Breakthrough in socio-economic development

Over the past 3 years, Thai Binh has implemented the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress in a very difficult context. However, with the timely and effective leadership and support of the Central Government, the Party Committee, government and people of Thai Binh have focused on synchronously and flexibly implementing many solutions suitable to reality right from the first days and months of the term with high determination and drastic and responsible participation of the entire political system, business community and people of all walks of life; striving to take advantage of opportunities and advantages, overcoming difficulties and challenges, focusing on effective epidemic prevention and control and promoting socio-economic development, achieving important and relatively comprehensive results.

The work of building the Party and the political system has been focused on; organized and implemented methodically, synchronously, comprehensively, regularly, with many creative and effective ways, suitable to the requirements and characteristics of the province and localities. The work of leading, directing and operating socio-economic development, disease prevention and control has been carried out drastically and flexibly; the Central and Provincial directives have been proactively and fully implemented; mechanisms and policies to support production, unlock resources and tasks and comprehensive solutions have been focused on leading, directing and organizing implementation with high political determination, with a roadmap, steady steps, with focus and key points, ensuring the correct orientation of the Central and promoting the dynamism and creativity of the entire political system.

The province's socio-economic development is quite rapid and comprehensive. The average economic growth rate (GRDP) in the 3 years 2021 - 2023 reached 8.18% (in 2021 increased by 7.66%; in 2022 increased by 9.52%, ranked 6th in the Red River Delta and 18th in the country; in 2023 increased by 7.37%, ranked 7th in the Red River Delta). The economic scale in 2023 reached 67,948 billion VND, 1.3 times higher than in 2020. The total average production value increased by an estimated 9.7%/year, of which: the agriculture, forestry and fishery sector increased by 2.4%/year; the industry and construction sector increased by 12.5%/year; the service sector increased by 6.6%/year. Average income per capita in 2023 will reach 62.4 million VND, 1.2 times higher than in 2020. Economic structure and labor structure will shift positively. In 2023: Industry and construction account for 45%; agriculture, forestry and fishery account for 19.9%. The proportion of industry - construction and services in GRDP will increase from 72.5% in 2020 to 78.9% in 2023; the proportion of agricultural labor in the total social labor force will decrease from 30.7% to about 25.5%. The rate of disbursement of public investment capital has been among the top in the country for many consecutive years. Complete the task of formulating the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050, ensuring quality, science, vision and many new directions, breakthroughs and developments; has been approved by the Prime Minister in Decision No. 1735/QD-TTg dated December 29, 2023. Thai Binh Economic Zone has clearly formed and achieved many important results, affirming its role as a driving force for the province's development, creating trust, attractiveness, and attracting prestigious investors in the world. 2021 - 2023 period: Total foreign direct investment (FDI) has grown remarkably, reaching over 4.1 billion USD, much higher than from 2020 and before (in 2023 alone, FDI attraction reached nearly 3 billion USD, ranking 5th out of 63 provinces and cities). Total registered investment capital in the area in the 2021 - 2023 period reached 153,011 billion VND, 3.5 times higher than in the 2016 - 2020 period; In 2023 alone, the total registered investment capital reached 98,256.6 billion VND. The number of newly registered enterprises increased sharply, exceeding the mark of 1,000 newly registered enterprises/year for two consecutive years (2022 - 2023).

The agricultural and rural economy has been directed and developed comprehensively. Land accumulation has been promoted, many effective models have been formed, and the situation of abandoned fields has been basically overcome. The new rural construction program continues to be implemented in depth and substantially. Many good and creative ways have been implemented, contributing to improving the quality of life and creating a new look for rural areas. Up to now, 100% of communes in the province have met the new rural standards, of which 34 communes have been recognized as meeting the advanced new rural standards (reaching 14.1% of the total number of communes), and 1 commune has met the model new rural standards.

The cultural and social fields are comprehensively directed, meeting the requirements of economic development tasks; focusing on taking good care of families of people with meritorious services and social protection beneficiaries. Foreign affairs and investment promotion activities are comprehensively renewed; local defense and military are strengthened. Political security is maintained, social order and safety are ensured. People's lives are significantly improved.

Based on a clear assessment of the shortcomings, limitations, causes, lessons learned and results after 3 years of implementing the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress, Thai Binh has set out 14 key tasks and solutions to successfully implement the goals and plans for 2024 and the entire 2020-2025 term.

At the working session, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee proposed to the Chairman of the National Assembly and members of the working delegation 4 contents: directing the early implementation and guidance of the Land Law (amended) for localities to implement in order to promote socio-economic development in 2024 - 2025 and the following years. The National Assembly and the National Assembly Standing Committee study and issue a Resolution regulating sea encroachment, creating conditions for coastal localities to expand socio-economic development space, create breakthroughs with a long-term vision and promote marine economic development. Pay attention to directing relevant ministries and branches to consider supporting localities with large revenue reductions due to objective reasons such as tax exemption and reduction policies issued by the Central Government; have a specific mechanism to support a part of the import-export tax revenue in Thai Binh Economic Zone for the province to reinvest in the infrastructure of the Economic Zone and implement policies to ensure social security for localities where the Economic Zone is located. Pay attention and provide additional support to Thai Binh province from the central budget (in addition to the medium-term public investment plan) to speed up the implementation progress and promote the investment efficiency of some key projects of the province such as: Thai Binh coastal road, main roads connecting functional areas in the Economic Zone, road from Thai Binh city to Con Vanh, CT.08 expressway...

