The Politburo has just issued Regulation No. 365-QD/TW on standards for positions of officials under the management of the Party Central Committee, the Politburo, and the Secretariat, and the framework of standards for positions of leaders and managers at all levels.

Central Committee members must have specific products in their work.
In the general standards for cadres and managers at all levels, Regulation No. 365 adds many new points compared to previous regulations. Notably, in the standards on ethics, lifestyle and sense of organization and discipline, it has added a regulation that cadres and managers at all levels must not be greedy for fame; must not be opportunistic, ambitious for power, or use all means to gain positions, power, or rewards in order to be planned and appointed.
At the same time, the new regulation also adds the requirement to resolutely fight against individualism, extravagant lifestyles, pragmatism, factionalism, localism, and group interests.
Regarding qualifications and capacity, Regulation 365 adds the requirement that officials and managers at all levels must have scientific and technological qualifications to meet requirements and tasks. At the same time, they must have flexible and effective approaches and problem-solving methods; have sharp thinking and make timely and accurate decisions.
The new regulation also separates a standard on prestige and the ability to gather and unite, stating that cadres and managers at all levels must have the ability to gather and unite internally, without factions or localism; create unity, promote collective strength; and build a clean, strong and comprehensive collective.
For members of the Party Central Committee, Regulation 365 adds many detailed standards compared to previous regulations. Specifically, it requires that members of the Party Central Committee must be cadres with basic training, comprehensive knowledge, trained and tested through practice, have outstanding achievements, results, and specific "products" during the working process...
For members of the Politburo and Secretariat, Regulation 365 basically inherits the current regulations, but adds requirements for decisiveness, determination, and effectiveness in performing assigned duties and tasks. At the same time, the new regulation also adds requirements on the capacity to build a long-term development strategy for the country. At the same time, it requires dedication, vision, and responsibility in building a team of cadres, ensuring the inheritance, development, and steady transition between generations of cadres.
Standards for the positions of General Secretary, President, Prime Minister, and Chairman of the National Assembly
Regarding the position of General Secretary, Regulation 365 basically inherits the previous regulations, but has added and clarified a number of points. Specifically, the new regulation adds the criterion of "being the core of leadership" for the position of General Secretary. At the same time, it requires "sharp political theory thinking" instead of "having a high level of political theory".
Regulation 365 also adds the capacity for "innovation and breakthrough" in addition to the criteria of having political courage, sharp thinking, research capacity, discovery and proposal, and decisiveness. At the same time, the new regulation also adds the requirement for the position of General Secretary to be the capacity to lead and build a team of strategic-level cadres, especially successors and key cadres.
For the positions of President, Prime Minister, and National Assembly Chairman, Regulation 365 basically retains the core standards but is presented in a more concise and clear manner.
Regarding the position of Standing Secretary of the Secretariat, compared to the old regulations, Regulation 365 adds the requirement of "sharp political theoretical thinking". Expanding the scope of required knowledge, not only in Party building and the political system but also in the fields of economics, culture, society, national defense, security, and foreign affairs.
Regarding the experience requirement, the new regulation maintains the requirement of having experienced and successfully completed the tasks in the position of provincial or municipal party secretary or head of a central department, ministry or branch; and participating in the Politburo for a full term or more. However, the new regulation adds the content: "special cases decided by the Party Central Committee".
For the positions of Head of the Central Party Committee, Head of the Central Inspection Commission, and Chief of the Central Party Office, Regulation 365 has specified and enhanced the requirements on capacity and experience. Accordingly, it has added the requirement of having "sharp political theoretical thinking" and rich experience in Party building and the political system.
In terms of experience, Regulation 365 has been adjusted, only requiring "having participated as an official member of the Party Central Committee for a full term"; removing the regulation: "concurrently experiencing and completing well the tasks in the positions of provincial party secretary, city party secretary or head of central ministries, branches, mass organizations or deputy head of the central party committee or deputy minister level and equivalent".
For these positions, Regulation 365 also adds provisions on "special cases decided by the Party Central Committee"...
Regulation No. 365 replaces two old regulations: Regulation No. 89-QD/TW, dated August 4, 2017 of the Politburo on the framework of standards for positions and orientations for the framework of criteria for evaluating leaders and managers at all levels, and Regulation No. 214-QD/TW, dated January 2, 2020 of the Politburo on the framework of standards for positions and criteria for evaluating officials under the management of the Party Central Committee, the Politburo, and the Secretariat.
