The National Assembly requires the Ministry of Education and Training and 12 provinces to collect and pay illegal expenses.

With 459/460 delegates present in favor, on the afternoon of June 24, the National Assembly voted to pass the Resolution on supplementing the state budget revenue estimate for 2022 and approving the 2022 budget settlement.

One of the important contents assigned by the National Assembly to the Government is to direct ministries, central agencies, People's Committees at all levels and units to strictly implement financial and state budget discipline.

Implement the conclusions and recommendations of the State Audit

The National Assembly also assigned the Government to request the Ministry of Education and Training, Hanoi National University and the People's Committees of the provinces of Bac Giang, Lai Chau, Thai Binh, Nam Dinh, Ninh Binh, Quang Ngai, Khanh Hoa, Binh Thuan, Kon Tum, Ba Ria - Vung Tau, Ben Tre, Vinh Long to urgently implement the conclusions and recommendations of the State Audit for the 2022 state budget year.

The National Assembly noted and clarified the responsibilities of organizations and individuals who are slow to report to competent authorities to adjust the State budget settlement according to the provisions of the State Budget Law and the State Audit Law.

At the same time, the Government shall coordinate with the State Audit to organize the processing and adjustment of budget settlements of the above-mentioned ministries, central and local agencies in accordance with the provisions of the State Budget Law and the State Audit Law.

Reporting on the reception and explanation before passing the resolution, Chairman of the Finance and Budget Committee Le Quang Manh said that the majority of opinions of National Assembly deputies agreed with the recommendations of the Government and the State Audit on the final settlement of expenditures of the Ministry of Education and Training, Hanoi National University and 12 localities that have not been adjusted according to the conclusions and recommendations of the State Audit.

Many delegates proposed to attach a list of 12 localities and requested the Government to make corrections to avoid the situation from recurring in the following years, requiring a longer time to review the settlement.

The National Assembly Standing Committee has directed to clearly state the list of ministries, agencies and localities that have not adjusted the State budget settlement according to the conclusions and recommendations of the State Audit and requested the Government to direct ministries, agencies and localities to urgently report to competent authorities to adjust the State budget settlement.

At the same time, clarify the responsibilities of organizations and individuals who are slow to report to competent authorities to adjust the State budget settlement; handle the adjustment of the State budget settlement according to regulations.

There is a plan to handle the remaining money of the Covid-19 Vaccine Fund

Another notable content in the National Assembly Resolution clearly states that the Government directs the inspection and review of regular expenditures for equipment procurement activities of the project to enhance scientific and technological research capacity of a number of ministries, branches and agencies.

They are the Ministry of Science and Technology, the Ministry of Agriculture and Rural Development, the Vietnam Academy of Science and Technology, and the Vietnam National University, Hanoi.

In addition, the National Assembly also assigned the Government to direct the inspection and review of the plan for allocating and using the increased state budget revenue to ensure compliance with legal regulations. In particular, any violations detected will be strictly handled according to legal regulations.

The Ministry of Finance and central and local ministries, agencies shall learn from experience and take responsibility for not promptly reporting to the National Assembly, the National Assembly Standing Committee and competent authorities to approve the additional 2022 state budget revenue estimate on the increase in budget revenue and the plan for allocating and using the increase in budget revenue.

The National Assembly requests that, from 2024, the compilation and submission to competent authorities for approval of annual state budget settlements of budget revenue increases that have not been approved by the National Assembly, the National Assembly Standing Committee and competent authorities to supplement and adjust the budget estimates according to the provisions of the State Budget Law must be stopped.

The National Assembly also noted that the Government urgently develops a plan to handle the remaining funds of the Covid-19 Vaccine Fund according to its authority to ensure strict and effective management and use of this fund in accordance with regulations.

The National Assembly agreed to supplement the 2022 state budget revenue estimate, the increase in 2022 budget revenue that has not been supplemented in Resolution 40/2023 of the National Assembly Standing Committee.

Accordingly, the National Assembly agreed to allocate and use the source of increased revenue and regular expenditure savings of the central budget in 2022 of VND 3,102 billion, including: Increased central budget revenue of VND 972 billion; increased local budget revenue of VND 2,130 billion.

Transferring more than 432 trillion VND for salary reform

The amount of money transferred from the State budget in 2022 to 2023 is more than 1.1 million billion VND. According to Finance Minister Ho Duc Phoc, the high transfer expenditure is mainly due to the accumulated resources over the years to implement salary reform.
