Prime Minister Pham Minh Chinh requested the People's Committee of Binh Duong province to promptly study the investment in a metro line connecting Ho Chi Minh City from Suoi Tien railway station to Binh Duong.
The Government Office issued Notice No. 43/TB-VPCP dated February 13, 2025, summarizing the directives of Prime Minister Pham Minh Chinh following his inspection of key transportation projects during the Lunar New Year of the Year of the Snake.
The announcement stated: After inspecting the construction sites and projects; listening to reports from the investors, project management boards, the Ministry of Transport , and contractors; and hearing opinions from ministries, sectors, and Deputy Prime Minister Tran Hong Ha, Prime Minister Pham Minh Chinh commended the ministries, sectors, localities, investors, project management boards, contractors, and consulting units for their efforts in carrying out construction throughout the Tet holiday to accelerate the progress of the projects; and for commencing projects right in the early days of spring during Tet to create an atmosphere of enthusiasm and competitive labor and production right from the beginning of the year. In particular, the Prime Minister praised the spirit of thousands of officials, engineers, workers, and laborers at construction sites across the country who sacrificed personal feelings and family gatherings during Tet to diligently work on construction sites for the development of the country and for the glory of Vietnam.
At the same time, the Prime Minister also gave his opinion on a number of key projects. Specifically:
Regarding the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project and several other projects in the Southern region:
At the groundbreaking ceremony for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project, the Prime Minister commended the People's Committee of Binh Duong province for accelerating progress, selecting a consortium of investors for the project, mobilizing resources to invest in infrastructure development, economic development, and leading the way in social housing development. The People's Committee of Binh Duong province was urged to review new legal regulations, ensure compliance, combat corruption, review and calculate the progress, accelerate implementation, and strive for the project's inauguration on September 2nd, 2026, coinciding with the anniversary of the founding of the nation, while ensuring the quality of the project, safety, aesthetics, and environmental protection.
The consortium of investors is responsible for ensuring construction proceeds on schedule, meets quality requirements, complies with legal regulations, and prevents any irregularities. The design and supervision consulting units must adhere to legal regulations, ensuring accurate designs and preventing corruption and waste. Relevant ministries and agencies must fulfill their state management responsibilities with the goal of completing the project in the best possible way, as quickly as possible, and at the lowest cost.
The Prime Minister requested the People's Committee of Binh Duong province to pay more attention to and implement resettlement for the people, ensuring their livelihoods and living standards, with the understanding that the new place of residence must be better than the old one.
The People's Committee of Binh Phuoc province is accelerating the implementation of the 7.1 km section within the province to be completed in 2025; the People's Committee of Ho Chi Minh City is urgently investing in the 3 km section within the city, to be completed simultaneously with the section passing through Binh Duong province.
The People's Committees of Binh Phuoc and Dak Nong provinces are urged to promptly implement and proactively coordinate with the Ministries of Planning and Investment, Transport, and Finance to complete the investment procedures for the Gia Nghia - Chon Thanh expressway project in the first quarter of 2025, with groundbreaking on April 30, 2025; the Ministry of Natural Resources and Environment is to take the lead in urgently resolving obstacles related to overlaps with the mineral planning area, in accordance with the Government's directive in Resolution No. 147/NQ-CP dated September 20, 2024.
The People's Committee of Ho Chi Minh City and the People's Committee of Tay Ninh province have completed the investment procedures for the Ho Chi Minh City - Moc Bai expressway project and are urgently selecting an investor to implement the project before April 30, 2025.
The People's Committee of Ho Chi Minh City and the Ministry of Transport are studying and implementing a railway line connecting Ho Chi Minh City and Long Thanh; the People's Committee of Binh Duong province is also studying the investment in a subway (metro) line connecting Ho Chi Minh City from Suoi Tien railway station to Binh Duong.
