On December 15th, according to information from the Phu Tho Department of Education and Training, the Provincial People's Committee has issued Plan No. 11279 on the implementation of the Program "Improving the quality of preschool education in urban areas and industrial zones in the period 2026–2035, with orientation to 2045" in the province.
The plan aims to improve the quality of care, nurturing, and education for preschool children in urban and industrial areas of the province, ensuring that children have access to quality, safe, and equal opportunities for early childhood education.
The province aims to achieve the following targets by 2035: 100% of urban children will have access to high-quality services (after-hours transportation and care, Saturday care, etc.); 50% of nursery children and 100% of kindergarten children will attend school; 100% of kindergarten children will be introduced to English; and at least 50% of kindergarten children will receive life skills training and be introduced to programs that foster individual capabilities.
100% of children in early childhood education facilities receive safe nurturing, care, and education according to early childhood education programs suitable to local conditions.
In areas with industrial zones, the goal is to ensure that 100% of children aged 6-36 months who are the children of workers and laborers in need attend school and have access to quality early childhood education services.
The goal is to have at least 30% of children attending preschool in non-public preschools. 100% of preschool children of workers employed in industrial zones within the province will receive support policies.
For administrators, preschool teachers, and staff in urban areas, the goal is for 100% of administrators and teachers in public preschools to have professional qualifications above the standard level.
100% of administrators and teachers receive training and updated knowledge and skills in childcare and education using advanced educational methods suitable to the actual conditions and urban environment. 100% of preschool administrators, teachers, and staff utilize digital resources in their management and professional activities.
In areas with industrial zones, 100% of managers, owners of independent private preschools, and teachers receive annual training in knowledge and skills related to childcare and education tailored to the specific needs of the industrial zone. 100% of managers, preschool teachers, and staff have access to digital resources.
This includes at least 50% of staff and teachers who know how to access and use digital resources for management and professional activities.
For early childhood education facilities in urban areas, the goal is for 50% of provincial-level units to develop and implement early childhood education models that are suitable to local characteristics, gradually approaching advanced models.

The goal for 2045 is to complete a high-quality early childhood education system in urban areas and industrial zones, ensuring that all children of preschool age have access to learning and care opportunities in a safe, friendly, and modern educational environment.
