More than 122,000 billion VND for cultural development in the period 2025 - 2030
The national target program on cultural development for the 2025 - 2035 period is implemented nationwide and in a number of countries that have long-term cultural relations and interactions with Vietnam, and have a large number of Vietnamese people living, working and studying.
The program implementation period is 10 years, from 2025 to 2035.
Regarding implementation costs, the National Assembly resolved that the total capital to implement the National Target Program on Cultural Development for the 2025-2030 period must be at least VND122,250 billion.
Of which, central budget capital accounts for 63% with 77,000 billion VND (including 50,000 billion VND of development investment capital and 27,000 billion VND of public service capital); local budget capital accounts for 24.6% with 30,250 billion VND; the remaining 12.4% is other capital sources (about 15,000 billion VND).
During the operation, the Government will continue to balance the central budget to prioritize additional support for the program in accordance with actual conditions and have appropriate solutions to mobilize all legal capital sources for implementation.
The National Assembly requires that the central budget allocated to the program must be invested in a focused, key and sustainable manner, focusing on the contents that need to be prioritized to create breakthroughs in cultural development.
According to the National Assembly resolution, investment needs to be decentralized to create initiative for local authorities.
One of the specific mechanisms and policies in implementing the program is to invest in building Vietnamese Cultural Centers abroad.
Estimated capital allocation in 2025 is 400 billion VND
Presenting the report explaining, receiving and revising the draft resolution, Chairman of the Culture andEducation Committee Nguyen Dac Vinh said that regarding funding, there were concerns that the rate of "other capital sources" accounting for 12.4% was still high, lacking feasibility for localities with difficulties.
The National Assembly Standing Committee explained that “other capital sources” mobilized to implement the program include capital from enterprises, organizations, and individuals participating in project implementation; capital mobilized through investment attraction policies; voluntary contributions from people (money, goods, labor days)...
According to Mr. Nguyen Dac Vinh, the rate of 12.4% is the average rate in the whole country. In areas with developed socio-economic conditions, especially localities developing cultural industries, the rate will be higher.
As for localities with difficult socio-economic conditions, it is possible to mobilize people's contributions in the form of working days, goods, etc.
"When the program is implemented effectively, its activities will benefit the community itself, attracting contributions from the residential community and businesses" - the National Assembly Standing Committee stated its opinion.
Regarding the expected capital allocation plan and progress, there are opinions suggesting reviewing and evaluating the ability to allocate the budget and disburse capital in 2025.
The National Assembly Standing Committee said that according to the investment proposal report, the program's expected capital allocation for 2025 is 400 billion VND, of which the central budget is 150 billion VND and the local budget is 250 billion VND/63 provinces and cities.
This capital is completely within the budget's balance capacity, according to the National Assembly Standing Committee.
The Chairman of the Committee on Culture and Education said that many opinions agreed on the policy of investing in and building Vietnamese Cultural Centers abroad, but there were also opinions that it was necessary to supplement the implementation mechanism to ensure feasibility, efficiency and avoid waste.
According to the National Assembly Standing Committee, the investment and construction of Vietnamese Cultural Centers abroad is in line with the Party and State's policies, implementing the Foreign Cultural Strategy and meeting practical requirements.
Therefore, the Standing Committee of the National Assembly requests the National Assembly to include this content as one of the specific mechanisms in implementing the program.
The National Assembly Standing Committee requested the Government to direct, absorb delegates' opinions, select and build centers in order of priority; continue to perfect the organizational and operational mechanisms suitable for each locality, and have solutions to improve operational efficiency to ensure feasibility, effectiveness and avoid waste.