The Ministry of Transport, in coordination with the People's Committees of Dong Nai and Ba Ria - Vung Tau provinces, is studying options to upgrade National Highway 51 into an urban expressway to improve traffic capacity, reduce congestion, and minimize traffic accidents.
Regarding the Tan Van interchange, part of the Ho Chi Minh City Ring Road 3 Project:
The Prime Minister requested the People's Committee of Binh Duong province to coordinate with the People's Committee of Ho Chi Minh City and relevant ministries and agencies to develop a comprehensive investment plan for the Tan Van interchange, integrating it with the entire region's transportation system. This plan should ensure seamless, synchronized, and modern connectivity upon commissioning. The plan also includes upgrading 15.3 km of the My Phuoc - Tan Van road to ensure seamless integration with Ho Chi Minh City's Ring Road 3. Particular attention should be paid to thoroughly reviewing and proposing comprehensive mechanisms and policies to expedite project implementation and avoid any obstacles arising from bureaucratic procedures. The plan should be submitted to the People's Committee of Ho Chi Minh City before February 20, 2025.
The People's Committee of Ho Chi Minh City will carefully review and calculate the costs of the Ring Road 3 project, identifying potential savings and adjustments for potential reductions. Based on the investment plan for the Tan Van interchange and the upgrading of 15.3 km of the My Phuoc - Tan Van road developed by Binh Duong province, the city will finalize the dossier and report to the Ministry of Transport before February 28, 2025.
The Ministry of Transport will preside over and carry out the procedures in accordance with the law, and report to the National Assembly for consideration and decision on adjusting the investment project at the 9th session of the 15th National Assembly (May 2025).
Regarding Phase 1 of the Long Thanh International Airport Project:
The Prime Minister commended the spirit of the ministries and agencies (Ministry of Transport, State Capital Management Committee at Enterprises, Dong Nai Provincial People's Committee, ACV), contractors, and management boards... for implementing the Project quickly, showing progress, and demonstrating enthusiastic and decisive efforts on the construction site. With the goal of completing the Project remaining unchanged, the recent Central Committee meeting also concluded on the Project completion timeline.
The Prime Minister requested relevant ministries, departments, and agencies to develop a critical path (gantt) for the overall project schedule, in line with the required objectives, to celebrate the 14th National Congress of the Party and other major national holidays.
For Component Project 1: Investors under the Ministries of Finance, Public Security, Agriculture and Rural Development, and the People's Committee of Dong Nai Province are urged to promptly implement the project synchronously, ensuring completion according to the required schedule. The Ministry of Agriculture and Rural Development shall study the use of the adjusted medium-term public investment capital as stipulated in Decision No. 237/QD-TTg dated January 27, 2025, of the Prime Minister on adjusting the medium-term public investment plan using central government budget funds for the period 2021-2025 within the Ministry of Agriculture and Rural Development to implement the Plant and Animal Quarantine Station Project, to be completed in 2025. Simultaneously, a review of individual and collective responsibilities for delays in project implementation shall be conducted, and a report shall be submitted to the Prime Minister before February 20, 2025.
For component project 2 : The Vietnam Air Traffic Management Corporation is directed to implement the construction items to ensure their completion in synchronization with other project items, and to complete them before December 31, 2025.
Component Project 3: This is the component project with the largest and most demanding workload. ACV is rebuilding the new progress schedule and detailed monthly and weekly schedules for each package and contractor to monitor progress, with the goal of completing it substantially before December 31, 2025. This includes changes to construction methods, increased machinery and equipment, increased contractors, extended construction time, a phased approach to construction, simultaneous implementation of various items, and proposals to assign tasks to police, military, and youth for public works; working in shifts, eating quickly, sleeping urgently, working through holidays and Tet (Lunar New Year), overcoming sun and rain, not giving up in the face of storms and strong winds, only discussing work, not retreating; what is said is done, what is committed is done; and what is done must produce measurable results.
