Deputy Prime Minister Pham Thi Thanh Tra informs about the timing of salary reform

(Dan Tri) - According to Deputy Prime Minister Pham Thi Thanh Tra, the plan to reform salary policy will be built on a roadmap, carefully calculated and in accordance with the payment capacity of the State budget.

Many issues related to the operation of two-level local government after the "reorganization of the country" revolution were informed by Deputy Prime Minister Pham Thi Thanh Tra to National Assembly delegates, during the discussion session on the socio- economic situation on the afternoon of October 29.

"No rush, but can't go slow either"

The organizational restructuring revolution, according to the Deputy Prime Minister , has fundamentally, thoroughly and comprehensively changed the institutions, local governance, organizational thinking as well as the operating methods of governments at all levels.

Another necessary and urgent thing emphasized by the Deputy Prime Minister is to fundamentally change from administrative management method to creative management and serving the people, creating an important foundation for implementing modern national governance.

Along with the great changes in the entire political system and State administration, the Deputy Prime Minister emphasized that each person must first make a revolution for themselves in terms of ideology, psychology, thinking, perception, working style and methods.

After 4 months of operating a two-level local government, according to the Deputy Prime Minister, initial difficulties and problems are easy to share.

“We cannot be hasty, not be perfectionist, but also cannot go slowly, but must meet the goals and requirements,” the Deputy Prime Minister emphasized the requirement of not being late, not losing opportunities, but also cannot be perfectionist.

Assessing this as a new and unprecedented issue, the Deputy Prime Minister said that changing perceptions of working methods takes time.

Therefore, an important task in the coming time is to focus on perfecting the system of institutional policies.

Along with that is the building of a team of cadres, civil servants and public employees to meet the operational requirements of local governments at two levels, especially at the commune level.

Many National Assembly delegates pointed out the current situation of "both surplus and shortage" of communal-level civil servants, but according to Deputy Prime Minister Pham Thi Thanh Tra, based on a synthesis from 34 provinces and cities, the average number of communal-level civil servants is not lacking (41.3%), and only 5.38% are not suitable for their expertise.

The Deputy Prime Minister said he will direct the Ministry of Home Affairs to complete the job position framework, clearly define job positions, especially at the commune level, and complete the conditions as a legal basis for staff assignment.

According to her, the recent allocation of staffing levels for the entire political system at the commune level is only a temporary guide. The competent authority will then allocate staffing levels for the 2026-2030 period.

“In the immediate future, localities must be proactive in reviewing, evaluating, restructuring and considering to ensure the staff for the operation of commune-level governments. For important positions such as finance, land administration, environment, information technology, etc., it is possible to recruit or transfer civil servants from the provincial level,” the Deputy Prime Minister said that there are guidelines for this.

The Government will also assign the Ministry of Home Affairs to develop a project to train and foster a team of commune-level civil servants by 2030, according to the Deputy Prime Minister.

Along with reviewing and supplementing the planning and development plans of each locality to design a financial mechanism suitable for the two-level local government model, the Deputy Prime Minister emphasized the need to promote digital transformation, apply AI to public service, build e-government and digital government.

In particular, the Deputy Prime Minister noted the proactiveness of localities in handling arising problems. If they are passive, according to the Government leader, it will be very difficult to operate the two-level local government in their localities.

Wage reform cannot be implemented immediately.

Regarding the organizational structure, the Deputy Prime Minister said that the Government is focusing on completing the dossier to report to the Politburo, as a basis for determining the organizational structure of the grassroots government, because at present it is only a temporary guide. The same is true regarding the payroll.

The Deputy Prime Minister noted that decentralization, delegation of power and assignment of authority are also big issues, so they are being re-evaluated to measure the feasibility of decentralization and delegation of power.

Wage policy reform is being developed under a comprehensive project, Deputy Prime Minister Pham Thi Thanh Tra informed.

She said the Central Policy and Strategy Committee will preside over the review of Resolution 27, then report to the Central Committee in early 2026 to develop a specific plan to implement salary policy reform.

This needs to be done on the basis of a roadmap and appropriate steps, within the overall reform of the State administrative system, overall economic growth as well as the ability to pay policies and regimes for cadres, civil servants and public employees.

The Deputy Prime Minister emphasized that salary reform cannot be carried out immediately but needs to be carefully and cautiously calculated and prepared fundamentally. “Implementing salary policy reform must follow a reasonable roadmap and be consistent with the State Budget’s ability to pay,” the Deputy Prime Minister emphasized.
