Developing an agricultural economic model linked to the value chain

On the morning of December 26, at the opening session of the 8th National Congress of the Vietnam Farmers' Union , delegates presented papers to continue affirming and clarifying the outstanding results in the work of the Union and the farmers' movement nationwide over the past 5 years and proposed directions, goals, and tasks for the work of the Union and the farmers' movement nationwide in the new term.

Speaking at the Congress, Mr. Nguyen Huy Anh, Chairman of the Farmers' Association of Son La province, said that implementing the direction of the Central Standing Committee of the Vietnam Farmers' Association and the Son La Provincial Party Committee on "Developing green, fast and sustainable agriculture ", "Striving to soon turn Son La into an agricultural processing center of the Northwest region", the Farmers' Associations at all levels of the province have focused on synchronously implementing specific solutions, close to the actual situation.

Accordingly, the Association at all levels has innovated the content and form of propaganda and mobilization of farmer members, combining oral propaganda with model building, using traditional and modern methods, suitable for cadres and farmer members, especially in remote areas, remote areas, and ethnic minority areas.

These practical and effective activities have contributed to arousing patriotism, self-reliance, and the desire to rise up of farmers, shifting from small-scale, fragmented production thinking to cooperation and association in production and business, from agricultural production thinking to agricultural economic thinking, from single-value agricultural production to multi-value integration.

Farmers' Associations at all levels directly and in coordination with departments, branches and enterprises build highly effective linkage models between enterprises and farmers.

Typical examples include: The value chain production linkage model between Son La Sugarcane Joint Stock Company with more than 10,500 participating households, an area of over 9,200 hectares; The value chain production linkage model between Moc Chau Dairy Cattle Breeding Joint Stock Company with 558 participating households, 27,790 dairy cows...

The models have contributed to creating jobs, improving production efficiency and income for farmer members. In addition, the Association at all levels organizes service activities, consulting and supporting farmers with capital, materials, seedlings, breeds, knowledge, production technology, processing and product consumption support, focusing on improving the operational efficiency of the Provincial Farmer Support Center.

Notably, to create capital for farmer members to develop production and business, the Association at all levels has focused on mobilizing and developing the Farmers' Support Fund. To date, the total fund has reached nearly 80 billion VND, an increase of over 26 billion VND compared to the previous term. From the Fund's capital, the Association has invested in 877 projects, lending to 2,833 households. The Association also closely coordinated with the Bank for Agriculture and Rural Development and the Bank for Social Policies to create conditions for over 42,000 households to borrow through household groups, with a total outstanding debt by June 2023 reaching over 2,500 billion VND, thereby promoting households to link up in production and business.

Farmers' Associations at all levels in Son La province focus on directing the building of professional farmers' branches and groups according to the principles of "5 self" and "5 together" associated with the building of cooperatives and production and business cooperatives according to the value chain; encouraging good farmers and businessmen to participate in guiding and supporting production and business development, acting as the core in building professional farmers' branches and groups, developing cooperatives and cooperatives.

In particular, the Association at all levels proactively coordinates to effectively implement the Coordination Program between Son La Provincial Party Committee and the Central Committee of the Vietnam Farmers' Union for the period 2022 - 2025 and coordination programs with related units, focusing on propaganda, mobilization, and improving production and business capacity for farmer members.

"The results of the activities of the Farmers' Association at all levels of Son La province have contributed, together with the entire political system of Son La province, to turn Son La from a poor and disadvantaged province into an "Agricultural Phenomenon of the whole country", ranking second in the country in terms of fruit tree growing area; with 145 establishments applying good agricultural production practices; granting 294 growing area codes with an area of 3,141 hectares for export; building 254 safe agricultural, forestry and fishery supply chains...", Mr. Nguyen Huy Anh emphasized.

The Chairman of the Farmers' Association of Son La province said that the delegation of the Farmers' Association of the province was very excited to receive Resolution No. 46-NQ/TW of the Politburo on innovation and improving the quality of activities of the Vietnam Farmers' Association to meet the requirements of revolutionary tasks in the new period.

This is the driving force to promote the Association's work and the farmers' movement in the whole country in general and in Son La province in particular to develop strongly in the coming time. To contribute to transforming this driving force into the practice of the Association's work and the farmers' movement, the delegation of the Provincial Farmers' Association proposed that the Government continue to improve mechanisms and policies to create favorable conditions for farmers to develop production and business, reduce poverty and strive to become rich, in which the Government should soon direct the removal of difficulties and obstacles in the implementation of the 3 National Target Programs.

The Central Committee of the Vietnam Farmers' Union focuses on training to improve the capacity and skills of officials and farmer members; promoting services, consulting and supporting farmers; building branches and professional associations associated with the development of cooperatives and production and business cooperatives along the value chain. In particular, the Central Committee of the Vietnam Farmers' Union promptly implements Resolution No. 46-NQ/TW of the Politburo so that the Resolution can soon come into life, creating new vitality for the Association's work and the farmers' movement.

In the speech sent to the Congress with the theme "Experience in supporting farmers in transforming economic structure and linking along value chains", the Dong Nai Farmers' Association proposed that all levels of the Association should continue to do a good job of propaganda work among the subjects, especially farmer members, to really create a clear change in awareness, clearly seeing that transforming economic structure is an important factor to promote growth; joint ventures and linkages are essential factors in implementing commodity production.

In addition, the Association at all levels continues to innovate and develop appropriate and effective forms of production organization, encourage and facilitate the development of agricultural enterprises; innovate and develop agricultural cooperatives, develop farms in the direction of focusing on organizing large-scale, high-quality commodity production; develop forms of cooperation, linking production and consumption of agricultural products according to the value chain, connecting with the global consumption system.
