(Baothanhhoa.vn) - "Words must go hand in hand with actions", "whatever is done must be done" is the motto of Mr. Thieu Sy Dinh, Party cell secretary, head of Cao Son residential group, Rung Thong ward (Thanh Hoa city). After more than 5 years of working in the common work of the ward, he has sown trust and built a great solidarity bloc of the people to join hands to build Cao Son street into a bright spot of Rung Thong ward.

After nearly 40 years of working in the police force, in 2017, Mr. Dinh retired and participated in Party activities in Cao Son street. With his enthusiasm and exemplary spirit in activities, in 2020, Mr. Dinh was elected as Party cell secretary and head of Cao Son residential group until now. This is the first street in Rung Thong ward to implement the model of merging Party cell secretary and head of residential group. Taking on both "2 roles", Mr. Dinh always strives to complete all tasks well, and is trusted and loved by the Party Committee, government and people.

Cao Son Street has 245 households with over 900 people, divided into 9 self-governing groups. The street party cell has 91 party members. As the party cell secretary and head of the residential group, Mr. Dinh always keeps in mind Uncle Ho's teaching: "It's a hundred times easier without the people, but ten thousand times harder with the people's help." With that spirit, he and the party cell committee changed their mindset from discussing what they had to discussing what the people needed and cared about. By clearly identifying what was beneficial to the people and trying to do it, the contents related to people's lives quickly went from party cell activities to real life, receiving the consensus and support of party members and the people. That was an important factor for the Cao Son street party cell to be continuously commended and rewarded by the Rung Thong ward Party Committee for many years.

Rung Thong Ward is honored and proud to be the place to welcome Uncle Ho to Thanh Hoa for the first time. To build Rung Thong into a model ward in response to Uncle Ho's attention and love for this land, it is necessary to first build residential groups into model residential groups. Accordingly, Mr. Dinh always focuses on bringing the content of studying and following Uncle Ho into regular and specialized activities to create a strong change from awareness to action among cadres, party members and people. Along with that, the ward has established a zalo group for the party cell, a group of ward cadres, a group of self-management groups, a group of party members 213, a group of residential groups with representatives of nearly 200 families participating to propagate and deploy policies and plans of superiors to party members and people in a timely and complete manner. From there, create solidarity in implementing emulation movements, building Cao Son into a model city from 2021 and always being one of the leading streets in Rung Thong ward for many consecutive years.

Notably, in economic development, the rate of families with a good standard of living or higher in the street is over 85%, there are no poor households in the street; the average income per capita is 80 million VND/year; the whole neighborhood has nearly 100 families with cars. Cultural and sports movements are organized regularly. Cao Son is a typical street in building a model cultural house. In recent years, the street has mobilized people to contribute to buying new tables and chairs, installing cameras, free wifi and investing in outdoor exercise and sports equipment to serve the people. People in the street also contribute to leveling the ground, building a fence around the new cultural house, planting shade trees and fruit trees in the campus. Over the past 5 years, Cao Son street has been continuously recognized as a cultural street, the rate of cultural families is over 90%.

To maintain security and order in the area, the ward has mobilized families to install cameras at home and donated to install security cameras at public places and road sections at risk of insecurity and disorder. Each self-management group also has at least 2 cameras or more. The installation of cameras has brought positive effects in the prevention and fight against crimes and social evils. Through the camera system, the ward police have prevented and dispersed many cases that pose a risk of causing insecurity and disorder, protecting the peaceful life of the people.

To build Cao Son street to be always spacious and clean, Mr. Thieu Sy Dinh and the Street Front Working Committee, the mobilization team in the residential area actively propagated and mobilized people to donate land to expand traffic routes. Thanks to that, the road along the Bac canal had 10 families donating nearly 200m2 of land and constructions on the land; on the Cao Son - Phuong Linh route, 25 households donated 150m2 of land and constructions on the land to build a model road with a length of nearly 1km. In 2025, the Party cell chose Nguyen Mong Tuan street to build a civilized road to welcome the Cao Son Street Party Congress for the 2025-2027 term. Nearly 30 families in the self-governing group No. 7 contributed nearly 100 million VND to pave the sidewalk, which was praised and highly appreciated by the people.

In implementing campaigns launched by superiors, Cao Son Street often leads Rung Thong Ward. Typically, in 2024, the Party Committee and the Street Front Working Committee mobilized people to contribute to implementing Directive No. 22-CT/TU of the Provincial Party Committee Standing Committee on the campaign to support housing construction for poor households, policy households, and households with housing difficulties in the 2 years 2024-2025 with an amount of over 30 million VND; supporting the people in the North to overcome the consequences of storm No. 3 with nearly 48 million VND. In 2025, continuing to implement the second phase of Directive No. 22-CT/TU, Cao Son Street led the whole ward with a mobilized amount of nearly 39 million VND, reaching 187%.

The contributions of Party cell secretary and head of residential group Thieu Sy Dinh to Cao Son street have been recognized by all levels and sectors, and many certificates of merit have been awarded. This is a worthy reward, a motivation for Mr. Thieu Sy Dinh to continue to be dedicated and enthusiastic in his activities, for the development of the street and ward.
