Clearly define principles for resolving conflicts between plans

Waiting for planning, overlapping plans, confusion in handling conflicts between plans - are long-standing headaches for localities as well as project investors. Therefore, localities and businesses are eagerly waiting for the birth of the "Law on Urban and Rural Planning" to separate and clarify the relationship between types of planning: national, regional, provincial and specialized technical plans; as well as the principles for handling conflicts between these plans.
