Approval of Priority Infrastructure Project and Urban Development Adapting to Climate Change in Ha Tinh City

(Baohatinh.vn) - The priority infrastructure project and urban development adapting to climate change in Ha Tinh city is implemented in the following wards and communes: Thanh Sen, Tran Phu, Ha Huy Tap, Cam Binh.

The Asian Development Bank delegation inspected some locations planned for project investment.

The Provincial People's Committee has just issued a decision approving the Priority Infrastructure Project and Urban Development Adapting to Climate Change in Ha Tinh City.

Accordingly, the construction sites in the wards and communes of Thanh Sen, Tran Phu, Ha Huy Tap, and Cam Binh will be arranged from July 1, 2025. The investor is the People's Committee of Ha Tinh city. After the People's Committee of Ha Tinh city ceases operations from July 1, 2025, the transfer of the investor will be carried out according to the decision of the competent authority.

The project aims to support the development of integrated, climate-resilient infrastructure in the beneficiary area and surrounding areas through flood mitigation solutions, regional transport development and technical support to improve people's lives, develop sustainable urban areas and create momentum for comprehensive socio-economic development.

Specific objectives:

- Drainage to reduce flooding and adapt to climate change for benefiting localities and neighboring areas through the renovation and construction of new drainage lines.

- Reduce flooding and enhance resilience to climate change, combine spatial development and create urban landscape environment, create conditions for sustainable urban development and green growth, improve people's quality of life through renovating and building new lakes, tide-prevention sluices and pumping stations.

- Strengthening the connection between the central area and developing areas with poor infrastructure, to create conditions for the city to develop production through the construction of a number of connecting roads, combined with the construction of drainage canals to reduce flooding and adapt to climate change.

- Strengthen urban management capacity to facilitate smart city development and climate change adaptation through improving and building an integrated climate change resilience system with technical infrastructure and land use planning, appropriate flood warning and control systems.

The project belongs to project group A, with the joint venture TECCO6-TLUC-D&C-TUVAN8-CIC-LHC responsible for surveying and preparing a feasibility study report for construction investment.

The project consists of 4 components; the total construction investment is over 3,286 billion VND, of which the loan capital from the Asian Development Bank (ADB) is 96,182,787 USD, equivalent to 2,318,967 billion VND (70% allocated by the central budget, 30% re-borrowed by the provincial budget); counterpart capital: 930,980 billion VND, equivalent to 38,613,853 USD (100% allocated by the local budget); ADB non-refundable aid capital is 1,500,000 USD, equivalent to 36,165 billion VND.

The project will be implemented within 6 years from the time the competent authority allocates capital for the project according to regulations.

The Chairman of the Provincial People's Committee requested the investor to implement the project in accordance with the provisions of law; fully implement the recommendations of the Department of Construction and relevant departments in the appraisal results report; complete the project to ensure quality, progress, efficiency, carry out acceptance and settlement in accordance with regulations, absolutely not allowing loss or waste of the state budget.

The Departments of Construction, Finance, Agriculture and Environment, Industry and Trade, Science and Technology, according to their functions and tasks, inspect and guide investors to implement project contents in accordance with current legal regulations; promptly report and propose to the Provincial People's Committee related contents.
