Reviewing the content of the 31st session, 8th Provincial People's Council

At the meeting, the Standing Committee of the Provincial People's Council gave opinions on the contents submitted to the 31st session of the Provincial People's Council on the project to arrange provincial-level administrative units, commune-level policies in the province and the policy to change the purpose of forest use to other purposes to implement investment projects in Quang Tri province.

The process of drafting the Resolution to approve the Project to establish Quang Tri province on the basis of merging the administrative units of Quang Binh province and Quang Tri province, the opinions of voters of Quang Tri province were collected, with 98.74% of voters agreeing. Regarding the draft Resolution to approve the policy of rearranging commune-level administrative units in the province, the collection of voters' opinions has been completed.

After the reorganization, the entire Quang Tri province has 36 communes, wards and 1 special zone; reducing 83 commune-level administrative units, a reduction rate of 69.74%. Regarding the draft Resolution approving the policy of converting forest use purposes to other purposes to implement investment projects, the result is an animal feed factory project with an area of ​​1.8 hectares of forest use purpose conversion, qualified to be submitted to the Provincial People's Council for consideration.

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang highly appreciated the management of the Provincial People's Committee, provincial agencies, and localities in preparing contents and propaganda work, mobilizing people to agree on the policy of rearranging provincial administrative units, thanks to which the percentage of voters agreeing on the policy of merging the two provinces of Quang Binh and Quang Tri into Quang Tri province reached a high level, 98.74%.

Regarding the policy of arranging commune-level administrative units, after the arrangement, the whole province will have 36 communes, wards and 1 special zone; up to now, the names of the communes and wards after the arrangement have received high consensus from the people. In particular, the name of Cau Nhi commune established on the basis of merging 3 communes Hai Son, Hai Phong, Hai Chanh has not received high consensus from the people and some other names after consulting the people have not been highly agreed upon, so it is proposed that the Provincial People's Council on behalf of the people give opinions for approval.

The Standing Committee of the Provincial People's Council agreed to amend 3 resolutions of the Provincial People's Council; agreed to change the purpose of forest use to another purpose to implement the animal feed factory project.

Regarding the adjustment of the central budget estimates for the 2025 National Target Program on New Rural Construction of agencies and units established or reorganized; and the adjustment of the 2025 state budget expenditure estimates of agencies and units due to the streamlining of the apparatus, it shall be implemented uniformly according to authority.

Regarding the implementation of payment of training policies for health sector officials during the COVID-19 period, which was hindered by the fault of the authorities and the fault of the learners, the Standing Committee of the Provincial People's Council agreed on the payment policy and assigned the Provincial People's Committee to balance and arrange resources for implementation.
