On the occasion of his official visit to Malaysia, on the morning of November 23rd in Kuala Lumpur, General Secretary To Lam met with representatives of the Vietnamese diaspora, leaders of associations, intellectuals, and businesspeople from ASEAN countries.

At the meeting, representatives of overseas Vietnamese reported to the General Secretary on the living conditions and activities of their compatriots in their host countries; expressing joy at the significant development achievements of the country in recent times. Representatives of prominent overseas Vietnamese shared many experiences, opinions, and policy proposals with the desire to contribute to the acceleration of national development in the new era.
Professor Duong Nguyen Vu from Singapore shared many insightful opinions on the role of science, technology, and innovation in building a modern economic foundation for national development in the digital age and the era of artificial intelligence. The professor proposed the establishment of a Science and Technology Advisory Council as a research and strategic advisory body for the Party and State on science and technology, ensuring sustainable and self-reliant development in this field. He affirmed that he and other Vietnamese scientists abroad are always ready to support and participate in the country's development process.
Mr. Vu Chi Cuong, Secretary General of the Malaysian Petroleum Association, reported on observations and comments regarding Malaysia's renewable energy development strategy aimed at ensuring energy security and sustainable development; and expressed confidence that, with its resources and strengths, Vietnam will successfully implement its national development strategy.
Dr. Mai Xuan Hung from Thailand reports General Secretary To Lam Regarding the activities of the Center for Vietnamese Studies at Udon Thani Royal University in building cultural and educational connections between Vietnam and Thailand through the Center's training programs, Dr. Hung proposed three recommendations to the Vietnamese Party and State: to promote the dissemination of soft power in diplomacy and culture, to accelerate the establishment of Vietnamese cultural development centers in ASEAN countries; to regularly organize activities promoting Vietnamese culture and language in countries in the region; and to engage with the governments of host countries to facilitate the establishment of Centers for Vietnamese Studies in those countries.
Ms. Pham Xuan Dung, a Vietnamese businesswoman in Cambodia, shared information about the activities of Vietnamese businesses, their potential and development prospects in the area; expressing her desire to contribute more to connecting the business communities of the two countries. Ms. Pham Xuan Dung requested that the Party, State, and relevant agencies pay attention to further developing the Association of Vietnamese Businesses in Cambodia; affirming that businesses are always ready to provide practical support to improve the quality of life for Vietnamese people in Cambodia.
Mr. Nguyen Khac Kien, CEO of a tourism and production company in Myanmar, reported on the company's activities in Myanmar. He emphasized that Vietnamese businesses and people in Myanmar always look towards their homeland and are ready to work together to lead the country into a new era of national development. Mr. Kien expressed his hope that the State and Government would continue to pay attention to and support businesses in overcoming difficulties, creating favorable conditions, and simplifying investment procedures.
Mr. Duong Dinh Bang, Chairman of the Vietnam Business Association in Laos, reported on the Association's activities; expressing his desire and expectation to further promote economic and trade cooperation between the two countries, commensurate with the scale of the relationship and the potential of both nations. Mr. Bang proposed that Vietnam and Laos further strengthen the exchange and sharing of experiences in macroeconomic management, human resource training, and economic connectivity; affirming his readiness to join hands with Vietnamese experts and intellectuals in ASEAN countries to contribute to national development in the new era.
Ms. Dinh Thanh Huong, representative of the Global Vietnamese Science-Business Organization, shared her views on the importance of scientific research in building a scientific foundation, fostering innovation, and promoting outstanding development in nations. She suggested that the Party and State should strengthen the training of high-quality human resources. She emphasized that thousands of Vietnamese experts and intellectuals living and working globally in various fields, including semiconductors and artificial intelligence, are always looking towards Vietnam and wish to contribute to its development.

General Secretary To Lam highly appreciated and valued the concerns, dedication, responsibility, and unwavering devotion of the Vietnamese community to the Fatherland, contributing to building a developed Vietnam with influence and position in the region and internationally. The General Secretary emphasized that the visit to Malaysia is of great significance in implementing the Party's 13th National Congress's foreign policy, deepening relations with Malaysia in the spirit of the Congress's resolution that relations with ASEAN countries are of great importance. The General Secretary informed the overseas Vietnamese community about the country's overall development; emphasizing that the coming period will be a time to concentrate efforts on a crucial strategic opportunity, accelerating progress to successfully achieve the goals set by the Party, and creating a new era – an era of national progress for Vietnam. The General Secretary affirmed that the joint contributions and solidarity of the overseas Vietnamese community are of great importance in realizing the country's development goals.
The General Secretary was pleased to see that the Vietnamese community abroad is continuously growing and maturing, making increasingly important contributions to socio-economic development in ASEAN countries, and contributing to the development of friendly relations and cooperation between Vietnam and these countries.
The General Secretary affirmed that the Party and State always pay attention to the Vietnamese community abroad, considering the community as an inseparable part, an important resource of the nation; at the same time, he expressed his appreciation for the dedicated and responsible contributions of overseas Vietnamese to the country; and requested overseas Vietnamese to continue to play a bridging role in relations between Vietnam and other countries, bringing practical benefits to all sides and contributing to the development of each country.
The General Secretary requested that the Ministry of Foreign Affairs, the State Committee for Overseas Vietnamese, and relevant ministries and agencies, as well as Vietnamese representative offices abroad, be responsible for listening to and receiving contributions from overseas Vietnamese, and for accompanying and supporting them.
