According to the Decree, the Minister of Public Security decides the number of license plates to be auctioned at each auction session, including license plates from provinces and cities that are part of the Ministry of Public Security 's vehicle registration and management system.
The Minister of Public Security also decided to supplement the number of license plates for the police forces of provinces and cities in case they run out of license plates for registration before the next auction.
The decree stipulates that the starting price for an auctioned car license plate is 40 million VND, increasing by 5 million VND every three years starting from January 1, 2025.
The starting price for a motorcycle license plate offered at auction is 5 million VND, increasing by 1 million VND every three years starting from January 1, 2025.
The starting price for license plates in the format AAAAA (A>4), ABCDE (A4) offered for auction after the second round is 500 million VND for car license plates and 50 million VND for motorcycle/scooter license plates.
Deposit amount, price increment
The decree stipulates that the deposit must be equal to the starting price of a license plate being auctioned. The deposit must be deposited into a separate payment account of the asset auction organization opened at a bank from the date of asset auction posting until two days before the auction date.
In the event of a successful bid, the deposit will be transferred to the Ministry of Public Security's dedicated collection account to be paid into the state budget as prescribed.
The bidding increment for car license plates is 5 million VND; for motorcycle and scooter license plates, it is 500,000 VND.
The decree also stipulates the steps for conducting an auction. Registration for participation in the auction is conducted entirely online. Auction participants are solely responsible for the accuracy and truthfulness of the information they provide.
Auction participants access the online auction website using their accounts and follow the auction regulations. At the end of the online auction, the website identifies the winning bidder and announces the auction results...
The decree stipulates that auction organizations and auctioneers are required to stop an auction if the Ministry of Public Security requests it, based on grounds that there are violations of professional ethical standards for auctioneers and other regulations in the auction rules; or in the event of force majeure.
Disqualification from participating in auctions includes: providing false information or documents; using forged documents to register for or participate in the auction; colluding with auctioneers, auction organizations, property owners, other bidders, or other individuals or organizations to artificially lower prices or falsify auction results.
Obstructing the auction process, using software to interfere with the auction process or results; disrupting the auction. Threatening or coercing auctioneers or other participants to falsify the auction results...
Ministry of Public Security: Sanctions are needed to address cases of abandoning deposits in license plate auctions.
An extended bidding round will be added to each auction for desirable license plates.
