Delegate Nguyen Thi Ngoc Xuan ( Binh Duong delegation) asked the Minister to present solutions to strengthen the connection of Vietnamese global knowledge networks. "I request the Minister to present a breakthrough solution to strengthen the connection of Vietnamese global knowledge networks in each essential field and to have a suitable remuneration regime for Vietnamese intellectuals who have made practical contributions to the Fatherland?", Ms. Xuan questioned.
Regarding this issue, Minister of Foreign Affairs Bui Thanh Son said that this is a very large group, with about 6 million overseas Vietnamese living in over 130 countries and territories, of which 80% are in developed countries. Over the past 3 decades, remittances from overseas Vietnamese alone have been about 200 billion USD, an average of 15-17 billion USD/year, contributing greatly to socio-economic development.
But what is more important, according to Mr. Son, is that the overseas Vietnamese intellectual resource accounts for about 10% of the total number of Vietnamese people abroad, and together with local ministries and branches, they should find some solutions to take advantage of it. Accordingly, organizing overseas intellectual networks, representative agencies all mobilize people to establish scientific and technological intellectual associations. Recently, when the Prime Minister went to Australia, there were many networks, including scientific and technical associations, overseas intellectual associations. The leaders also met with overseas intellectual associations, and coordinated with ministries and branches to connect the intellectual community of more than 10% of the total overseas Vietnamese intellectuals in science and technology through different forums.
Minister Bui Thanh Son said that every year, the Ministry of Foreign Affairs organizes many forums. In the near future, it will organize a conference on overseas Vietnamese around the world, in which it will work with the Ministry of Planning and Investment to organize a conference on overseas Vietnamese knowledge to contribute not only knowledge and institutions but also resources.
