On November 13, in Hanoi, the Ministry of Science and Technology held a training conference on decentralization, delegation of authority and division of authority in the field of state management of the Ministry.

In his opening speech, Deputy Minister of Science and Technology Bui The Duy emphasized the Central Government's direction on the arrangement and reorganization of the apparatus in recent times, including the merger of provinces, the conversion of the local government model from 3 levels to 2 levels and especially the policy of maximum decentralization and delegation of power, clearly defining the authority between levels.

Many directors, deputy directors and professional staff have to take on new areas, requiring time to adapt and develop their skills. The expansion of the scope of decentralization also poses a great challenge to the capacity of staff, especially at the commune level, when many new contents are assigned while practical experience is limited.

Deputy Minister of Science and Technology Bui The Duy delivered the opening speech at the Conference.

Faced with that reality, the Ministry of Science and Technology has compiled a set of nearly 300 pages of guidance documents, in which each administrative procedure and each content of decentralization and delegation of authority has concise, easy-to-reference instructions, which can be likened to a professional handbook for grassroots cadres.

The Ministry of Science and Technology has also organized in-depth training conferences for leaders of the Departments of Science and Technology across the country, and sent officers from the Departments and Divisions directly to localities to guide practice, grasp and resolve difficulties.

Deputy Minister Bui The Duy said that in the initial stage, the implementation of decentralization and delegation of power had difficulties, and some localities were even concerned about the ability to implement it. However, the Ministry of Science and Technology has accompanied and supported to the end, so that localities can perform well the assigned tasks, aiming at the highest goal of serving people better, reducing time and costs of administrative procedures.

After this conference, the Ministry of Science and Technology continued to send professional staff to some localities. This activity aimed to assess the capacity and working conditions at the Departments and commune levels, to review the data system, tools, and professional documents at the local level to see if they met the requirements; at the same time, to provide on-site practice guidance for local staff, helping them to approach the actual processing procedures, thereby quickly improving their professional skills.

Along with that, the Ministry will maintain a regular support mechanism, assigning Departments and Offices to organize monthly and quarterly online conferences to resolve difficulties and problems during the implementation process.

The Ministry of Science and Technology is continuing to amend and supplement documents related to decentralization and delegation of power, including the Law amending and supplementing a number of articles of the Law on Intellectual Property; Decree No. 63/2023/ND-CP detailing a number of articles of the Law on Radio Frequencies; Decree No. 105/2016/ND-CP dated July 1, 2016 of the Government on operating conditions of organizations for inspection, calibration, and testing of measuring instruments and measurement standards...
