On April 6, the Investigation Police Agency of Tay Ho District (Hanoi) issued a decision to prosecute and temporarily detain driver Hoang Ngoc Vinh (born in 1960, residing in Bo De Ward, Long Bien District) for violating road traffic regulations.
According to the police, at 1:30 p.m. on April 5, Mr. Hoang Ngoc Vinh drove car with license plate 29A-083.12 from his house on Nguyen Son Street, Bo De Ward, Long Bien District to Hanoi Heart Hospital (branch 2) on Vo Chi Cong Street for a medical examination.
At 4:00 p.m. the same day, Mr. Vinh and his wife got in the car and left. While driving, driver Hoang Ngoc Vinh lost control of the speed and collided with 17 motorbikes at the Vo Chi Cong - Xuan La intersection.

Initial reports indicate that 18 people were injured in the accident, including three seriously injured victims. Tests showed that the driver had no alcohol or stimulants in his system.
The case is being investigated by the Investigation Police Agency of Tay Ho District Police and will be strictly handled according to the provisions of law.
