On May 23, the Ho Chi Minh City People's Committee issued a decision to issue a set of pilot standards for innovating the school's operating mechanism to implement high-quality, advanced, regionally and internationally integratededucational content in the area.
The set of standards applies to all levels of education including preschool, primary and secondary education.
The decision of the Ho Chi Minh City People's Committee clearly states that educational institutions that have been recognized to implement the high-quality program "Advanced, internationally integrated schools" will continue to implement and proactively review standards according to the set of standards corresponding to the prescribed educational levels.
In case an educational institution has been approved by the Ho Chi Minh City People's Committee to implement the high-quality program "Advanced School, International Integration" but has not been recognized, it will continue to self-assess according to the new set of standards specified in this decision.
The set of standards for preschool education is prescribed.
The set of standards for primary education is prescribed.
The set of standards for secondary education is prescribed.
Previously, in February 2025, Ho Chi Minh City sent a document to the Ministry of Justice and the Ministry of Education and Training asking for opinions on drafting a decision to promulgate a set of standards for schools implementing high-quality, advanced, regionally and internationally integrated education (referred to as advanced, internationally integrated schools) in the area.
According to the Ho Chi Minh City People's Committee, the high-quality program at advanced, internationally integrated schools has been implemented for more than 10 years, bringing many positive results. Students at these schools are all of high quality, not only with a high percentage of good and excellent students, but also very dynamic, creative, proactive in learning, with many achievements in sports , movements..., especially outstanding in IT skills, foreign languages, and very confident in communication.
Nguyen Thai Hoc Primary School (District 1) is one of the schools implementing the advanced school model.
However, on October 2, 2024, the Department of Inspection of Legal Normative Documents - Ministry of Justice issued Conclusion 77 on the inspection of legal normative documents by locality in Ho Chi Minh City. In which, this unit concluded: "Decision 07/2022 of the Ho Chi Minh City People's Committee regulating "advanced schools, international integration", regulations on support for implementation and recognition procedures are without legal basis, not in accordance with the regulatory authority".
In order to implement this conclusion, the Ho Chi Minh City People's Committee has issued a decision to completely abolish Decision 07/2022. However, Ho Chi Minh City recognizes that the abolition of this decision will cause many difficulties for schools implementing the program. In addition, the abolition of this decision has disrupted the implementation of the targets of the Resolution of the Party Congresses at all levels for the 2020-2025 term in Ho Chi Minh City.
Pursuant to Decree 81/2021/ND-CP and Decree 84/2024/ND-CP - stipulating that the City People's Committee has the authority to pilot the innovation of operating mechanisms for a number of educational institutions under its management to improve the quality of education in the city, Ho Chi Minh City asked for opinions from the Ministry of Justice and the Ministry of Education and Training to issue a decision.
This is to create conditions for educational institutions to increasingly develop and improve the quality of teaching and learning. Ho Chi Minh City has drafted a set of school standards to implement high-quality, advanced, regionally and internationally integrated educational content in the area, with regulations for each level of education.
To date, Ho Chi Minh City has 69 schools approved in principle to implement the project according to Decision 07/2022/QD-UBND on the set of standards for implementing advanced and internationally integrated schools. Of these, 39 schools have been assessed and recognized as meeting the criteria for modern advanced and internationally integrated schools; 30 schools have been approved in principle but have not been recognized (as of October 31, 2024).
