The situation of combating IUU fishing after 5 years of being warned with the "Yellow Card" has had positive changes. However, there are still many shortcomings and limitations that are slow to be overcome in practice in the locality and have been recorded, evaluated and recommended by the EC Inspection Team in the 3rd inspection. There are 4 major remaining contents including: Organizing the implementation of the legal framework; fleet management, inspection and control of fishing vessel activities; confirming and certifying the origin of exploited aquatic products; enforcing the law and handling violations.

It is expected that in early October 2023, the EC Inspection Delegation (for the 4th time) will return to Vietnam to inspect and consider the withdrawal of the "yellow card" for fisheries. According to the assessment of Deputy Prime Minister Tran Luu Quang, the possibility of withdrawing the "yellow card" for fisheries is very low, but the opportunity still exists on the condition that central and local ministries and branches have positive changes in combating IUU fishing.

The Deputy Prime Minister assessed that in recent times, there has been a lack of synchronization in solutions between localities, and some localities have even been negligent. Equipment, materials and regulations still have many contents that do not meet requirements. At the same time, he suggested that more drastic and responsible measures are needed to prevent IUU fishing.

Localities pay attention to the work of cadres in performing tasks, because if comrades are determined, the work will produce results; it is necessary to be stronger and more deterrent. Strictly handle cases of IUU fishing violations. Specialized sectors advise Steering Committees at all levels on the implementation content until October to increase the opportunity to remove the yellow card for Vietnam's fisheries.

Central ministries and branches should research and help localities upgrade their voyage monitoring equipment to ensure that fishing vessel communications are not lost. The Ministry of National Defense should strengthen inspection and supervision to promptly detect fishing vessels violating the prevention of IUU fishing.