Members of the working delegation and leaders of central ministries and branches spoke highly of and appreciated the development of Thai Binh in the past 3 years, especially in attracting investment, developing infrastructure and improving people's lives. However, in order to exploit the potential and advantages, the delegates also recommended that Thai Binh needs to be more proactive and strong in innovation in thinking for rapid and sustainable development. In particular, pay attention to training, attracting and developing human resources; research and expand export markets; focus on developing high-tech agriculture and making the most of traditional advantages and experience to develop agriculture. Pay more attention to planning work, ensure connectivity not only within the province but also regional connectivity, review zoning plans, urban planning...

Ready to enter a new stage of development

On behalf of the Party, State and National Assembly Standing Committee leaders, National Assembly Chairman Vuong Dinh Hue commended, acknowledged and highly appreciated the comprehensive and important results achieved by the Party Committee, government and people of Thai Binh; agreed with the direction, goals, tasks and key solutions that the Thai Binh Provincial Party Committee has identified for 2024 and the following years; and at the same time emphasized and suggested a number of contents that the province needs to pay attention to, focus on leading and directing implementation in the coming time. In particular, continue to focus on promoting the revolutionary tradition and cultural tradition of the homeland, promote the spirit of solidarity, dynamism and creativity in performing political tasks. The results that the province has achieved in the past time are very impressive, but we must not be subjective and satisfied, but need to continue to make more efforts and strive. During the remaining term, the province needs to continue reviewing the resolutions of the Central and the province to focus on leadership and direction for implementation to achieve the highest results. Urgently develop and organize the implementation plan of the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050 that has been approved, focusing on implementing 6 key tasks and 3 identified development breakthroughs. Coordinate with central and local ministries, branches to promote strategic focuses such as: focusing on completing socio-economic infrastructure in the province (urban infrastructure, infrastructure of Thai Binh Economic Zone and industrial parks, rural infrastructure); pay attention to regional connectivity infrastructure. Focus on efforts to quickly complete investment procedures to implement projects (coastal roads; CT.08 highway; connecting routes in the Economic Zone; routes from Thai Binh city to Con Vanh...) with the highest efficiency, most feasibility and ensuring harmony of interests between the State, investors and people. Conduct reviews and have plans for maintenance, renovation and upgrading of the dike system, irrigation infrastructure, agricultural infrastructure. Continue to promote investment in production infrastructure, including infrastructure of VSIP industrial park, Hai Long industrial park, LNG thermal power plant... Pay attention to speeding up the construction progress of social housing areas. Continue to pay attention to training and developing resources, especially high-quality human resources. Review the laws recently issued by the National Assembly, including many contents assigned to the provincial level for effective implementation. Focus on reviewing from now until the end of the term to amend, supplement, and issue new resolutions to suit the reality, meeting the requirements of socio-economic development of the province. Complete the project to rearrange administrative units, must be implemented soon to serve the Party congresses at all levels. Strengthen the management of land, forests, and seas. Continue to promote investment attraction, in which pay attention to the structure and quality of projects with the viewpoint of not attracting at all costs, must be cautious, thorough, prioritize attracting projects using high technology. Continue to pay attention to doing well the work of building the Party and the political system; fight against corruption and negativity; attach importance to practicing thrift, fighting waste. In the immediate future, pay attention to implementing well the Central's direction related to organizing spring and New Year activities, creating the best conditions for everyone, every family to enjoy spring and New Year warmly and happily.

Determined to overcome difficulties for Thai Binh to develop more and more

The Provincial Party Secretary affirmed that the achievements that Thai Binh has achieved in 2023 and the past 3 years are the result of persistent efforts in implementing development goals, plans and solutions; due to knowing how to promote the proud tradition of the land and people of Thai Binh; inheriting the achievements that many previous terms and generations have worked hard to build, creating the premise and conditions for the province to boldly break through in this term. The province has also clearly seen the limitations, shortcomings, inadequacies and difficulties of the province to propose focused solutions to remove and overcome. The province has also identified the visionary goals, based on the wishes and aspirations of the people of Thai Binh, set very high goals, and at the same time, has specific solutions and plans, persistently aiming for that goal, and has been determined to implement it over the past 3 years. Up to now, we confidently affirm that Thai Binh is on the right track, achieving initial results, affirming its goals and vision and setting the belief that it will achieve the set goals and expectations. In the past 3 years, Thai Binh has also promoted the solidarity of the Party Committee, the political system, and the people, first of all in the Executive Committee, the Standing Committee, the Standing Provincial Party Committee, the leaders of the Provincial People's Council, the Provincial People's Committee, and the localities. That solidarity and determination spread to organizations in the political system, creating trust, consensus, determination to strive, and overcome difficulties so that Thai Binh can make further breakthroughs. For Thai Binh to be able to catch up with the provinces in the region, it still has to make a lot of efforts, first of all, knowing how to allocate investment resources for infrastructure, society, and focus on human development, only then can it develop sustainably. In addition, we need to pay synchronous and comprehensive attention to all fields, not only developing industry and services, attracting investment but also devoting concentrated resources to strongly developing agriculture, because this is a traditional strength, a field that has an impact on the majority of Thai Binh people.
