Innovation, technical improvement: From idea to reality

The Technical Support Center (TSC) of Naval Region 3 is responsible for managing and ensuring special ammunition, infantry weapons and technical supplies for training, combat readiness and combat missions of forces in Region 3 and the Navy. Over the years, the TSC has had many solutions to effectively promote initiatives and technical improvements, meeting the requirements of training and combat readiness. Promoting initiatives and technical improvements also contributes to increasing labor productivity and extending the life of weapons and technical equipment of the unit.

From 2020 to 2025, the center has nearly 63 initiatives and technical improvements registered and implemented effectively. Many initiatives were selected to participate in the military-level competition, the entire army won high prizes, of which 29 technical improvement initiatives won prizes at all levels. In 2024 alone, the unit had 3 initiatives participating in the consideration and winning prizes at the Ministry of National Defense level; 6/6 initiatives and technical improvements participating in the Nguyen Phan Vinh Award won prizes, of which 1 A prize, 2 B prizes, 1 C prize and 2 consolation prizes; 2 initiatives won the Creative Youth Award in the Army...

Notably, the initiative “Equipment to test the performance of the integral mechanism of self-driving equipment” by Major Dinh Van Tu, General Assistant, Technical Department, Technical Center was put into implementation by the unit. This is one of the initiatives that won the Youth Innovation Award in the army, is highly practical, and is effectively applied to technical work at the unit.

The integral mechanism of the self-driving device is one of the important parts of the control device. Checking the integral mechanism of the self-driving device is one of the important and mandatory contents in the process of checking and upgrading special ammunition according to the requirements and regulations of the manufacturer. Along with the degradation due to the time of weapons and technical equipment (TBKT), the integral mechanism of the self-driving device has expired, the frequency of damage has increased, and there is no independent testing equipment.

Previously, checking the operating status of this device took a lot of time, effort and required many people. Since applying the initiative "Device for checking the operating ability of the integral mechanism of the self-driving device", the above shortcomings have been resolved. Specifically, it is possible to promptly identify the failures of the integral mechanism without having to replace it with another block for comparison and inspection, without having to use many testing machines at the same time and when checking, only the M6 ​​block is active. Applying this initiative also reduces the operating time of testing machines and blocks on special ammunition; saves labor and time, shortens the inspection and repair process of the M6 ​​block of the self-driving device, contributing to improving the quality of special ammunition for regional and military missions.

To achieve the above results, the Center for Technical Innovation of Region 3 regularly attaches importance to leadership and direction with specific measures such as: maintaining activities, promoting the role of the Council for Technical Innovation Initiatives and the Young Scientific Research Club; considering scientific research results and technical innovation initiatives as an important criterion in the emulation movement, reviewing and evaluating cadres and party members; closely directing the work of ensuring funding, promoting internal resources.

In order to effectively promote initiatives and technical improvements in practice, the center strictly and seriously implements from the stages of approving ideas, building and implementing plans, accepting each stage, to selecting and submitting products to participate in competitions at all levels.

Each stage has comments, analysis and direction from the center commanders and members of the Technical Innovation Initiative Council to help the authors perfect the product. The initiatives, in addition to the advantage of product cost, also reduce military labor, operation and inspection time; increase the reserve of time used for technical equipment.

Some products can even replace old testing equipment, increasing reliability and accurately assessing the quality of technical equipment before use...

According to Colonel Nguyen Van Hoan, Commander of the Military Technical Center of Region 3, the unit manages a large volume of special ammunition, infantry weapons, technical equipment for motorbikes and technical supplies, with a system of nearly 100 warehouses and workshops of all kinds.

Therefore, the center regularly disseminates andeducates the love of the profession, awareness of preservation, maintenance, storage, and extension of the life of technical equipment for officers, soldiers, and defense workers. Thanks to good propaganda work, the unit has motivated and encouraged officers and technical staff to actively participate in the movement of research, innovation, and technical improvement.

To improve the quality of technical work, the Party Committee and the center's command promoted the emulation movement and campaign "Managing and exploiting weapons and technical equipment well, durably, safely, economically and in traffic safety" associated with implementing two breakthroughs of the technical sector "Building a regular technical discipline and mastering weapons and technical equipment" and requiring the construction of "regular and safe" warehouses and stations.

The Center has issued specific criteria on building a disciplined technical system and mastering weapons and technical equipment, widely deploying them to each warehouse, station, and industry; improving the quality of management of technical equipment based on 3 criteria: quantity, quality, and synchronization.

“To achieve this, the unit maintains a strict and practical implementation of the “Technical Day” regime. Commanders at all levels regularly inspect and rectify compliance with regulations on building a formal technical order, especially the implementation of duties and regulations on technical work; perfect the system of books and forms with sufficient quantity and correct content and specifications; organize timely and accurate registration and statistics, especially the registration of personal records and diaries for each type of technical equipment in each industry and each focal point...

In 2023, the Military Region 3 Center was honored to be chosen as a place for units throughout the military to visit and learn about building "standard and safe" warehouses and stations, said Colonel Nguyen Van Hoan.
