The session reviewed, discussed, and unanimously adopted 30 important resolutions related to socio-economic development, finance and budget, public investment, and other issues within the jurisdiction of the Provincial People's Council.
Among these, many resolutions with far-reaching impacts, of interest to the people and voters, were discussed thoroughly by delegates in groups before being voted on, such as: the Resolution on the socio-economic development plan for 2026 ; and the Resolution on the 5-year socio-economic development plan for 2026-2030. These resolutions have strategic orientation significance, creating a legal basis and mobilizing resources to concretize the goals of the Provincial Party Congress Resolution, leveraging local advantages, promoting growth, ensuring social security, and ensuring consistency and uniformity with the major policies of the Party and the State.
The resolution on the 5-year financial plan 2026-2030 aims to ensure proactive budget management, restructure revenue and expenditure, and guide the use of the province's financial resources; serving as a basis for developing the socio-economic development plan, budget expenditure tasks, and public investment plan for the 5-year period 2026-2030.
Speaking at the session, Chairman of the Quang Ngai Provincial People's Committee Nguyen Hoang Giang pledged to take decisive action, with all sectors and levels getting involved from the beginning of the year, with the spirit of urgency, determination, and maximum efficiency; to innovate thinking and methods of action, in order to achieve the goals of 2026, creating a solid foundation for successfully implementing the goals and targets of the 2026-2030 period according to the Resolution of the First Provincial Party Congress, striving to make Quang Ngai a moderately developed province by 2030, an important growth pole in the Central-Central Highlands region.
In the immediate future, focus on achieving and surpassing the main targets for 2026, such as: a 10% increase in gross regional product (GRDP); an increase in social labor productivity of 8.5% to 9.5%; a GRDP per capita of approximately US$4,460; and an increase in per capita income of 9% to 10%.
“With the overarching spirit of acting faster, stronger, and more decisively; resolving issues thoroughly; and ensuring words are matched by deeds, the Provincial People's Committee will focus all resources, leverage potential, advantages, and achievements, while concentrating on overcoming existing shortcomings and limitations, removing bottlenecks and obstacles, and striving to achieve the socio-economic development goals for 2026, creating a solid foundation for the 2026-2030 period,” affirmed Nguyen Hoang Giang, Chairman of the Quang Ngai Provincial People's Committee.
In his closing remarks at the session, Comrade Nguyen Duc Tuy, Deputy Secretary of the Provincial Party Committee and Chairman of the Quang Ngai Provincial People's Council, emphasized that the resolutions adopted at the session demonstrated a spirit of innovation, high determination, adherence to practical requirements, and alignment with the province's development orientation after the reorganization of administrative units.
The head of the Quang Ngai Provincial People's Council stated that the socio-economic development situation will face many difficulties and challenges in the coming period. In particular, the requirements for implementing the two-tiered local government model demand determination, unity, and coordination from the entire political system.
Therefore, the Provincial People's Committee, all levels, sectors, and relevant localities must seriously and urgently address the limitations and shortcomings, focusing on implementing synchronously the groups of solutions unanimously approved by the Provincial People's Council at the session, especially for the 5-year period 2026-2030; responding quickly and effectively to policy changes, proactively managing flexibly, closely following reality, and promptly resolving emerging issues; organizing the timely, effective, and substantive implementation of policies, laws, and resolutions of the Provincial People's Council; and at the same time strengthening the responsibility of heads of departments and tightening discipline and order in the performance of public duties.
According to Comrade Nguyen Duc Tuy, after the reorganization of provincial-level administrative units, in addition to new opportunities and room for development, the early and synchronized implementation of policies and plans, the reorganization of the administrative apparatus, overcoming disparities and fragmentation in geographical areas, connecting infrastructure and investment resources are major issues that require high political determination, a systematic approach, perseverance, and decisive action.
“With the positive foundations established so far, along with the close guidance from the Central Government, the unity and efforts of the entire Party Committee, government, business community, and people in the province, coupled with effectively seizing opportunities, developing internal strengths, and strengthening discipline and order in governance, and at the same time focusing on effectively removing major current bottlenecks, Quang Ngai province will overcome difficulties and successfully achieve the goals and targets of 2026 and the socio-economic development plan for the 2026-2030 five-year period,” Comrade Nguyen Duc Tuy confidently stated.
