Standing meeting of the Provincial People's Council in August 2023

On August 16, the Standing Committee of the Provincial People's Council held the August 2023 meeting. Comrade Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting. Attending the meeting were Comrade Nguyen Trung Thao, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial People's Council, leaders of the Provincial National Assembly Delegation, the Provincial Fatherland Front Committee and a number of relevant departments and branches.

At the meeting, delegates considered and resolved the issues arising between the two sessions of the Provincial People's Council: The implementation of the proposal to audit the local budget according to Official Dispatch No. 1732/UBND-TH dated June 30, 2023 of the Provincial People's Committee, in which the Provincial People's Committee submitted to the Standing Committee of the Provincial People's Council to review Resolution No. 02/NQ-HDND dated July 12, 2018 on the content of "no additional collection" and implement in accordance with the provisions of law. The development of the State budget estimate for 2024 and the 3-year State budget - financial plan (2024 - 2026). Accordingly, based on the analysis and assessment of the revenue situation in 2023, forecasting factors affecting the estimated revenue in 2024, the province built the State budget revenue estimate for 2024 in the province at 1,668.1 billion VND; Total local budget expenditure in 2024 is 14,236 billion VND, an increase of 10% compared to the central budget estimate assigned in 2023.

Comment on the contents of the plans: Plan to organize a meeting between the Standing Committee of the Provincial People's Council and the Standing Committees of the People's Councils of districts and cities in 2023; Plan to organize a vote of confidence and vote of confidence for people holding positions elected by the People's Councils at the provincial and district levels; list of resolutions submitted by the committees of the Provincial People's Council at the regular meeting at the end of 2023; Regulations on providing information to citizens of the Office of the National Assembly Delegation and the Provincial People's Council.

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Trieu Dinh Le basically agreed with the contents presented and the opinions of the delegates on the draft documents. Regarding the content of the local budget audit's recommendations, the Provincial People's Committee assigned the Provincial People's Committee to direct the Department of Finance to preside over and coordinate with the Economic - Budget Committee of the Provincial People's Council to review and clarify the content of the local budget audit's recommendations, thereby having a direction for handling and resolving according to regulations.

Regarding the list of resolutions expected to be submitted to the regular meeting of the People's Council at the end of the year, we basically agree with the proposed lists of the Provincial People's Committee; at the same time, we request the Provincial People's Committee and departments and branches to review the lists, the names of the resolutions need to be accurate, the content of the resolutions need to be more practical. Consider and review any resolutions that need to be supplemented to be submitted to the regular meeting at the end of the year, carefully study if any resolutions need to be issued early, a thematic meeting can be organized to issue them.

The Provincial People's Committee directed relevant units to urgently review, unify and register resolutions to be submitted at thematic sessions and regular People's Council meetings at the end of the year. Committees of the Provincial People's Council coordinated with departments and branches to prepare and develop resolutions to ensure quality and on time for submission to the sessions.
