Da Bac commune was formed on the basis of merging the old Da Bac town and the communes of Hien Luong, Toan Son, and Tu Ly, with a total natural area of 13,679.85 hectares and a population of over 19,000 people. Before the merger, the old Da Bac was a pioneer in applying information technology in directing and operating the overcoming of natural disasters and socio- economic development tasks. Promoting the "tradition" of being a pioneer in technology, the new Da Bac commune identified digital transformation as one of the strategic breakthroughs, helping to save costs and resources, quickly bringing policies and resolutions to the grassroots, and at the same time promptly directing the work of overcoming natural disasters, promoting socio-economic development.

After Resolution No. 57-NQ/TW of the Politburo , the commune has identified the focus of digital transformation development. In the immediate future, it is focusing on digital infrastructure, creating conditions for telecommunications units to renovate and upgrade infrastructure, ensuring smooth network operations. At the same time, it is developing digital citizens, starting with bringing digitalization to schools and widely implementing digital education plans for all people.
The merger and establishment of new communes on a large scale requires the reorganization of a streamlined and effective government apparatus. The focus is on promoting administrative reform and taking people as the center of service. The Da Bac Commune Public Administration Service Center has been in operation since July 1, 2025. Up to now, the Center has maintained orderly operations, seriously implementing the public posting of administrative procedures (TTHC) in many forms such as paper copies, QR codes and on the commune's electronic information page, ensuring transparency and convenience. The work of receiving and handling administrative records is seriously implemented in the electronic environment.
From July 1 to September 23, the Center received 3,107 applications, of which 3,090 were submitted online, accounting for 99.45%. Notably, 100% of the applications were processed on or before the deadline. Specifically, 2,608 applications were returned before the deadline, accounting for 88.53%, and 338 applications were returned on time. Of the total 412 administrative procedures under the commune's jurisdiction, 147 procedures were provided with a complete process.
The Commune Public Administration Service Center has also advised, reviewed, and restructured administrative procedures, digitized records, and resolved results, ensuring progress and requirements. Most people feel satisfied when coming to resolve administrative procedures at the commune.
Ms. Bui Thi Huong in Ngu hamlet expressed: When coming to register for marriage, the staff guided her enthusiastically, explained each step clearly, the documents were received and processed quickly, on time. The commune government is increasingly friendly, professional and truly for the people.

To operate the new model, the commune is continuing to arrange and rearrange the organizational structure and staff, civil servants and public employees according to their capacity, strengths and job positions. At the same time, it is resolutely resolving policies for cases of redundancy and resignation after the merger; promoting public service reform, strengthening discipline and administrative discipline, and strictly handling negative and harassing behaviors.
Building a digital government and a service government is to create momentum for socio-economic development. Despite the difficulties of a newly merged commune, the socio-economic situation in the first 9 months of 2025 of Da Bac recorded positive signals. The growth rate of production value is estimated at 7%. This growth comes from agriculture, forestry, fishery and industrial production, construction; especially the strong growth of services, tourism , especially the community tourism model attracting a large number of tourists.
The commune is focusing on directing the site clearance of important projects such as: Hoa Binh - Moc Chau Expressway Project, Hien Luong - Tien Phong route and the route from Da Bac town to Thanh Son, opening up opportunities to attract investment for socio-economic development.
Da Bac commune has identified 4 strategic breakthroughs. In particular, it continues to promote comprehensive digital transformation associated with green economic development, ecological agriculture and community tourism, and builds typical OCOP products. The commune focuses on effectively exploiting the advantages of the Da River lake area and ethnic cultures, creating sustainable livelihoods for the people.
By 2030, the commune strives to increase budget revenue by an average of 10% per year, with total social investment capital reaching 1,400 billion VND, and with 150 enterprises in the area. Inheriting the leadership in technology and determination to build a streamlined, transparent 2-level local government model, using digital transformation as a lever, Da Bac aims to build an effective and efficient government apparatus to better serve the needs of people and businesses.
