Maintain the "backup shield" after the health system arrangement

After completing the organization of medical centers and commune and ward health stations according to the two-level government model, the Quang Ninh Health sector is urgently implementing a series of solutions to ensure that the preventive health sector operates smoothly and uninterruptedly, serving the people best.

From November 1, 2025, the Quang Ninh health system has officially operated under the two-level local government model. According to Project No. 4807/DA-SYT on "Arranging the health system in Quang Ninh province according to the two-level local government model" and decisions of the Provincial People's Committee, the Quang Ninh Health sector has separated the preventive and treatment health systems. Specifically, the whole province has arranged 13 health centers into 5 regional general hospitals, stopped operating 3 centers; 171 health stations into 55 health stations and 92 stations.

Immediately after the new units were established, the Quang Ninh Department of Health issued a directive requiring commune-level health stations to maintain all professional activities in the fields of preventive medicine, population and food safety, ensuring the continuous and uninterrupted provision of health services to the people.

Health stations continue to maintain monitoring activities and early detection of infectious diseases in the locality. When detected, it is necessary to take samples and send them to the Quang Ninh Center for Disease Control (CDC) for testing, promptly identifying the cause of the epidemic, serving the work of effective disease prevention and control. Along with that, the network of "Rapid response teams for infectious diseases and epidemics" will be re-established at 100% of commune, ward and special zone health stations according to the regulations of the Ministry of Health , ensuring readiness to respond to all public health situations.

One of the important tasks emphasized is updating and re-announcing the conditions for practicing preventive medicine for medical facilities after the reorganization. The Health sector will revoke the licenses of old units, and at the same time complete the procedures for announcing qualified facilities for vaccination, biosafety, and disinfection and insect extermination services for new medical stations.

All health stations with laboratories will have to declare their biosafety facilities according to regulations. Along with that, hospitals, including 5 new regional general hospitals, will be assigned to sign contracts to collect and treat medical waste for health stations in communes, wards, and special zones, ensuring environmental safety and compliance with standards.

Quang Ninh CDC plays a focal role in coordinating and receiving tasks in the field of prevention, guiding health stations to deploy activities smoothly and effectively. Quang Ninh CDC will direct units to maintain regular vaccination activities, school vaccination according to plan, develop a plan to build a cold chain system to preserve vaccines according to GSP standards (good vaccine preservation practices), select appropriate health stations to organize vaccinations against rabies and anti-rabies serum... while waiting for the Ministry of Health to guide the functions and tasks of the new health station. This is especially important when the end-of-year epidemic season is approaching, requiring vaccination, monitoring, and handling of outbreaks to be maintained continuously, avoiding "gaps" in the system.

Dr. Vu Quyet Thang, Director of CDC Quang Ninh, said: “After the reorganization, CDC Quang Ninh will directly provide professional guidance to 55 commune, ward, and special zone health stations across the province. The biggest advantage is that the organizational system is now streamlined and has clear focal points, helping to direct and monitor the epidemic more centrally and consistently. However, the big challenge is the synchronization of human resources, equipment, and facilities at some health stations, which is still inconsistent, requiring the sector to both strengthen expertise and ensure psychological stability and working methods for grassroots health workers. The highest goal is still to ensure that people receive continuous health care without interruption at any transitional stage.”

The health sector has determined that all adjustments are aimed at serving the people better, especially at the commune level, where community health care is directly provided. The prevention network has been strengthened and becomes more stable, continuing to be the first and most effective "shield" against all epidemic risks, affirming the determination of the Quang Ninh health sector in the journey for people's health.
