Up to now, most projects have been following the progress plan, many projects have registered to complete the route in 2025. The goal is that by the end of 2025, the whole country will have more than 3,000km of existing highways within reach.

Additional human resources and equipment

In early March, seven inspection teams led by Deputy Prime Ministers were present at the site to check the progress and assess the possibility of completing key expressway projects scheduled to be completed this year, while also finding timely solutions to remove remaining bottlenecks.

The Ministry of Construction said that 28 projects with a total length of 1,188km, divided into 2 groups: group 1 includes 18 projects, 897km long, progress has met and exceeded the set plan; group 2 includes 10 projects, 291km long, progress has not met the plan. In group 2, the authorities are urgently removing obstacles in terms of site clearance, relocating technical infrastructure, investors and contractors are mobilizing more human resources and equipment to speed up progress, carry out construction in a rolling manner, determined to complete the main route by the end of 2025,...

For group 1, it is expected that during the upcoming April 30 holiday, 2 sections of 90km long will be completed and put into operation (Ben Luc-Long Thanh 20km and the last section of the Van Phong-Nha Trang project 70km); the main route of 4 projects with a length of 158km will be opened to traffic (Bai Vot-Ham Nghi 35km, Ham Nghi-Vung Ang 54km, Bung-Van Ninh 49km, Bien Hoa-Vung Tau 20km).

In addition, 5 projects (Vung Ang-Bung, Van Ninh-Cam Lo, Hoai Nhon-Quy Nhon, Quy Nhon-Chi Thanh, Hoa Lien-Tuy Loan and the remaining 13km of the Van Phong-Nha Trang section), with a total length of 278km, are striving to open to traffic by the end of September. The projects of Quang Ngai-Hoai Nhon, Chi Thanh-Van Phong, Can Tho-Hau Giang, Ho Chi Minh City Ring Road 3,... are being scientifically implemented by investors and contractors, with the determination and effort to complete the opening of the main expressway by the end of this year.

Along with the local efforts to hand over all the land, contractors are mobilizing all resources to speed up progress, determined to open the Dong Dang-Tra Linh route this year.

At the Quang Ngai-Hoai Nhon project, which has the largest scale and total investment on the North-South Expressway (Phase II) with a length of 88km, passing through Quang Ngai and Binh Dinh, the output value is currently about VND 7,800 billion (more than 60% of the total contract value). To ensure completion by the end of 2025, the Project Management Board has established a specific progress roadmap for each item.

In order to make up for the progress affected by the prolonged rainy season, the contractor simultaneously deployed many construction phases such as foundation construction, crushed stone grading, asphalt concrete, etc., and worked "back and forth" day and night. In particular, the units proactively gathered stone resources at the site, ensuring a continuous and uninterrupted supply of materials.

The representative of the Executive Board also stated that the project implementation process has revealed the fact that some subcontractors have not met the progress. To overcome this, the General Contractor has mobilized more human resources, equipment and increased the number of construction teams. At the same time, it has reviewed, flexibly adjusted, and reduced the work of weak units, creating conditions for stronger contractors to participate in the implementation.

The key inter-regional expressway Dong Dang (Lang Son) - Tra Linh (Cao Bang) also received special attention from the Government. Prime Minister Pham Minh Chinh has repeatedly inspected the construction site, instructing the target of opening the route in 2025 because this is a "command from the heart", to show gratitude to the ethnic people in Cao Bang and Lang Son, as well as to celebrate many major events of the country in the coming time.

Many contractors, although already capable, still invest in additional machinery and equipment to speed up progress.

Realizing the importance of the project, after the groundbreaking ceremony, localities organized a 100-day emulation movement to clear the ground, creating maximum convenience for contractors to access the construction site. However, the adjustment of the local route at some locations has created additional volume, causing delays, making the actual site accessible to contractors only about 88% of the route length.

The project investor has advanced VND50 billion in compensation costs to households to soon have a clean site for construction. In addition, the project enterprise and contractor have worked closely with local authorities to support people in moving, leveling the ground, and controlling the construction progress in each phase. The investor has signed a VND2,300 billion credit contract with VPBank, and at the same time applied technological solutions such as building information modeling and sensor systems to monitor and supervise equipment performance at the construction site.

