Regarding this issue, the Ministry of Home Affairs said that the current wage policy is still being implemented according to Decree 204/2004/ND-CP. After more than 20 years of application, this wage system has revealed many shortcomings and is no longer suitable to practical requirements.
Accordingly, the Ministry of Home Affairs has advised and submitted to the Central Committee to issue Resolution No. 27-NQ/TW (dated May 21, 2018) on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises.

Up to now, Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo has clearly defined the direction: The Central Economic Committee (now the Central Policy and Strategy Committee) will preside over the preliminary review of the implementation of Resolution 27, study and evaluate the suitability, feasibility and propose the implementation of 5 new salary scales and 9 new allowance regimes in the public sector.
The application of the new salary system will be considered after 2026, when the issuance of the list of job positions in the political system is completed.
After the Central Policy and Strategy Committee reviews the implementation of Resolution No. 27, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and agencies to study suitability, feasibility and propose new salary, allowance and bonus regimes.
"Including salary and income policies for cadres, civil servants and public employees working at agencies and units under local governments at two levels, ensuring compliance with Party regulations, legal regulations and the state budget capacity," the Ministry of Home Affairs informed.
Regarding the questions of officials about the concurrent tenure system, the Ministry of Home Affairs cited the guiding documents of the Government Steering Committee on administrative unit arrangement. Accordingly, from July 1, 2025, when implementing the 2-level local government model, officials, civil servants and public employees subject to arrangement will be retained or continue to receive allowances according to current legal regulations.
However, the Ministry of Home Affairs also emphasized that the specific application of regimes and policies for each cadre and civil servant after the rearrangement is under the authority of the Chairman of the Provincial People's Committee. Therefore, cadres and civil servants need to contact the local Department of Home Affairs for specific instructions and answers.
