However, according to people's feedback, there are still facilities located deep in residential areas secretly operating again; some have moved to other areas to continue production activities, causing resentment among the people.
To prevent the outbreak and re-occurrence of polluting production facilities, the Department of Agriculture and Environment requests the People's Committees of wards and communes in the province to continue to promote propaganda to raise awareness of environmental protection; regularly inspect and review to prevent the re-opening of production facilities when they do not meet the prescribed conditions. Proactively review facilities, areas, locations, households and individuals causing environmental pollution to promptly handle them in accordance with the law.
Review and thoroughly handle hotspots, areas and facilities causing environmental pollution in the area, not allowing new pollution spots to arise due to the activities of these facilities, and strictly handle organizations and individuals who are lax in management and cover up for violators.
People's Committees of wards and communes shall proactively develop and propose plans to relocate establishments causing environmental pollution, especially production establishments in craft villages and industrial clusters that do not meet operating conditions, to industrial parks and industrial clusters that meet operating conditions according to the provisions of law.
The Chairmen of the People's Committees of wards and communes are responsible before the Chairman of the Provincial People's Committee and the law if they allow establishments that do not comply with the provisions of the law on land, construction, environment, fire prevention and fighting, electrical safety, etc. to operate again in the areas under their management.