Implementing the direction of the Government's Working Group No. 5, the project enterprise requested the contractor to mobilize 300 more personnel and 120 pieces of equipment, bringing the total number of workers on the entire project to more than 2,000 people and 985 machines and equipment, implementing construction on 71 points.

Mr. Pham Duy Hieu, Director of the General Contractor's Executive Board of Dong Dang-Tra Linh project, said that in order to increase output, the project enterprise and the General Contractor have worked specifically with each contractor and signed a commitment to daily and weekly construction progress, clearly specifying the number of machines, personnel and output for each project, and holding weekly meetings to control the proposed progress.

“In order to increase “resistance” in the context of “racing against time”, the project enterprise has provided an advance payment of about 60 billion VND to contractors to supplement machinery and workers. There are contractors who, although fully qualified, still rent additional equipment to speed up construction,” said Mr. Hieu.

Unity for common goals

In addition to the efforts of contractors and enterprises, the Government and ministries and sectors are also taking drastic and unanimous actions for the common goal of opening and "connecting" the expressway from Cao Bang to Ca Mau. During the recent Lunar New Year, Prime Minister Pham Minh Chinh and his delegation "broke ground" in Binh Duong, giving the order to start construction of the first expressway connecting Ho Chi Minh City with Binh Duong, Binh Phuoc, and the Central Highlands (Ho Chi Minh City-Thu Dau Mot-Chon Thanh). Next, the Prime Minister directly inspected the Dong Dang-Tra Linh construction site, then inspected the implementation of the Quang Ngai-Hoai Nhon expressway.

At a recent meeting on the results of the implementation of the plan to complete 3,000km of expressway by the end of 2025, the head of the Government acknowledged that the expressway from Cao Bang to Ca Mau has taken shape. However, the Prime Minister also emphasized that there must be no complacency and asked all parties to "act decisively, finish each task, and complete each task".

Emphasizing that the goal of completing 3,000km by 2025 remains unchanged, the Ministry of Construction recommended that the Prime Minister direct localities with a large amount of land clearance to mobilize the entire political system to complete all land clearance work; speed up licensing procedures, increase the capacity of stone and soil mines; coordinate with Vietnam Electricity Group (EVN) to complete the relocation of high-voltage power lines in accordance with the Prime Minister's direction, without affecting the construction progress.

The Ministry of Construction continues to direct investors and contractors to organize construction in "3 shifts, 4 teams" to speed up progress, striving to open the main routes of Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Bung-Van Ninh projects on April 30 and complete the 70km Van Phong-Nha Trang section. The Can Tho-Hau Giang, Hau Giang-Ca Mau projects and Bien Hoa-Vung Tau component 2 project need to strictly control progress, monitor subsidence to immediately switch to construction of the foundation and road surface when conditions are met, striving to complete the main route before December 31, 2025,...

Contractors speed up construction day and night, making up for lost time after months of prolonged rain.

Direct inspections by government leaders and timely directions to remove obstacles have created momentum to push many expressways to make a "leap" in progress, such as the Khanh Hoa-Buon Ma Thuot, Tuyen Quang-Ha Giang and Huu Nghi-Chi Lang projects. Along with close supervision, financial mechanisms and administrative procedures have also been adjusted in the spirit of "sharing risks" to ensure that projects are not delayed due to lack of capital. Recently, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Finance to study the proposal of the People's Committee of Lang Son province on increasing the proportion of state budget capital from 50% to 70% for the Huu Nghi-Chi Lang expressway project.

In order to realize the goal of having 3,000km of expressways nationwide this year, contractors have raised a number of opinions to remove obstacles; in which, they recommended that local authorities continue to pay attention and support in removing remaining obstacles, creating favorable conditions for contractors to carry out construction smoothly. Competent authorities must allocate sufficient capital so that the project is not interrupted, ensuring cash flow for construction according to plan.

In addition, the construction contractor also needs the local authorities where the project passes through to actively support in licensing material mines, waste dumps, increasing mining capacity, ensuring stable supply and coordinating security and order control in project areas to avoid affecting construction progress.

At this point, there are only more than 8 months left to realize the goal of reaching 3,000km of expressway by the end of 2025. In this sprint phase, the high determination and consensus of all parties are the prerequisites to complete the "heart command" set by the Prime Minister.