The Prime Minister requested that after the Lunar New Year holiday, the Chairman of the Board of Directors of ACV directly work with equipment suppliers to accelerate the progress of supplying equipment for Component Project 3, meeting the project's schedule requirements and essentially completing it before April 30, 2025.
The consulting units advise the investor on the simultaneous implementation of project acceptance and auditing.
Component Project 4 : Relevant ministries and agencies will study the option of assigning the remaining items of Component Project 4 to the People's Committee of Dong Nai province, ACV, Vietnam Airlines, and Vietjet Aviation Joint Stock Company for implementation in accordance with the law, after Deputy Prime Minister Tran Hong Ha approves the adjustment of Decision 1777/QD-TTg dated November 11, 2020, approving the investment project for the construction of Long Thanh International Airport Phase 1, in order to shorten the implementation schedule and complete it synchronously with the construction items of the entire Project.
The project owners directed the construction to be carried out smoothly and according to procedures, coordinating with other contractors during implementation to avoid conflicts in the construction of project components; and mobilized additional construction contractors as required to focus on construction.
Regarding the supply of construction materials : On February 7, 2025, the People's Committee of Dong Nai province, in coordination with the Ministry of Natural Resources and Environment and the Ministry of Public Security, will hold a meeting to resolve material-related issues, especially the licensing of contractors and investors directly exploiting material mines, revoking licenses of mines that have expired or have violated regulations during exploitation, and handling violations in accordance with the law. If necessary, serious criminal penalties will be applied, similar to cases in some provinces in the Mekong Delta region.
The Prime Minister requested the People's Committee of Dong Nai province to develop a planning scheme around the airport area, ensuring consistency with the Project; proactively work with the State Audit Office on recommendations related to compensation, support, and resettlement to definitively complete the compensation and land acquisition work, and propose that the State Audit Office's conclusions closely reflect the actual implementation situation.
The Minister of Transport and the Minister of Construction instructed the State Acceptance Council to proactively and regularly inspect the Project, and organize acceptance testing for each stage according to the implementation schedule to ensure the simultaneous completion of all Project components.
The Ministry of Agriculture and Rural Development and the Ministry of Transport are conducting a review as requested by the Prime Minister in Notice No. 31/TB-VPCP dated January 26, 2025, from the Government Office.
Regarding transportation connections to the airport : The Prime Minister instructed Deputy Prime Minister Tran Hong Ha to direct relevant agencies to actively implement connecting road projects (Bien Hoa - Vung Tau expressway, Ho Chi Minh City Ring Roads 3 and 4, Ben Luc - Long Thanh expressway, expansion of Ho Chi Minh City - Long Thanh expressway, etc.), ensuring that transportation needs are met when Long Thanh Airport becomes operational.
Regarding the Ho Chi Minh City - Long Thanh Expressway Expansion Project, the Ministry of Transport, the Ministry of Planning and Investment, and the Ministry of Finance are implementing the Prime Minister's directive in Notice No. 31/TB-VPCP dated January 26, 2025, from the Government Office to urgently allocate central government budget funds and other legal sources of capital, including studying and implementing streamlined procedures to expedite the commencement of construction and bring the Project into operation simultaneously with the Long Thanh International Airport Project.
The People's Committee of Ho Chi Minh City will preside over and coordinate with the Ministry of Transport, the Ministry of Finance, and other relevant ministries and agencies to research and propose a special mechanism for investing in a subway line connecting Tan Son Nhat International Airport with Long Thanh International Airport (researching the selection of investors in the form of a "turnkey" project).
Relevant ministries, agencies, investors, and contractors should clearly assign tasks, responsibilities, timelines, and deliverables; develop a progress roadmap for implementation and control with the goal of completion before December 31, 2025; and study the implementation of Phase 2 of the Project, mobilizing the forces that performed well in Phase 1 in accordance with the law. Relevant ministries and agencies should report monthly to Deputy Prime Minister Tran Hong Ha on the progress of implementation.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to direct the review and resolution of all difficulties and obstacles in the implementation of the projects, make decisions within his authority, and report to the Prime Minister on issues beyond his authority; and to hold monthly meetings of the Long Thanh International Airport Project Task Force Phase 1 to promptly address any arising problems.
