On the afternoon of July 5, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue chaired a meeting on preparations for the national conference to implement laws and resolutions of the 15th National Assembly.
Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue emphasized that, in order to implement the general policy of continuing to build and perfect the socialist rule-of-law state, the Central Committee determined that the promulgation of laws and resolutions and the organization of their implementation are of utmost importance. Since the beginning of the term, the Central Committee has made very strong innovations in both the promulgation and the dissemination and implementation of the Resolutions of the Central Committee and the Politburo.
Accordingly, at the 5th session, the 15th National Assembly reported to the National Assembly that it will organize a conference to disseminate and implement the laws and resolutions passed at the 5th session, and at the same time review and urge the implementation of the laws and resolutions of the National Assembly from the beginning of the 15th term. This content is highly appreciated by public opinion and is considered "an unprecedented but especially important and necessary task, which must be organized carefully and urgently" to realize the requirement of "closely linking law-making with law enforcement, ensuring that the law is implemented fairly, strictly, consistently, promptly, effectively and efficiently", contributing to the dissemination, popularization and education of the law, and the implementation of the National Assembly's supervisory function on the organization of law enforcement.
At the meeting, opinions were highly unanimous on the organization of the conference, emphasizing that this is a new point of the 15th National Assembly, of important significance, and is one of the measures for the National Assembly, National Assembly deputies, and local elected bodies to supervise early and remotely the implementation of laws and resolutions passed by the National Assembly. Opinions focused on discussing the scope and focus of the contents that need to be reviewed, evaluated, reported, and considered at the conference; the method of organizing the conference and the participants to ensure the practical effectiveness of the conference.
Concluding the meeting, National Assembly Chairman Vuong Dinh Hue agreed on the name of the Conference as "National Conference on implementing laws and resolutions of the 15th National Assembly". The Conference is chaired by the National Assembly Standing Committee, with coordinating agencies being the Government, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office and Hai Phong City (host locality). The Conference will be held in person combined with online for 1 day (expected to be August 21).
Regarding the scope and content, the National Assembly Chairman agreed to focus on the laws and resolutions passed by the National Assembly since the beginning of the 15th term, excluding resolutions that have had special supervision topics in the past or that the National Assembly has decided to supervise in the coming time (such as Resolution No. 43 on the socio-economic recovery and development program or Resolution on key national projects and works...), resolutions on personnel, resolutions on questioning and answering questions.
The Resolution of the 5th Session requested a review of the legal system, which issues are inconsistent, overlapping, contradictory, how to handle and resolve them... to report to the National Assembly at the 6th Session. The National Assembly Chairman requested the Working Group and the Government to proactively coordinate to review all laws, resolutions, documents with potential loopholes, potential risks of negativity, corruption, and inadequate content...
According to the National Assembly Chairman, the Conference will focus on laws with many important and complex contents, many guiding documents for implementation and Resolutions related to specific mechanisms and policies, Resolutions on judicial work, and Resolutions on thematic supervision of the National Assembly.
There will be two major reports at the Conference. That is, the Government Report presented by the Deputy Prime Minister. This report focuses on assessing the situation and results of the implementation of laws and resolutions of the National Assembly and the plan to implement laws and resolutions passed by the National Assembly at the 5th session; the number, list, progress and results of promulgating decrees, documents guiding the implementation and the allocation of resources to implement laws and resolutions; assessing the ability to promptly implement laws and resolutions in accordance with the effectiveness decided by the National Assembly, especially complex laws with many guiding documents such as the Law on Medical Examination and Treatment (amended), the Law on Implementing Democracy at the Grassroots Level, the Law on Prevention and Control of Domestic Violence (amended)..., recommendations and proposals to the National Assembly Standing Committee and the National Assembly.
The report of the National Assembly Standing Committee presented by the Vice Chairman of the National Assembly focused on the above contents but also provided a general assessment of the implementation of laws and resolutions from the perspective of the National Assembly and a comprehensive assessment of the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, etc.
Along with that are the presentations of the National Assembly agencies, ministries, branches and localities on the key contents of the conference, especially proposals and recommendations to ensure that the laws and resolutions of the National Assembly come into life, promoting the highest efficiency to serve the development of the country.
