To rectify and strengthen the work of ensuring quality, traffic safety (TSS), occupational safety (OS) and environmental sanitation (ES) in the construction of transport infrastructure, the Provincial People's Committee requests the Director of the Department of Construction, Chairmen of the People's Committees of districts, towns and cities to direct investors/Project Management Boards (PMUs) to seriously implement the following contents:
Fully perform the rights, obligations and responsibilities of the investor in accordance with legal regulations and decentralization and authorization throughout the project implementation process, ensuring quality, progress, traffic safety, labor safety and environmental sanitation.
Tighten discipline and strictly manage organizations and individuals participating in the project (design consultants, appraisers, supervisors, inspectors, contractors, etc.) from the investment preparation stage to the implementation and completion of the project, strictly complying with the contract and related laws.
Regarding survey and design work, improve the quality of establishing and approving survey and design tasks, ensure adequate survey data on topography, geology, hydrology, material mines, and dumping sites in accordance with regulations, especially in areas with weak ground and areas with complex geological conditions; closely monitor survey implementation, approve survey result reports, control document quality, and accept before submitting for appraisal in accordance with regulations.
There are solutions to rectify and improve the quality of survey, design, total investment, and construction cost estimates. In particular, when surveying and investigating material mines and dumping sites, it is necessary to carefully survey the location, reserves, quality, supply capacity, transportation routes, exploitation procedures, and reserves of dumping sites to meet the project requirements.
Further strengthen the inspection and urge the entities to implement measures to improve the quality of works, ensure traffic safety, occupational safety and environmental sanitation during the design and construction process in accordance with approved standards, norms and construction measures, comply with the design documents, technical instructions of the project and regulations; promptly adjust and supplement when necessary and strictly handle organizations and individuals who violate.
Strictly comply with the provisions of law on construction investment, especially in quality management; the process of consulting and resolving work must ensure that the order and procedures comply with legal regulations.
Regarding the subsidence of the road leading to Hoa Binh bridge, the Provincial People's Committee assigned the Department of Construction to coordinate with the Chau Thanh District People's Committee and relevant units to determine the cause, propose solutions to handle and promptly overcome, ensure the quality of the project, and report the results to the Provincial People's Committee according to regulations. |
Closely inspect and monitor the quality and origin of materials, supplies, equipment, and dumping work to ensure compliance with the requirements of the project's design documents and technical instructions.
Closely control and monitor quality testing during construction, ensure that the laboratory meets standards, that laboratory personnel are qualified to perform the work, and that the test results are accurate, objective, and transparent.
Regularly monitor and inspect the normal working condition of the works and projects; require contractors to strictly perform the construction warranty in accordance with the signed contract. In case of damage or defects, it is necessary to conduct inspection, analysis, assessment, determine the cause of the damage, propose solutions to maintain normal operating conditions, and ensure absolute safety. Repair and remediation solutions must be approved by the investor/project management board and ensure that they meet the technical standards of the project, ensuring the bearing capacity and longevity of the works; the repair and remediation process must be monitored and quality managed in accordance with regulations.
Inspect and urge contractors to comply with the terms of the signed contract, especially ensuring the quality of construction works; resolutely and strictly handle contractors who violate the quality and progress of the works according to the provisions of the contract. The head of the Investor/Project Management Board is fully responsible before the competent authority and the law for the assigned project that does not meet the required quality; is responsible for handling violations by contractors according to the provisions of the contract and relevant laws.
