Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi worked with Japanese enterprises on the Nghi Son LNG Thermal Power Plant Project

(Baothanhhoa.vn) - On the afternoon of September 8, at the headquarters of the People's Committee of Thanh Hoa province, comrade Nguyen Van Thi, member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a working session with JERA Vietnam Energy Company Limited (JERA Vietnam) on the Nghi Son LNG Thermal Power Plant Project.

Also attending the meeting were leaders of the Management Board of Nghi Son Economic Zone and Industrial Parks (KKTNS & CKCN); departments and branches of the province.

The Nghi Son LNG Thermal Power Plant project was approved for investment in March 2024, proposed by a consortium of JERA Co., Inc (Japan) and Sovico Group with a total investment of VND 58,000 billion.

The project includes a 1,500 MW LNG power plant, an LNG import port, a breakwater about 1km long and auxiliary infrastructure works such as: LNG storage, regasification station, gas pipeline system from the regasification station to the LNG power plant...

The land area for project implementation is about 68.2 hectares and will be deployed in the area south of Nghi Son Port.

Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi highly appreciated the efforts and goodwill of cooperation of JERA Vietnam in surveying and researching the project.

The official investor selection process has been implemented since April 2025, but no investor has been selected yet.

Along with the Government's issuance of Decree No. 225/2025/ND-CP dated August 15, 2025 amending and supplementing a number of articles of the decrees detailing a number of articles and measures to implement the Law on Bidding on investor selection, the project is currently being studied to apply the mechanism of selecting investors in special cases or designated bidding to ensure progress.

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi affirmed that the Nghi Son LNG Thermal Power Plant Project is of special importance to Thanh Hoa province. Not only does it play a role in supplementing electricity sources for the North Central region, the project also contributes to shifting the energy structure towards green, gradually reducing dependence on coal-fired thermal power, contributing to realizing Vietnam's commitment to reduce emissions and transition to green energy.

The Standing Vice Chairman of the Provincial People's Committee highly appreciated the efforts and goodwill of cooperation of JERA Vietnam in the past time, especially in the survey and research so that Thanh Hoa province could report to the competent authorities to include the LNG power project in the VIII power planning. At the same time, he shared that the change in legal regulations leading to the delay in selecting investors in the past time was unavoidable, but Thanh Hoa province always steadfastly maintained the policy of providing maximum support to capable investors.

On behalf of the delegation, Mr. Masashi Tsujimura, General Director of JERA Vietnam, expressed his gratitude for the attention and support of Thanh Hoa province during the survey and completion of project investment procedures; and shared the challenges in the investment procedures, construction, and electricity price negotiations with the operational milestone set before 2030.

A representative of JERA Vietnam said that the company will continue to coordinate with Thanh Hoa province's agencies to speed up the proposal and reporting procedures, ensuring the feasibility and effectiveness of the project.

Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi hopes that JERA Vietnam will continue to research and accompany long-term in the fields of energy investment and sustainable development in Thanh Hoa.

Listening to the opinions from the representative of JERA Vietnam, the Standing Vice Chairman of the Provincial People's Committee affirmed that Thanh Hoa province is committed to accompanying the enterprise in the process of preparing and implementing the project; at the same time, he requested the company to closely coordinate with the Management Board of the Economic Zones and Industrial Parks, relevant departments and branches to have an official report on the work items to be implemented if the contractor is appointed, as well as the "critical path" of project implementation so that the province has a basis to report to the Government.

Once again acknowledging and appreciating the goodwill and capacity of JERA Vietnam - a world-leading corporation in clean energy and LNG electricity, he expressed his hope that the company will continue to research and accompany long-term in the fields of energy investment and sustainable development in Thanh Hoa.

The Standing Vice Chairman of the Provincial People's Committee also requested the provincial departments, branches, and the Management Board of Industrial Parks and Industrial Parks to be proactive and urgent, closely coordinate with enterprises in completing documents, proposing appropriate plans according to the provisions of law, and reporting to the Provincial People's Committee for timely submission to the Government for consideration.
