According to Mr. Nguyen Huu Ninh, Chairman of the People's Committee of Ba Long Commune, heavy rains lasting from last night until this morning caused water from upstream to flow very quickly. In just a short time, many villages in low-lying areas were flooded, carrying mud and soil and creating strong currents, forcing the authorities to activate an emergency response plan.

By early afternoon, the commune had evacuated 210 households with 785 people to safe areas. Many people's properties were deeply flooded, including cars, motorbikes and household items. One household had two cars stuck between two overflows, and rescue forces could not reach them due to strong water flow. Local authorities arranged forces to be on duty 24/7, set up warning posts and banned vehicles from passing through deeply flooded areas to avoid accidents when water levels tended to continue to rise.

According to forecasts, from now until November 19, Quang Tri province will continue to have moderate to very heavy rain. Total rainfall in the northern part of the province is generally 70-200 mm, locally over 220 mm; in the south of the province 120-250 mm, in some places over 300 mm. Water on the Thach Han River is forecast to peak at 7.0 m this afternoon, about 1 m higher than alert level 3; the O Lau River in Hai Tan is at 3.40 m, equivalent to alert level 3.
Authorities advise people to take proactive precautions, absolutely not to cross the overflow tunnel, not to stay in areas at risk of landslides and to continue monitoring flood warnings in the coming hours.