Tan Son Nhat Airport Terminal T3 Project:
To date, the project has basically completed its main tasks and is expected to be put into operation and exploitation on April 30, 2025, three months ahead of schedule. The Prime Minister commended and thanked the People's Committee of Ho Chi Minh City for opening the connecting road to the project and building auxiliary facilities; the Ministry of National Defense for ceding facilities and land for the construction; relevant ministries and sectors for actively participating in the project's implementation; and the people for giving up their homes, places of worship, and business premises for the project's implementation. He congratulated ACV on its increasing maturity in investing in airport and airfield projects. We are also proud that, over the past 16 months, we have strived to overcome difficulties to implement the project with the spirit of "overcoming the sun, conquering the rain, not losing to storms," "working 3 shifts, 4 teams," "eating quickly, sleeping urgently," "working through holidays and Tet," and "only discussing work, not retreating." This has further strengthened our confidence and determination to strive for the basic completion of the Long Thanh International Airport Project before December 31, 2025.
However, there is still a significant amount of finishing work to be done, requiring the investor, contractors, and relevant units to remain vigilant and focus intensely on construction to complete the project on schedule as committed.
ACV directs contractors to focus on completing the remaining work so that trial operation can begin by March 31, 2025, ensuring the project is put into operation before April 30, 2025; the Ministry of Construction will conduct inspections of acceptance testing according to regulations, ensuring the overall progress of the Project.
ACV is reviewing the work already done to prepare for the final settlement process and avoid delays.
The project management team supervises and inspects critical systems of the project (air conditioning and ventilation, electromechanical systems, fire protection, low-voltage electrical systems, elevator systems, jet bridges, baggage conveyors, parking garages, screening machines, etc.; elevated bridge systems, aircraft parking areas, building infrastructure, etc.) to ensure they are state-of-the-art, operate efficiently, and are synchronized. If necessary, additional construction forces will be mobilized to reinforce the project's workforce.
The Vietnam Civil Aviation Authority is reviewing the provision of aircraft parking slots to airlines to ensure fairness, transparency, openness, and compliance with regulations, and is organizing inspections and licensing for operations in accordance with regulations and ensuring timely completion...
The investment projects include the construction of the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway and the Huu Nghi - Chi Lang expressway.
The investment projects for the construction of the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway and the Huu Nghi - Chi Lang expressway are two important projects aimed at resolving infrastructure bottlenecks in Cao Bang and Lang Son provinces, connecting the northern mountainous provinces to form a border economic corridor; they are of significant importance in socio-economic development and ensuring national defense and security, especially for border provinces. At the same time, the overarching goal is to ensure the expressway is fully operational from Cao Bang - Lang Son - Hanoi to Ho Chi Minh City - Can Tho - Ca Mau by 2025. Therefore, these two projects must strive to be completed and open to traffic before December 31, 2025.
The Prime Minister commended the proactive and innovative spirit of the leaders of Cao Bang and Lang Son provinces in fulfilling their duties as the competent authorities for implementing the two expressway projects. He also praised Deo Ca Group Joint Stock Company (the investor of the two expressway projects under the PPP method) and the consortium of contractors for their prompt and active implementation of project procedures in accordance with regulations, while ensuring that no negative practices, corruption, waste, or group interests occur. He further commended the people of the two provinces for handing over land and sharing living, worship, and business spaces to facilitate the projects.
The Prime Minister requested that Cao Bang and Lang Son provinces urgently complete the land clearance for both routes and hand them over for construction in the first quarter of 2025. He also urged the mobilization of the entire political system to work with the project owner and investors to implement the project on schedule, ensuring quality, hygiene, safety, and a bright, green, clean, and beautiful environment.
