Quang Ngai: The Party Congress of a mountainous commune does not use paper, bringing digital transformation to villages

The Dak To Kan Commune Party Congress (Quang Ngai) marked a strong change when all documents were digitized. The paperless congress model was applied for the first time in the commune, demonstrating the determination to bring digital transformation to the grassroots and to ethnic minorities.

On July 25, Dak To Kan Commune Party Committee held the 1st Party Congress for the 2025-2030 term.

Dak To Kan commune was established on the basis of merging Dak To Kan and Dak Ro Ong communes. After the merger, the commune has about 1,818 households, of which ethnic minorities account for 99.16%. The commune party committee has 24 party organizations with 317 party members.

A special feature of the congress was the first time the paperless model was applied. Instead of using printed documents, the organizing committee equipped all delegates with tablets. On the desks, there were no accompanying documents, instead, electronic devices were neatly arranged, ready to use.

Documents such as agenda, congress regulations, internal rules, etc. are all digitized and provided via QR codes. Delegates only need a few light touches on the screen to easily follow each document, political report, and agenda.

Ms. Y La, a delegate of the Xo Dang ethnic group in Kon Hnong village, shared: “The congress integrated documents on tablets to help delegates follow along more conveniently. Everyone is proficient in using tablets. I find it very modern and practical.”

According to the Dak To Kan Commune Party Committee, the implementation of the paperless model at the congress demonstrates the commune's determination to promote digital transformation, build a modern, transparent, economical and environmentally friendly administration.

This is also a concrete step to realize the goal of bringing digital technology closer to villages and ethnic minorities.

At the congress, the Dak To Kan Commune Party Committee set a target of reaching 63 million VND/year in average income per capita by 2030.

The commune also strives to basically complete the criteria for new rural construction by 2030, maintaining a forest cover rate of over 48%...

The Congress announced the Decision of the Provincial Party Standing Committee on appointing the Party Executive Committee, Standing Committee, Secretary and Deputy Secretary of the Dak To Kan Commune Party Committee for the 2025-2030 term.

Accordingly, Mr. Ka Ba Thanh was appointed to hold the position of Secretary of the Party Committee of Dak To Kan commune; Mr. Nguyen Cong Huong to hold the position of Permanent Deputy Secretary of the Party Committee; Mr. Vuong Van Muoi to hold the position of Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune for the 2025-2030 term.
