Determined to complete two key expressway projects in Lang Son and Cao Bang on schedule and with quality

The Dong Dang-Tra Linh Expressway Project has a total length of 121km, divided into 2 phases with a total investment of more than 47,000 billion VND. Phase 1, the Dong Dang-Tra Linh Expressway Project is invested with a length of more than 93 km; the starting point is at the Tan Thanh border gate intersection (Van Lang district, Lang Son province); the end point is at the National Highway 3 intersection (Chi Thao commune, Quang Hoa district, Cao Bang province); the total investment is 14,114 billion VND, of which the State budget capital accounts for 69.43%, equivalent to 9,800 billion VND, this project is planned to recover capital within a period of 22 years and 4 months.

Upon completion, this expressway will shorten the travel time from Cao Bang to Hanoi and vice versa from 6-7 hours to about 3.5 hours. The project is implemented by a consortium of investors led by Deo Ca Group. Upon completion, the project will open up opportunities for economic, social and cultural development of the two provinces of Cao Bang and Lang Son, connecting the northeastern border region with the capital Hanoi and the economic poles of the whole country. Phase 2 of the project will include expanding the existing 93.35 km route with a total investment of VND 3,839 billion and building a new 27.71 km route connecting Tra Linh border gate with a total investment of VND 5,107 billion.

The Huu Nghi - Chi Lang Border Gate Expressway Project is 60km long; with a total investment of more than 11,000 billion VND, passing through the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city. After completion and operation, the project will connect the Huu Nghi - Coc Nam - Tan Thanh border gates to the economic centers of Hanoi - Bac Giang - Bac Ninh, shortening the connection time to seaports in the Hai Phong - Quang Ninh area, contributing to increasing domestic and international trade, together with the Dong Dang - Tra Linh Expressway, synchronizing the entire northern expressway network, improving the overall operational efficiency.

The project is implemented by the People's Committee of Lang Son province as the competent authority, and the joint venture of Deo Ca Construction Company - Deo Ca Group - Construction Company 568 - Lizen Company as the investor.

After listening to the opinions of ministries, sectors, the two provinces of Lang Son and Cao Bang, the investors and contractors, concluding the meeting, Prime Minister Pham Minh Chinh emphasized and welcomed the proactive spirit of the two provinces of Lang Son and Cao Bang in investing in the two expressways which have great significance in terms of economy, national security and defense, and where there are economic border gates. Therefore, ensuring investment in these two expressway projects under the form of PPP and State investment is extremely necessary. The investment principle is to harmonize the interests between the State, people and enterprises, "harmonizing interests, sharing risks"; the handling process needs to be considered objectively and honestly.

According to the Prime Minister, the principle is that if the capital ratio is changed reasonably, it must be done quickly and must be agreed upon by ministries and branches. Regarding financial issues, the Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to be in charge, other issues assigned Deputy Prime Minister Tran Hong Ha to be in charge, ensuring that it must be completed this February.

The Prime Minister also stated the principle that when capital ratios are changed, toll collection time must be changed. Investors, Deo Ca Group, and banks need to consider and ensure publicity and transparency to avoid trouble and negativity; localities must take care of site clearance; the more pressure, the more effort; the province must be self-reliant and self-reliant, and cannot rely on the Central Government for everything; the province must save on other expenses to focus on this work.

The Prime Minister emphasized that the newly opened routes in the two provinces all follow the new expressway standards to connect with these two expressways; assigning these two provinces to be the investors of these routes. The remaining routes will be considered by the localities for public-private partnership. The Prime Minister stated that priority will be given to the Dong Dang-Tra Linh expressway connecting with the Lang Son-Bac Giang expressway so that by the end of 2025, the entire country will complete the expressway from Cao Bang to Ca Mau.

The Prime Minister directed that for approved projects, contractors must work overtime, "3 shifts, 4 shifts", "overcome the sun, overcome the rain, not lose to the storm", "only discuss work, no retreat", all for the development of the country. In 2025 and the following years, we must behave differently because of the higher growth rate; relevant ministries, branches and localities must thoroughly grasp the spirit of striving for double-digit growth, "only discuss work, no retreat".

The Prime Minister welcomed investors and contractors, specifically Deo Ca Group, which has joined forces with other investors to promptly implement procedures, work methodically and professionally, especially in tunnel drilling; hoped that contractors would continue to invest in high technology, perfect construction technology processes so that in the future, the whole country can continue to build large projects such as the North-South high-speed railway with many bridges and tunnels; welcomed contractors who, despite the Tet holiday, still arranged a large workforce and worked enthusiastically on the construction site with the spirit of going through Tet and holidays; requested that competent agencies and localities strengthen inspection and supervision of construction, avoiding negativity and corruption.

The Prime Minister agreed to invest in the second phase of the Dong Dang-Tra Linh expressway project and it should be done immediately, avoiding waste because of "ready to go, ready to dodge", calculating the issue of bidding to ensure efficiency, must be public, transparent, strict, avoid negativity and corruption. The Prime Minister also agreed to Cao Bang's proposal to build an expressway connecting the Dong Dang-Tra Linh expressway to Cao Bang city; invest in an expressway connecting the Dong Dang-Tra Linh expressway with Ta Lung border gate, assigning Cao Bang province to be the investor of these two connecting expressways. Similarly, the Prime Minister agreed to Lang Son's proposal to build an expressway connecting Tan Thanh border gate.

Regarding the upgrading of the route connecting Lang Son with Thai Nguyen, the Prime Minister approved the assignment of Lang Son province as the investor. Regarding the construction method, the investor and main contractors will continue to join forces with subcontractors so that these enterprises can grow; any items that can be used for public purposes will be assigned to the army, police, youth, and women to ensure the completion of the entire expressway from Cao Bang to Ca Mau before December 31, 2025. Localities will pay attention to, encourage, and support engineers and workers at construction sites.

On behalf of the Government, the Prime Minister commended and welcomed the functional forces for doing a good job of being on duty during this Tet holiday; directed that in the long term, the forces need to make efforts to build a peaceful, friendly and cooperative border gate with China so that the people of both countries can enjoy this; the forces must always increase exchanges and learn from each other; always have a friendly and cooperative attitude with the people at home and the Chinese people; it is necessary to thoroughly understand that strengthening relations with China is a priority and strategic choice of our Party and State.
