The No. 5 and No. 6 Terminal Project, invested by Hateco Group, was approved by the Prime Minister in Decision No. 299/QD-TTg in 2021. It is the first deep-water seaport infrastructure development project in Vietnam using capital from the private economic sector.
The project is of great significance in promoting international trade, developing logistics, creating economic development momentum not only for Hai Phong city but also for the Northern region and the whole country.

According to the leader of Hateco Group Joint Stock Company, since officially operating from the first quarter of 2025 until now, berths 5 and 6 of Hateco Port have achieved an average exploitation capacity of 30 containers/hour; welcomed many large ships to load goods, contributing positively to increasing cargo output through Hai Phong Port; bringing goods directly to Europe and America. After inspecting the operations at Terminals 5 and 6, speaking at the meeting, Mr. Le Ngoc Chau, Chairman of the City People's Committee, acknowledged and highly appreciated the scale of investment and the rapid construction speed of the Terminals 5 and 6 Project. "With synchronous investment and application of advanced technology, Hateco Hai Phong International Container Port will become the first smart port in Vietnam, equipped with an automatic entrance and exit gate system, semi-automatic wharf, capable of receiving the largest container ships in the world. In particular, the port can receive direct shipping routes from distant markets such as the West Coast and East Coast of the United States, creating a superior competitive advantage for the logistics system of Hai Phong and the Northern region", Mr. Chau emphasized.

At the meeting, Mr. Tran Van Ky, Chairman of Hateco Group, proposed to the People's Committee of Hai Phong City a number of contents to support the completion of infrastructure, ensuring sustainable exploitation conditions. Accordingly, the Group proposed that the People's Committee of Hai Phong City consider and direct the early commencement of construction of the post-port traffic route from Wharf No. 3 to Wharf No. 6 and Tan Vu - Lach Huyen 2 bridge, in order to reduce traffic pressure on Cat Hai Island. Specifically, the post-port traffic route from Wharf No. 3 to Wharf No. 6 is expected to start construction in August 2025. The project investor is committed to shortening the construction time as much as possible so that the project can be put into operation as soon as possible, creating convenience for vehicles entering and leaving the port. With the proposal to expand Lach Huyen channel and add a turning basin in front of berths 5 and 6, previously proposed by the city and submitted by the Ministry of Construction to the Prime Minister, the project was included in the medium-term public investment plan for the period 2026 - 2030 to be submitted to the National Assembly for approval at the upcoming session.

Regarding social security, the Group proposed that the City introduce a location to study the establishment of a housing project for experts, officials and workers working at the port and Cat Hai special economic zone. In addition, Hateco Group also proposed to study and implement a number of new investment projects in the city, including: Tien Lang Airport Industrial Park (area A) and other industrial parks in the Southern Economic Zone; industrial parks that are planning zoning at a scale of 1/2000 such as Binh Giang 2 Industrial Park, Binh Giang 4 Industrial Park, Tu Ky 1 Industrial Park, Hung Dao Industrial Park. The Group also expressed interest in the Ninh Giang Inland Waterway Port Project (Luoc River) and the Tien Lang mixed-use urban, commercial and service area project, logistics center...
Concluding the meeting, the Chairman of Hai Phong City People's Committee requested Hateco Group and HHIT Port to closely coordinate with the City People's Committee and related departments, branches and units to review and update plans, unify report content, and propose to the Central Ministries and branches to promptly implement investment projects in transport and maritime infrastructure, ensuring effective exploitation and operation.
The Chairman of the City People's Committee assigned the Management Board of Investment and Construction of Traffic and Agricultural Works to urgently complete the road behind the Port. Along with that, he requested the Hai Phong Maritime Port Authority to promptly propose to the Central Ministries and Branches to implement the investment project to build the second turning basin in front of berths 5 and 6; creating favorable conditions for 200,000 DWT ships to enter and exit, contributing to the economic growth of the city.

Regarding the investment projects proposed by the Group in the coming time, Mr. Chau suggested that Hateco Group send representatives to work with the Department of Construction and the Hai Phong Economic Zone Management Board to unify the content and specific implementation roadmap to develop projects in line with the development orientation of the Economic Zone, especially the Western region and the inland port system. Particularly for the plan to build a housing area for experts, officials and workers, the Group needs to soon select a location from the plan that has been informed by the City Economic Zone Management Board and Cat Hai Special Zone at the meeting, and report to the City People's Committee for consideration and approval according to regulations.
The Chairman of the City People's Committee also requested Hateco Group to select typical products and impressive models to participate in the city's exhibition area with the theme "Hai Phong - Faith and aspiration to rise with the country" at the exhibition of national achievements on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025).
