People's satisfaction is the core of new rural construction.

The process of building new rural areas in Thanh Chan commune ( Dien Bien district) is supported by the people, especially infrastructure investment.

To promote people's ownership in the new rural construction program, recently the Vietnam Fatherland Front Committees at all levels in the province have coordinated with local authorities to collect opinions on people's satisfaction before considering recognition of meeting standards.

People are the main subjects in building new rural areas with the motto "People know, people discuss, people do, people check, people benefit"; directly participating in specific tasks to complete the criteria for building new rural areas. Therefore, organizing the collection of opinions to assess people's satisfaction in building new rural areas is an important task that the Provincial Fatherland Front Committee has specified and guided for each content and criterion. At the same time, coordination between member organizations of the front collects opinions to assess people's satisfaction in localities.

To ensure that the consultation is objective, accurate and substantive, the Vietnam Fatherland Front Committees at all levels have established working groups and held conferences to unify policies, methods and assign specific tasks to each member. In addition, they have strengthened coordination in inspection, supervision, guidance and handling of difficulties during the implementation process in communes and households. When distributing questionnaires to collect people's satisfaction, the number of questionnaires issued must reach 80% of the total number of households in the commune. The consultation is conducted openly and democratically.

The Front Working Committee of Hop Thanh village, Noong Het commune (Dien Bien district) disseminates the collection of people's opinions in building new rural areas.

Mr. Luong Van Tam, Chairman of the Fatherland Front Committee of Dien Bien district, said: To implement the construction of advanced new rural areas in Noong Het commune, the Fatherland Front Committee of the district has directed the Fatherland Front Committee of the commune to coordinate with the People's Committee of the commune and socio-political organizations to organize conferences to deploy and guide the front working committees of villages and hamlets to establish working groups to propagate to each household the purpose and requirements of the voting. The opinions were collected to assess the satisfaction with the results of building new rural areas with nearly 1,800/1,899 households in the area. The results of the voting according to each question, the satisfaction of the people reached from 85 - 99%. The results were publicly posted at the People's Committee of the commune and announced on the loudspeaker system for people to know and monitor.

Mr. Dao Duc Dong, a resident of Hop Thanh village, Noong Het commune, said: “In the process of building new rural areas and advanced new rural areas, the Fatherland Front Committee of the district and commune organized to collect opinions and assess people's satisfaction. I am very satisfied with the criteria that the commune and village have achieved, especially the rural traffic infrastructure. When the commune had a policy to build roads, I discussed with my family to donate garden land to build roads, helping people in the village to travel conveniently."

Consulting people's opinions contributes to overcoming limitations and shortcomings in building new rural areas in Pa Khoang commune, Dien Bien Phu city.

In addition, collecting people's opinions also aims to promptly overcome shortcomings and limitations in the process of building new rural areas. A typical example is Pa Khoang commune, Dien Bien Phu city, after collecting people's opinions, the commune was recognized as meeting new rural standards in 2023. Besides the majority of opinions in agreement, there are some opinions that are not satisfied with some degraded roads that affect people's travel; canals are not guaranteed; there is no cultural house; the commune has no market or place to buy and sell; the rate of unemployed people is high.

According to Mr. Le Van Vien, Vice Chairman of the Fatherland Front Committee of Dien Bien Phu City, based on the contents that people are not satisfied with, the Fatherland Front Committee of the city together with the local government grasps the thoughts and aspirations of the people to analyze the causes. At the same time, it recommends the Steering Committee of the National Target Program on New Rural Construction of the city and related departments and branches to have solutions to support the locality to overcome and implement better. Thanks to that, the people agree and support.

In 2023, the whole province will have 4 communes striving to meet advanced NTM standards and 2 communes striving to meet NTM standards (currently submitting for the province's opinion). To ensure democracy and objectivity in NTM construction, the Fatherland Front Committees of the communes have implemented the collection of opinions on people's satisfaction with the implementation results. The collection of opinions at the grassroots level is organized in the form of meetings or directly to each household, focusing on the following contents: Rural roads; school facilities, cultural houses; people's income; households participating in health insurance; security and order work... Through the collection of opinions, basically all households agree with the results of NTM construction in the area.

Up to now, the whole province has 23 communes meeting the NTM standards and 153 villages and hamlets meeting the NTM and model NTM standards. According to the Dien Bien Provincial Fatherland Front Committee, currently, the organization of collecting opinions on people's satisfaction with the results of NTM construction is carried out according to Instruction No. 90 dated September 20, 2022 of the Central Committee of the Vietnam Fatherland Front, after the authorities at each level have implemented the procedures and documents to request recognition of NTM construction results. In general, through the survey on satisfaction with NTM construction in the province, most people have fully answered the questions according to the survey criteria group. After the time of posting and public announcement, there have been no comments or questions about the issue of collecting people's opinions on the results of NTM construction.

The organization of collecting people's opinions on satisfaction is not to complete procedures according to regulations but to grasp people's thoughts, aspirations, suggestions and promote their role as masters. Thereby, expressing people's will, aspirations and supervision participation in building new rural areas according to the motto "People know, people discuss, people do, people check, people supervise, people benefit".
