socio-economic development, national defense and security; focus on investing in closed belt roads, radial roads (horizontal and vertical connections), synchronous public transport systems with large capacity, wharves and parking lots to serve urban areas, especially connecting Vinh urban area with neighboring areas such as Nghi Loc, Nam Dan, Southeast Economic Zone and to the south of the urban area. Invest in infrastructure for water supply, drainage, waste treatment, lighting, and trees. At the same time, upgrade, renovate, and synchronously build modern social infrastructure systems in urban areas, especially education, health and healthcare services, parks, etc.
Thoroughly decentralize the rights and tasks to local authorities in the management and implementation of planning, construction, and land; promote administrative procedure reform on construction investment, shorten the procedures for implementing investment projects. Complete the construction of an urban planning data system, widely apply geographic information systems (GIS), digital technology, and digital platforms in urban planning and development management.
