Hue-S platform succeeds by being people-centric

Not only modern applications or smart data, the digital society in Hue is being built from very simple things. It is a training class in a residential group, or the perseverance of "community technology groups" going to every alley, knocking on every door to guide people to get acquainted with the digital environment.

Mr. Nguyen Van Minh (Phong Phu Ward, Phong Dien Town) first learned about the word "digital transformation" when he saw a ward official come to his house to talk about Hue-S. At first, he just thought it was an application like calling a car or looking up the weather. But now, from Hue-S, he can easily carry out administrative procedures or conveniently go to the doctor or get treatment. "The first time I used Hue-S, I found it difficult, but after many times being guided by ward officials, especially union members and youths, at my house, I became proficient," Mr. Minh shared.

Now, Mr. Minh’s phone seems to be “breathed life” by technology. “I’m old, but I can’t fall behind. Knowing this not only saves my children and grandchildren from trouble, but also makes me feel more modern,” Mr. Minh smiled gently.

Not only Mr. Minh, many older people are also gradually learning how to live with technology. Free training sessions right at the neighborhood hall, and "hands-on" sessions from members of the community technology team have become familiar activities. Ms. Dang Thi Lai (Kim Long ward, Phu Xuan district) busily opened the Hue-S application to review her feedback on the spontaneous landfill. "I just sent my feedback last week, and now it has been processed. My feedback has been heard," Ms. Lai said.

In the digitalization process, the transformation of people is noteworthy. In addition to the changing awareness of each person, community technology groups, digital transformation teams at wards and communes are also important bridges between technology and people's lives.

Some wards and communes have proactively opened digital skills training classes for the elderly, manual laborers, small traders, etc. This is not just a story of "bringing technology to the people" but a process of transforming social thinking and behavior towards digitalization, a sustainable way to create a real digital society.

Mr. Hoang Van Suu, Chairman of Phong Hai Ward People's Committee, Phong Dien Town, said that the habit of not using cash has formed in the majority of local people. In addition, they have also accessed administrative procedures online.

People are the center

Hue City is implementing many specific programs and models to realize a digital society. Based on population data, Project 06 is being implemented synchronously, connecting public administrative services with personal data, helping people easily look up, register, and verify information. Online public service portals, smart urban applications, and on-site reporting systems are all designed to be intuitive and user-friendly, aiming to reduce technological barriers for people.

Mr. Nguyen Duong Anh, Deputy Director of the Department of Science and Technology, said: Besides the advantages, in reality there are also many difficulties, typically, a part of the people, especially in the suburbs, are afraid of change, do not have enough operating skills, some people are afraid of making mistakes, afraid of revealing information; smart mobile devices are not uniform...

According to the Standing Committee of the City Party Committee and Permanent Vice Chairman of the Hue City People's Committee, Mr. Nguyen Thanh Binh, digital transformation is a key task and a driving force for breakthroughs in socio-economic development. In particular, when the Politburo issued Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation, Hue quickly developed a practical action program, clearly identifying three pillars: Digital government, digital economy and digital society.

Mr. Nguyen Thanh Binh said that in the pillar of digital society, people play a central role. All technology platforms, application models, and smart data must aim to serve people better; at the same time, create conditions for people to actively participate in the process of social management, life organization and community development. Therefore, training digital skills for citizens is a mandatory requirement, the foundation for the effective operation of digital society.

“We cannot build a digital society if citizens do not have the capacity to access, use and innovate in the digital environment. Each neighborhood group, each small training class, each support staff at home will make digital skills a part of social life, not something strange,” Mr. Nguyen Thanh Binh emphasized.

Hue is taking small but sure steps in the digital journey. And that journey will only be truly successful when every citizen, young or old, can confidently step into the digital space with a proactive spirit, sufficient skills, and a belief that: Technology is theirs.
