Reporting to the Working Group on the artificial intelligence (AI) contents that Viettel has been and is implementing, a Viettel representative said that through researching and implementing AI applications according to a consistent process and regulation framework, Viettel has mastered many products and technologies to meet the needs of ministries, departments, branches and the Group's production and business activities.

To deploy an AI application, Viettel has built a process to standardize implementation steps, clearly defining the roles and responsibilities of each party involved in each implementation step, thereby ensuring that the AI application is deployed effectively, meets business needs and brings practical benefits.

Viettel has also developed AI governance regulations with the following purposes: building a solid foundation for research, development, deployment and use of AI in a responsible, safe, transparent and effective manner; ensuring compliance with global trends, laws and guidelines of state agencies; proactively minimizing ethical and legal risks.

At the same time, affirm the commitment to transparency, fairness and safety with customers, partners and employees; develop and deploy AI systems that ensure compliance with technical standards on quality, security and safety, minimize technical risks, protect users and maintain performance; promote innovation in the spirit of cooperation and responsibility.

Pointing out the difficulties and obstacles in implementing AI applications, Head of the Legal Department of Viettel Group Phan Thi Loan said that AI-related activities are currently subject to scattered regulations by many different legal documents such as the Law on Information Technology, Law on Network Information Security, Law on Cyber Security, Decree No. 13/2023/ND-CP on personal data protection, Law on Science, Technology and Innovation, Law on Data, Law on Personal Data Protection... However, these regulations are mainly general principles, without specific instructions for artificial intelligence technology in particular.

Affirming the need to issue a comprehensive legal framework for AI, Viettel's representative also found that some current regulations in the draft Law on Artificial Intelligence on prohibited AI systems and obligations applicable to suppliers and deployers of high-risk AI systems and multi-purpose AI models are still quite strict and not suitable for the current practice of AI implementation.

In addition, the current regulation on controlled testing mechanism in the draft Law is separate from the controlled testing mechanism under the Law on Science, Technology and Innovation, but is less favorable. Another problem Viettel is also facing is high-quality human resources.

From the above difficulties and problems, the Head of the Legal Department of Viettel Group proposed to apply a controlled testing mechanism (sandbox) for AI according to the provisions of Section 2, Chapter II of the Law on Science, Technology and Innovation 2025, which includes more favorable regulations for businesses such as: longer maximum controlled testing period, clear regulations on exemption from liability in controlled testing activities.

Viettel Group's representative also proposed that the draft Law narrows the scope of prohibitions, ensuring innovation in legal development thinking to both meet management requirements and encourage innovation, eliminating the mindset of "if you can't manage, then ban".

At the meeting, the working group also exchanged and learned more information to serve the process of reviewing and perfecting the draft Law on Artificial Intelligence.

Speaking at the meeting, Vice Chairman of the National Assembly Le Minh Hoan emphasized that AI has been present in all areas of social life and people such as: health care, retail, e-commerce, food, finance, entertainment...; having a strong impact on the socio-economy. Therefore, the draft Law on Artificial Intelligence needs to ensure the creation of development space for AI, popularize AI, improve digital skills for people; at the same time, manage potential risks from AI.

The Vice Chairman of the National Assembly also suggested that, with its position as the country's leading technology group, Viettel needs to promote research and application of high technology, including AI, to serve production activities and economic development.
