The People's Council of Quang Ngai City has just approved the investment plan for the Thach Bich Green Park project (Quang Ngai City) with a total investment of approximately 900 billion VND.
The project utilizes targeted funding from the Quang Ngai provincial budget, with the Quang Ngai City Investment and Construction Project Management Board and Land Development Fund as the investor, and is scheduled for implementation from 2025 to 2028.
The total land area of the project is approximately 8.1 hectares; its boundaries are: bordered to the east by an existing residential area, to the west by Ngo Thi Nham Street, to the south by Hai Ba Trung Street, and to the north by the service road along Ton Duc Thang Street.
The project's investment items include: flower gardens and green spaces; an outdoor event area; a water plaza; a children's playground; the extended Phan Boi Chau road; and several other essential infrastructure items.
This is a multi-purpose project, in which the first step is to relocate and resettle all households in the "stalled" project area of Zone II of the dike system to new residences to stabilize their lives.
Subsequently, Phan Boi Chau Street will be extended to the service road at the intersection with Ton Duc Thang Street, and a green park and public facilities will be constructed on the cleared land. The goal is to create public spaces, serve the people, and beautify the urban landscape.
The People's Council of Quang Ngai City requested the People's Committee of Quang Ngai City to assign the project investor and direct the investor to take the lead and coordinate with relevant agencies to complete the project's feasibility study report for submission to the competent authority for investment decision in accordance with regulations.
When implemented, the Thach Bich Green Park project will "eliminate" the "stalled" project area of Zone II of the dike – where hundreds of households have been living in a precarious situation for many years, unable to leave or stay. Their dilapidated and run-down houses and extremely difficult living conditions have caused great resentment among the residents.
According to our research, in 1997, the Prime Minister approved the plan for the dike project in Quang Ngai town. In 2008, the People's Committee of Quang Ngai province approved the plan for the Provincial Administrative Center, and in 2012 it was adjusted to become the Provincial Political -Administrative Center.
By 2015, the New Urban Area project for resettlement in Zone II of the dike system was approved by the Chairman of the People's Committee of Quang Ngai province with a total investment of 273.658 billion VND; the total land area to be acquired was 15.39 hectares, affecting 560 households and organizations.
The project is divided into two phases: Phase I covers an area of 7.96 hectares, and Phase II covers 7.43 hectares. Phase I has been completed, but Phase II has been stalled for many years without being implemented.
In 2021, Quang Ngai province agreed on the plan to implement the Thach Bich Green Park project in this area, combined with extending Phan Boi Chau road by 270 meters and relocating all households to a resettlement area.
At the same time, the People's Committee of Quang Ngai City was directed to quickly assign specialized agencies to organize the preparation, submission for appraisal, and approval of the detailed project plan, as a basis for implementing the next steps.
Next, on November 27, 2023, the leaders of Quang Ngai province directly held a dialogue and directed the resolution of the concerns and grievances of the people in the area of the Zone II dike project.
Also at this meeting, the leaders of Quang Ngai province pledged to direct the People's Committee of Quang Ngai City and relevant provincial departments and agencies to quickly coordinate to definitively resolve the long-standing aspirations of the people. The Provincial People's Committee will allocate budget for the People's Committee of Quang Ngai City to implement the project, starting in 2024.
